1.0 INTENT

The following specifications pertain to the purchase of twenty-four (24) new surface air coolers to be used on Lower Monumental powerhouse generating units. See reference drawings for physical dimensions and original cooler design.

2.0 GENERAL

2.1 GENERAL INFORMATION

This section covers the purchase of twenty-four (24) generator air coolers for Lower Monumental Powerhouse, twelve (12) for the family of generating units 1-3, and twelve (12) for the family of generating units 4-6. The installation of the air coolers will be performed by Lower Monumental Personnel. All twenty-four (24) air coolers shall be delivered in accordance with Section 8.0, Shipment and Delivery.

2.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. Descriptions of these designations are listed below.

2.3 GENERAL REQUIREMENTS

2.3.1 STANDARD PRODUCTS

Materials and equipment shall be the standard products of a manufacturer regularly engaged in the manufacture of the specified products. Air coolers shall be products of a manufacturer regularly engaged in the manufacture of industrial hydro-electric, water cooled, air cooler units.

2.3.2 DIMENSIONAL ATTRIBUTES

The air coolers shall match all governing dimensions as shown in the attached reference drawings with particular attention to overall dimensions and mounting methods. These coolers will be direct replacements for the coolers currently in use and must be able to be swapped for any cooler having the dimensions as depicted in the attached drawings.

2.3.3 INSTALLATION

Lower Monumental personnel will perform installation. The cooler shall be in working order requiring no modification by the installer.

3.0 PRODUCTS

3.1 GENERAL

Materials and equipment shall conform to these specifications. Materials differing in minor respect from that specified are subject to approval by the Government, such differences shall be clearly stated. Any materials required which are not covered in these specifications shall conform to applicable Federal Specifications, grade or class required; or the American Society for Testing Materials; or the American Society of Mechanical Engineers; or American Water Works Association.

3.2 BOLTS, NUTS, STUDS, AND WASHERS

Threaded bolts and studs shall conform to the requirements ASME B18.2.1. Threaded nuts shall conform to ASME B18.2.2. Lock and plain washers shall conform respectively to ASME B18.21.1 and ASME B18.22.1.

3.3 PIPE AND FITTINGS

If applicable, steel pipe shall be Schedule 80 seamless black steel conforming to ASTM A53, Type E or S, unless otherwise noted.

3.4 GENERATOR AIR COOLERS

3.4.1 GENERAL

The generators at Lower Monumental Lock and Dam each possess 12 air coolers, see drawings attached for reference. The coolers for each family of generating units is somewhat different from the other in size and operating parameters. This purchase is for one complete set for each family of generating units. The coolers shall have the same dimensions as the existing coolers as depicted in the reference drawings in order to make the new coolers completely interchangeable with the coolers presently in use. Modifications to the mounting technique, mounting clasps and supports, and flanges are not permitted. The surface air cooler shall be designed for safe operation at a water pressure of 50 lbs/in2 and shall be pressure tested in accordance with paragraph 4.1.

3.4.2 COOLING FINS

Fin construction shall be of either Copper or Aluminum construction.

3.4.3 TUBES

Each air cooler shall be of the straight tube type. The copper-nickel water tubes shall be at least 5/8 inch outside diameter with wall thickness of not less than 0.049 inches. The tubes shall be expanded into tube sheets and provided with water boxes. Tubes and fins shall be laterally supported as necessary to prevent resonant frequencies from occurring within plus or minus 15 percent of forcing frequencies with a generator speed of 90 rpm. The use of turbulators within the tubes will not be permitted.

3.4.4 WATER BOX ARRANGEMENT

Water boxes shall be constructed of stainless steel and have removable cover plates to permit access to all tubes and shall be so arranged to permit removal of any cover for inspection and cleaning of the tubes without disturbing the cooler water supply or drain connections. Each connection between coolers and the existing supply and return headers shall be of the flanged type and be located to connect with the existing headers without relocating them. Water inlet and outlet size may be increased up to 3” in diameter if that improves the cooler design.

3.4.5 DRAINS, VENTS AND LIFTING LUGS

Drain connections shall be provided to permit complete draining of each cooler. Air vents shall be provided at the top of each cooler. Drain and vent connections are to be identical to those of the existing coolers, shown in the reference drawings. Lifting lugs are to be provided as shown in the reference drawings.

3.4.6 MATERIALS

Tube sheets shall be naval brass, ASTM B171 alloy UNS C46400. The copper-nickel tubes shall be made of 90-10 copper-nickel conforming to the requirements of ASTM B 111 alloy UNS C70600. All steel components of the cooler, except the water boxes, shall be hot-dipped galvanized conforming to the requirements of ASTM A123. Water boxes shall be stainless steel conforming to ASTM A240, Type 304 or 316. All bolts shall be of a 300 series stainless steel.

3.4.7 AIR COOLERS FOR GENERATING UNITS 1-3

3.4.7.1 GENERAL

The air coolers for generating units 1-3 shall be sized to have a minimum cooling capacity of 180 kW each (Higher KW is acceptable). Computations and drawings of the air coolers shall be submitted for generating units 1-3 for government approval.

3.4.7.1 COOLING WATER

For generating units 1-3, cooling water is gravity fed from the river. The fouling factor of the strained river water that runs through the coolers is 0.0005 h.ft2F/Btu and shall be incorporated into the design. Cooling water flow for design shall not be more than 125 gallons per minute. For the purpose of design, the maximum temperature of the water available for cooling shall be 76o F and the pressure differential between the water supply and discharge shall be not more than 3.5 lbs/in2. With cooling water supplied at the above temperature, the surface air coolers shall have sufficient cooling capacity to maintain the temperature of the air leaving the coolers at 104 degrees F or less, with the generator delivering rated output including the fouling factor. The maximum water velocity shall be 7 feet per second. The minimum water velocity shall be 5 feet per second.

3.4.7.2 AIR FLOW

The following shall be used in calculations for generating units 1-3 air coolers. The incoming air temperature may be as high as 161°F. The airflow through each cooler is 14,167 CFM. The corresponding air pressure drop through the coolers shall not exceed 0.5 inches water.

3.4.8 AIR COOLERS FOR GENERATING UNITS 4-6

3.4.8.1 GENERAL

The air coolers for generating units 4-6 shall be sized to have a minimum cooling capacity of 165kW each (Higher KW is acceptable). Computations and drawings of the air coolers shall be submitted for generating units 4-6 for government approval.

3.4.8.1 COOLING WATER

For generating units 4-6, cooling water is gravity fed from the river. The fouling factor of the strained river water that runs through the coolers is 0.0005 h.ft2F/Btu and shall be incorporated into the design. Cooling water flow for design shall not be more than 100 gallons per minute. For the purpose of design, the maximum temperature of the water available for cooling shall be 76o F and the pressure differential between the water supply and discharge shall be not more than 3.5 lbs/in2. With cooling water supplied at the above temperature, the surface air coolers shall have sufficient cooling capacity to maintain the temperature of the air leaving the coolers at 104 degrees F or less, with the generator delivering rated output including the fouling factor. The maximum water velocity shall be 7 feet per second. The minimum water velocity shall be 5 feet per second.

3.4.8.2 AIR FLOW

The following shall be used in calculations for generating units 4-6 air coolers. The incoming air temperature may be as high as 165°F. The airflow through each cooler is

8,465 CFM. The corresponding air pressure drop through the coolers shall not exceed 0.5 inches water.

4.0 TESTS REQUIRED

4.1 PRESSURE TEST

Each generator air cooler shall be subjected to a static water pressure of 75psi for a period of not less than one hour without showing any leaks or any drop in pressure. Test certificates shall be submitted for Government approval prior to shipping coolers.

4.2 OPERATIONAL TEST

Prior to shipping an operational test shall be performed to check for water leaks and verify that the air coolers, and the vent/drain lines function as desired.

5.0 SUBMITTALS

Submittals required by this section of the Technical Specifications shall be for Government Approval (GA) or for information only (FIO). All submittals will be sent to the POC listed in Section 8 of this specification. The timetable of submittals shall be as indicated below.

5.1 DATA

5.1.1 Generator unit 1-3 Air Cooler Computations; GA

5.1.3 Generator unit 1-3 Detail Drawings; GA

Detail drawing of the generator air coolers shall be submitted. Detail drawings consisting of a complete list of equipment and material, including manufacturer's descriptive and technical literature, performance charts and curves, catalog cuts, and installation instructions. Drawings shall show proposed layout and anchorage of equipment and appurtenances and equipment relationship to other parts of the work including clearances for maintenance and operation, a minimum of 14 days prior to fabrication, para. 3.4.7.1.

5.1.4 Generator unit 4-6 Detail Drawings; GA

Detail drawing of the generator air coolers shall be submitted. Detail drawings consisting of a complete list of equipment and material, including manufacturer's descriptive and technical literature, performance charts and curves, catalog cuts, and installation instructions. Drawings shall show proposed layout and anchorage of equipment and appurtenances and equipment relationship to other parts of the work including clearances for maintenance and operation, a minimum of 14 days prior to fabrication, para. 3.4.8.1.

5.1.5 Generator unit 1-3 Schedule of Material; GA

Submit a complete schedule of material. The schedule shall include all items specified in this section of the specification. The schedule shall contain the names and addresses of the manufacturers, their catalog numbers and trade names. The schedule shall indicate by description where the items will be used. The schedule of materials and equipment shall be supported by sufficient descriptive materials, such as catalogs, cuts, diagrams, and other data published by the manufacturer, as well as evidence of compliance with safety and performance standards, to demonstrate conformance to the specification requirements;

catalog numbers alone will not be acceptable. Approval of materials and equipment will be based on manufacturers' submittals.

5.1.6 Generator unit 4-6 Schedule of Material; GA

Submit a complete schedule of material. The schedule shall include all items specified in this section of the specification. The schedule shall contain the names and addresses of the manufacturers, their catalog numbers and trade names. The schedule shall indicate by description where the items will be used. The schedule of materials and equipment shall be supported by sufficient descriptive materials, such as catalogs, cuts, diagrams, and other data published by the manufacturer, as well as evidence of compliance with safety and performance standards, to demonstrate conformance to the specification requirements;

catalog numbers alone will not be acceptable. Approval of materials and equipment will be based on manufacturers' submittals.

5.2 CERTIFICATES

Pressure Test; GA

Pressure test certificates - a minimum of 7 days before shipping coolers, para. 4.1.

6.0 OPERATION AND MAINTENANCE MANUALS

Two complete hard copies of the Operation and Maintenance Manual and one electronic copy on CD in PDF format will be required for each family of generating unit coolers. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, and warranty of the systems. They shall also include diagrams listing all system components, part numbers, and a list of recommended spare parts.

Also included shall be the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased.

The following identification shall be inscribed on the covers:

7.0 SECURITY

7.1 General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

7.2 Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

8.0 SHIPMENT AND DELIVERY

All items shall be delivered FOB to Lower Monumental Project within 30 weeks of contract award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Monumental Project. Machined surfaces shall be thoroughly cleaned of foreign matter. All finished surfaces shall be protected by suitable means. Assembled and unassembled components shall be wrapped in moisture-resistant packaging or protected by other approved means. All components manufactured will be packaged and shipped in pallet crates and suitable for long term storage in a warehouse. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. to 4:00 p.m. PST, excluding federal holidays.

Bids received after the date and time stated within Block 9 of the SF33, or Block 14 of the most recently issued SF 30 as applicable, will be considered late and will not be considered for award. To avoid rejection of a bid, the offeror must make every effort to ensure its electronic submission is virus-free. Bids, or portions thereof, submitted with the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR 15.207(c).

Bidders should enter a description for every file submitted. For files over 20 megabytes (MB) the bidders shall break the file into smaller files sent via separate emails with each email marked to identify which number the email is relative to the total number of emails submitted (i.e. “email one of four”). Once all of the emails submitted have been received the Government will confirm receipt via responsive email. If a bidder submits multiple bids the Government will only consider the last bid submitted prior to the bid due date and time.

Do not assume submission will be instantaneous. File size and number of files submitted shall be considered.

Bidder/Teammate/Subcontractors should allow adequate time for submission completion because the entire bid (i.e.

bidders’ submission and all teammate/subcontractor(s) independent submissions) must be received by the bid due date and time specified in Block 9 of SF 33, or SF 30 as applicable.

Electronic submission of bids satisfies the requirement set forth in Block 9 of the SF 33 (‘…in original and copies…”). Additionally, electronic submission of the bid guarantee, when a bid guarantee is required, is due with the bid submission. Mailing a bid guarantee for submission is not allowed.

BID OPENING

Bidders are advised there will NOT be a physical bid opening held for this invitation for bids. The bid opening will be held telephonically via conference call at 11:00 am on the date bids are due (Email will be sent out to all bidders).

Due to the requirement that bids be submitted electronically only, the bid opening is scheduled to take place one hour following the bid due date and time in order to allow the contracting office time to download all bid documents submitted. The USACE Walla Walla District will not accept any hard copy documentation submitted in response to this invitation for bids.

Bidders wishing to participate in the telephonic bid opening shall email a list of participants to both Contracting Officer: brooke.m.moore@usace.army.mil and Contract Specialist: Richard.a.harvey@usace.army.mil no later than the close of business 24 hours prior to the bid due date and time. Please reference “IFB Number and Title” in the email subject line. A responsive email will be sent to the bidder which will include confirmation of the list of participants, the conference call-in telephone number, and the security passcode for participants to utilize for the telephonic bid opening.

RESPONSIBILITY CRITERIA

1. Responsibility Criteria IAW FAR Subpart 9.1: To ensure award is made to the responsible bidder, a determination of responsibility will be conducted. As part of this responsibility determination, the Contracting Officer will utilize the guidance contained in FAR Subpart 9.1, Responsible Prospective Contractors. In accordance with FAR 9.104-1, to be determined responsible, a prospective contractor must:

(a) Have adequate financial resources to perform the contract, or the ability to obtain them (see form below);

(b) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments.

(c) Have a satisfactory performance record, similar in scope and magnitude of that stated in the contract requirements.

(d) Have a satisfactory record of integrity and business ethics.

(e) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them.

(f) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them; and

(g) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

2. ATTENTION: Definitive Responsibility Criteria (DRC): The Contracting Officer will verify the submitted projects meet the definitive responsibility criteria as part of the responsibility determination. Offerors are not required to submit additional documentation related to these criteria at the time of the offer. Instead, the Government will request the supporting documentation within a reasonable timeframe after receiving the offer and the apparent low offeror will be expected to provide the DRC information within two (2) business days after the Government's request.

I) Provide examples of a minimum of three (3) projects completed within the last five (5) years which demonstrate experience in the following element:

Experience in fabricating air/water heat exchangers for cooling electrical power generators with output of 100 MW or more. The example shall indicate cooling capacity, application for the heat exchanger, type of heat exchanger, and customer contact information.
