DWORSHAK DAM FACE FUEL DOCK

SCOPE

The following specification pertains to the purchase of one fully functional fuel dock system for delivery and offloading to Dworshak Dam and Reservoir (Dworshak Project), Ahsahka, Idaho. The Contractor must also provide shipping, assembly, documentation, and onsite orientation training, as stated in this specification.

2.0 DAM FACE FUEL DOCK– GENERAL REQUIREMENTS

· The Fuel Dock shall be equipped with the attachments listed herein. Any items not identified in this specification that are required for operation of all attachments shall be provided by the Contractor as part of their bid.

· The Fuel Dock shall be fully capable, equipped as described in Section 3.0 below, and ready for all intended uses upon delivery and assembly.

· The Fuel Dock shall not be modified to meet the functional and performance requirements of this specification, other than the addition of optional items.

· Options and attachments shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. All warranty work will be done without delivery or shipment fees (including travel or on-site work).

· The fuel dock system shall be constructed of all new parts. No used or returned components will be accepted.

· The Fuel Dock shall be designed for the capability to safely tow to shore for refueling. The dock shall be designed in a manner to eliminate the chance of capsizing when fully loaded and being towed at low speeds. (<5mph)

· The Fuel Dock shall be fully engineered by a Licensed Professional Engineer and include stamped drawings.

· All components of the fuel dock system shall be outdoor rated or appropriately protected the elements.

3.0 DAM FACE FUEL DOCK SYSTEM (CLIN 01)

The critical defining elements for the Fuel Dock System include:

3.1 Fuel Tank

· The Fuel Dock shall have one (1) 3000-gallon tank with a compartmentalized capacity of 1400 gallons of diesel and 1600 gallons of gasoline. If multiple compartments are necessary to achieve the aggerate fuel capacities, compartment designed for the same fuel type must be internally linked.

· The fuel tanks shall be heavily baffled to prevent excessive fluid movement while being towed or under heavy wave action events (24-36in).

· The fuel tank shall be double walled meeting the UL142 requirements and sealed from the elements.

· The fuel tank shall be constructed of corrosion resistant material or adequately coated to provide a maintenance free lifespan and prevent corrosion.

· The fuel tank shall have a means of inspecting the interstitial space in the case fuel leaks from the primary tank compartments.

3.2 Floatation System

· The flotation system shall be constructed of two (2) single pre-cast concrete float sections or constructed of a corrosion resistant non-ferrous alloy that when combined create no larger than a 22ft x 30ft concrete platform surface. The concrete float sections shall contain matching cast alignment keys if used.

· The Fuel Dock shall have 4in x 8in Ultra-High Molecular Weight Polyethylene (UHMW) or equivalent rub rails encompassing the entire platform perimeter.

· The Fuel Dock shall have 4in x 8in UHMW or equivalent rub rails orientated vertically on all four corners of the dock and spaced equally along all sides of the dock at intervals no greater than 8ft.

· The Fuel Dock shall have 4in x 8in UHMW or equivalent landing rails spaced equally along the bottom of the assembly at intervals no greater than 10ft.

· The Fuel Dock shall have a galvanized steel towing eye located at each corner. Each towing eye shall be capable of supporting the entirety of force generated during low towing speeds(<5mph).

· The fuel dock shall have a minimum of twelve (12) heavy duty galvanized steel cleats. These cleats shall be equally spaced with a quantity of three (3) down each side of the dock and placed in a typical manner as to not pose a tripping hazard. These cleats shall be appropriately sized to accept a 1in diameter rope.

· All hardware used for assembly shall be galvanized with a minimum tensile strength of 120,000 PSI.

· The flotation system shall be designed to occasionally run aground during refueling operations. The dock will be refueled by towing to a marina and refueling at a boat ramp. This may lead to the fuel dock system being unintentionally run aground while approaching the boat ramp.

· The fuel dock shall have a weatherproof enclosure to contain the generator. The fuel dock shall have adequate means of firmly attaching the generator.

· The fuel dock shall have between 16in and 24in of loaded freeboard and a maximum of 54in of loaded draft.

3.3 Dispensing System

· The contractor shall provide two (2) 110 Volt 60 HZ fuel transfer pumps that are plumbed into the diesel and gasoline tanks respectively.

· The fuel transfer pumps shall be rated at no less than 35 GPM for the diesel system and 15 GPM for the gasoline system. The pumps shall be compatible with the fuel type for which they are transferring. The fuel transfer pumps shall be equipped with a meter that reads to the tenth of a gallon.

· The fuel dispensing system shall be equipped with a hose reel that is firmly mounted to the dock. The gasoline pump shall be outfitted with a 25ft hose on the reel with an automatic shutoff nozzle. The diesel pump shall be outfitted with a 50ft hose on the reel with an automatic shutoff nozzle.

· The dispensing system shall be wired in a manner that is weather-proof and installed in such a manner that a singular 115-Volt male plug is the main connection point for the entire fuel dispensing system.

· The dispensing system shall be equipped with an emergency shutoff switch that is permanently mounted in direct proximity to the fuel pumping station.

· The dispensing system shall be equipped with an instant closing breakaway device that will stop the flow of fluids in the event the nozzle becomes detached from the hose.

· All dispensing nozzles shall be automatic-closing without a hold-open latch.

· The dispensing system shall be equipped with an anti-siphon valve to prevent inadvertent fuel discharge.

· All dispensing system piping shall be located to be protected from physical damage. All piping handling fuel shall be grounded to control stray currents.

· The dispensing system shall come equipped with a rigid mounted fire extinguisher having a minimum approved classification of 10B:C.

· The fueling system shall have an inline marine grade fuel filter and fuel water separator. This shall be included for both the diesel line and the gasoline line.

All components of the dispensing system shall be outdoor rated.

3.4 Generator

· The contractor shall supply one (1) inverter style portable generator that is adequately sized to provide power to the fuel dispensing system. The generator shall be sized in a manner that the total load of the system does not exceed 75 percent of the generator’s rated running output.

· The generator shall not exceed 60 dB(A) at full rated load.

· The generator shall be wheel mounted for ease of movement on and off the dock.

· The generator shall be equipped with a low oil protection feature that will cease operations if the oil level becomes too low.

· The generators electrical system shall have an integrated circuit protection system that prevents the circuitry from being overloaded.

· The generator shall have a minimum fuel capacity of 3 gallons.

· The Generator shall have at a minimum two 115-Volt circuits equipped with the standard 115-Volt female plug.

3.6 Electrical Components

· All electrical connections shall be made using appropriately sized 600-Volt rated stranded cabling. All connections shall be made utilizing mounted UL Listed terminal blocks and connectors inside of stainless-steel weatherproof enclosures.

· All wiring shall be in conformance with all appropriate NEC standards.

· A single standard 115-Volt male cord shall be the primary means of powering the fueling system.

· The fueling station shall be equipped with a LED Flood light that is outdoor rated and rigid mounted to provide lighting to the fueling station. The light shall be included on its own 115 Volt circuit with a separate standard 115-Volt male cord.

3.7 Spare Parts (CLIN 02)

· Quantity two (2) – Fuel pumps of same make and model provided on Fuel Dock

· One (1) gasoline

· One (1) diesel

· Quantity two (2) - Dispensing nozzles of same make and model provided on Fuel Dock.

· One (1) gasoline

· One (1) diesel

· Quantity one (1) – 25 foot fueling hose of same make and model provided on Fuel Dock.

· Quantity one (1) – 50ft fueling hose of same make and model provided on Fuel Dock.

3.8 Warranty

· The fuel dock system shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. All warranty work will be done without delivery or shipment fees (including travel or on-site work). All parts and components covered by a manufacturer’s warranty greater than one (1) year shall prevail.

4.0 SUBMITTALS

4.1 Pre-Award Submittals

The offeror shall submit with their quote copies of manufacturer catalog cuts, specification sheets, initial drawings, and warranty information for the products offered. Documents submitted must clearly demonstrate that the offered items meet the requirements of this specification, or the offer will be considered non-responsive. Options not pertinent to the offer should be crossed out or otherwise redacted.

4.2 Delivery Submittals – Operation and Maintenance Manuals

The Contractor shall provide one complete printed and bound copies and one complete digital copy of a comprehensive Operation and Maintenance (O&M) Manuals for each piece of equipment and attachments. The O&M Manuals shall be specific to the product/model number of each unit and shall be comprehensive in nature. The manuals shall include the following sections or sub-manuals:

· Operating manual

· Maintenance manual

· Service procedures/manual

· Parts list and drawing, showing all parts and assembly number for all individual parts and assemblies.

· Engine operation, maintenance, repair, and parts manuals

· Complete warranty information

5.0 SHIPMENT, DELIVERY, AND PRODUCT ORIENTATION

5.1 Shipment and Delivery

All items shall be delivered FOB to Dworshak Project on or before June 30, 2024. The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Dworshak Project. Upon delivery, a factory service representative must be present to offload and assemble the fuel dock system. The fuel dock system shall be placed in the water by the manufacturer. Deliveries and assembly shall only be conducted during normal Dworshak Project business hours, Monday–Thursday 7:30 a.m. – 4:30 p.m., excluding federal holidays.

5.2 Product Orientation

Upon delivery, a factory-authorized technician shall provide a minimum two-hour hands-on orientation training of the recommended operation and maintenance of the Fuel Dock. The orientation shall be conducted at Dworshak Project for a group of approximately five people. Draft or final copies of the O&M Manuals must be provided prior to or during the training.
