The following specifications pertain to the purchase of a Z-Drive Boom Boat for use at the Lower Granite Lock and Dam, Pomeroy Washington. This Boom Boat shall be ruggedly built. It shall be an extremely maneuverable compact boat designed for log handling, sorting, boom deployment, and towing.

Historically, these types of boats have been referred to as side winders, pond boats, boom boats, or dozer boats. However, dozer boats typically do not have the z drive 360-degree steering capability that is required in this contract.

It is the government intent to purchase a boat/vessel that has characteristics designed to manage large debris rafts that impact navigation, hydro-electric generation, and fish passage at Lower Granite Lock and Dam. The government intends to purchase a boom boat with similar characteristics to a Boomin Beaver, Log Bronc, or Sidewinder. The government intends to purchase and receive delivery of this boat on or before September 30, 2024.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Technical Materials

Provide materials (brochures, illustrations, drawings, data sheets, pictures, etc.)

that will allow the Contracting Officer to determine, without discussion with the offeror, the product being offered meets or exceeds all the required specifications. Ordinarily this will include, at a minimum, specification sheets and warranty information.

Factor 1 Evaluation Standard:

TABLE 1 - Combined Technical/Risk Ratings Adjectival Rating Definition

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is very low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low.

Acceptable

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful contract performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

Each quote will be assigned a rating from Table 1 based on whether the information provided complies with the requirements of the technical specifications. Missing or unclear data will have a negative impact on the rating as will data indicating non-compliance with the technical specification. Offerors providing drawings and descriptive data indicating a more complete and thorough design in compliance with the specifications will be given a better assigned rating. A smaller boat will be viewed more favorably.

Factor 2: Price

The sum of the prices provided for CLINs 0001, 0002, 0003, and 0004 will be used for evaluation. In the event of an inconsistency between the sum of the four CLINs and the total price provided by the offeror in the Instructions to Offerors section of this solicitation, the sum of the four CLINs will control.
