LOWER MONUMENTAL DC & LV UPGRADE – PLC/SCADA SYSTEM SUPPLY CONTRACT
TECHNICAL SPECIFICATIONS
1.0 PROJECT BACKGROUND
In support of future construction contracts for the Lower Monumental DC System and Low Voltage Switchgear
Upgrades, a second supply contract is required for the purchase of PLC equipment hardware and hardware. This statement of work describes the software needed needed for the purchase of the Low Voltage and DC/AC SCADA system.
2.0 CONTRACT LINE ITEMS (CLINS)
To meet the requirements of this statement of work, the contractor shall supply the following in accordance with the items listed:
001: Furnish Rockwell Automation for Allen Bradley PLC System Software Package
Contractor shall furnish quantity one (1) Factory Talk Software Package.
Payment for this item shall include all the requirements of Paragraph 3.0 Equipment Requirements, all requirements of 4.0 Deliverables, and delivery to the U.S. Army Corps of Engineers Hydroelectric Design Center (HDC), Portland, OR.
3.0 EQUIPMENT REQUIREMENTS
a. General
All materials, components, and equipment shall conform to the requirements of these specifications.
Materials, components, and equipment shall be free from defects and imperfections, of recent manufacture, and shall have technical properties suitable for the intended use. The components shall be the specified manufacture’s component, and all accessories shall be as provided standard with the manufacturer’s products.
b. Allen Bradley PLC System
The PLC equipment shall be from Allen Bradley. The following equipment and quantities shall be provided:
i. QTY 2 – 9324M-RLDT30M Studio 5000 Pro Software, physical media
ii. QTY 2 – 9701M-VWSTDENTT61 Factory Talk Studio Enterprise, physical media
iii. QTY 1 – 9701M-VWSVBDL05T31 Factory Talk View Studio Enterprise, physical media
4.0 DELIVERABLES
All deliverable products and working papers shall be the property of U.S. Army Corps of Engineers. One paper copy of all non-electronic files shall be submitted. Electronic files shall be submitted on a CD in Microsoft Office compatible format. Deliverables for this purchase order are as follows:
Descriptive Data on Software. Submit with price quote. Cut-sheets, descriptive drawings, and purchase orders or quote sheets shall be provided for all items included in this statement of work.
Manufacturer’s standard Owner’s Operation and Maintenance Manuals shall be furnished at time of delivery for all items included in this statement of work.
5.0 SCHEDULE
All supplies required under this statement of work shall be delivered within 90 calendar days after contract award.
6.0 COORDINATION
Prior to delivery, a minimum of five (5) business days’ notice shall be provided to the POCs listed below.

7.0 SHIPMENT & DELIVERY
Delivery to the U.S. Army Corps of Engineers Hydroelectric Design Center and Walla Walla District office.
All quoted items, O&M manuals, accessories, software, and components as described in this Statement of Work shall be delivered FOB Destination to the following addresses:

Delivery shall occur only on Monday through Friday between 6:30 a.m. and 5:00 p.m. PST. Deliveries shall not occur on Federal Holidays.
