About this file
This document is a Sole Source Justification for the procurement of a replacement hoist cylinder for a Link-Belt HTC 8690 90-ton crane used at the Little Goose Lock and Dam. The U.S. Army Corps of Engineers, Walla Walla District requires this replacement part due to the existing hoist cylinder experiencing performance issues that cannot be repaired. TRIAD Machinery is the sole authorized dealer for Link-Belt crane parts, and this procurement is justified under FAR provisions for contracting without full and open competition. The total estimated cost for the replacement hoist cylinder is . If the crane is taken out of service, a rental crane would be required at a significant cost to the government. No alternative brand hoist cylinders can be considered due to the need for a direct replacement to the existing Link-Belt components.
The related federal contract opportunity, Solicitation Number W912EF24Q0054, is for the procurement of this replacement hoist cylinder. This is a sole source solicitation, and technical specifications and full solicitation details are provided in the attachments.

Control No. 24-025
SINGLE-SOURCE DETERMINATION
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: US Army Corps of Engineers (USACE), Directorate of Contracting, Walla Walla District (CECT-NWW).
2. DESCRIPTION OF THE ACTION: This action is for a single source requirement to acquire one (1) hoist cylinder for the Link-Belt HTC 8690 90-ton crane.
3. DESCRIPTION OF THE SERVICES/SUPPLIES: US Army Corps of Engineers, Little Goose Lock and Dam, Walla Walla District, needs to acquire a replacement hoist cylinder for a Link-Belt HTC 8690 90-ton crane. The Link-Belt 90-ton crane is used to assist with maintenance duties when required on the project. Currently the hoist cylinder is not performing as it should and requires a complete replacement to resolve the issue and return the crane to its optimal performance. The total estimated cost for this purchase is . TRIAD Machinery is the sole source authorized dealer for Link-Belt crane parts.
4. AUTHORITY CITED:
a. FAR 13.106-1(b)(1)(i) "(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)."
a. FAR 11.105(a)(1), “The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs; (2)(i) The authority to contract without providing for full and open competition is supported by the required justifications and approvals (see 6.302-1); or (ii) The basis for not providing for maximum practicable competition is documented in the file (see 13.106-1(b)) or justified (see 13.501) when the acquisition is awarded using simplified acquisition procedures.”
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND: The Link-Belt HTC 8690 is Little Goose Dam’s largest mobile crane and is used for most of the project’s lifts where a mobile crane is required. In 2023, the crane operator noticed that the hydraulics were “chattering” when raising and lowering the boom. A service call was made to TRIAD Machinery to have them on-site to trouble shoot the hydraulic system. The findings from the inspection were that the hoist cylinder had failing internal parts that are not repairable and a new hoist cylinder was required to fix the issue.
b. JUSTIFICATION: It is essential that the hoist cylinder procured through this action be a direct replacement to restore the crane to its factory performance. Parts procured through this action must be immediately replaceable with the existing hoist cylinder. They must be designed for installation and operation with a Link-Belt HTC8690 90-ton crane. Parts that do not meet factory fit and finish may render existing Government equipment, once installed, unusable. If the crane is taken out of service, a rental crane would need to be brought on-site at a rate of approximately
. This would be a significant cost to the government to have a rental crane on-site for any length of time.
c. ALTERNATIVES: Alternative brand hoist cylinders were considered, but without the Link- Belt drawings and specifications for the cylinder it is impossible to determine if they will be a direct replacement. A replacement hoist cylinder that does not meet the factory specifications
