1.0 SCOPE OF WORK
The successful offeror shall manufacture and deliver two shafts to Ice Harbor Lock and Dam as specified herein.

3.0 PROVIDE FOR SHOP INSPECTION
The contractor shall provide for a Government shop inspection after final machining has been performed.
The Government shall have the opportunity to witness select measurements. Provide notice to the Government within three weeks of the anticipated machining completion date.
4.0 FABRICATED SHEAVE SHAFTS
The Contractor shall furnish the following components:
Shaft Material
The Contractor shall provide two friction sheave shafts as indicated on the Contract Drawings. The shafts shall be fabricated from ASTM A668/A668M Class H Forgings and adhere to the machine and finishing requirements indicated. Forgings shall be inspected by magnetic particle examination per ASTM A275/A275M prior to machining and by ultrasonic examination per ASTM A388/A388M after machining. If any defects are found, a report indicating defects shall be submitted for approval to the Government prior to machining. The end of each shaft shall be stamped with a unique identifying number.
Swivel Hoist Rings
Swivel hoist rings shall be rated for lifting a minimum of 15 kips. Rings shall be capable of 360 degrees of swivel and 180 degrees of pivot. They shall be 100 percent proof-tested to 2.5 times the working load limit with the load limit stamped on the body. Testing reports shall be submitted with the rings. Rings shall meet the minimum requirements in ASME B30.26. Quantity = 4 each.
Storage
Shafts shall be delivered packaged for long term storage. Packaging shall include a coating to prevent corrosion and wooden crates suitable for transporting the shafts via forklift. Each shaft shall be packaged separately. Packaging shall include a laminated photograph of the contents of the crate and weight of the package.
5.0 KICKOFF MEETING
Within 5 calendar days of Notice of Award, participate in a kickoff meeting (phoncon) with U.S. Army Corps of Engineers (USACE) key personnel to discuss the overall contract requirements. The Government will lead this meeting.
6.0 REQUIRED DELIVERY DATE
The shafts shall be delivered to Ice Harbor Lock and Dam not later than 18 February 2020.
7.0 GOVERNMENT SUPPORT
The Government will provide crane and forklift support for loading/unloading equipment from a truck/trailer as needed.
8.0 SUBMITTALS
Submit the following in accordance with the submittal procedures listed below:
MATERIAL CERTIFICATION (Government Approval)
Submit shaft material certifications including drawings for rough forged shape Within 10 day from award.
The Government will review and respond within 3 working days. Material certifications shall include material chemistry and mechanical properties.
INSPECTION REPORTS (For Information)
Submit all results of specified non-destructive testing of the shafts. For any failed inspections the contractor shall correct the issue without additional cost to the Government. The contractor shall propose any corrective actions for Government approval.
SHOP DRAWINGS (Government Approval)
Submit shaft shop drawings within 30 days from award. Shop drawings shall be provided in both Adobe PDF and Bentley DGN format. The shop drawings are not required to comply with A/E/C CAD and Graphic Standards. If the contractor creates a 3D model of the shafts, the model shall be submitted in the native format used to create the model.
FORGING DRAWINGS (Government Approval)
Submit forging drawings within 30 days from award. Forging drawings shall be provided in Adobe PDF format.
STORAGE PLAN (Government Approval)
Submit storage plan within 30 days from award. The storage plan shall include the proposed coatings and crating recommended for long term storage of the shafts.
AS-BUILT DRAWINGS (Government Approval)
Submit shaft as-built drawings within 2 days of shipment. Separate as-built drawings shall be provided for each shaft. The hand marked shop QC inspection forms shall be included with the cad files. Each drawing shall indicate the final measured dimensions for the specific shaft. As-Built drawings shall be provided in both Adobe PDF and Bentley DGN format. Drawings shall reference the unique identifying number stamped on each shaft.
The as-built drawings shall be compliant with the A/E/C CAD Standard ERDC/ITL TR-12-6, A/E/C Graphics Standard ERDC/ITL TR-12-1. The latest version of Bentley DGN format, shall be used to produce all contract drawings in performance of this contract. Electronic files shall be .dgn format with element types that can be edited (i.e. no attached raster files, .dxf, or .dwg file formats will be accepted).
The Contractor shall use the furnished Walla Walla District title block border and seed files to match AEC CAD standard for all drawings with the appropriate firm name included within the title block.
After award, the contractor will be provided with the most recent release of the Corps of Engineers A/E/C CAD drawings. Anything found in the delivered drawings that does not comply with the A/E/C CAD Standard should be reported to the Contracting Officer.
9.0 SUBMITTAL PROCEDURE
Submittals shall be transmitted electronically to the technical Point of Contact. Submittal files too large to send via e-mail shall be submitted using the Safe Access File Exchange website (https://safe.amrdec.army.mil/safe/).
Official receipt of a transmittal begins the business day after the Government receives that transmission by e-mail or through the Safe Access File Exchange website.
Each submittal shall include a cover containing the following information:
(1) Project title, contract number, and Contractor's name.
(2) Subcontractor, supplier, or manufacturer's name, as applicable.
(3) Items being submitted.
The information listed above can be provided using an ENG Form 4025 or a locally generated document.
A fillable ENG Form 4025 will be provided by the technical POC after award.
Review Notations
Unless otherwise noted for a particular submittal, review will be completed within Twenty 20 calendar days after date of receipt of submittal. Submittals will be returned to the Contractor with the following notations:
a. Submittals marked with an action code of "A" are "approved" or "accepted" and authorize the Contractor to proceed with the work covered.
b. Submittals marked with an action code of "B" are "accepted as noted on drawing", "accepted except as noted on drawing", and authorize the Contractor to proceed with the work covered once they make the changes to the submittal provided they take no exception to the corrections.
c. Submittals marked with an action code of "C" are "accepted as noted, resubmission required", and authorize the Contractor to proceed with the work covered provided they take no exception to the corrections. The Contractor shall resubmit with appropriate changes to address the Government notations.
d. Submittals marked with an action code of "E" are "disapproved", "not accepted", and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete.
Resubmit with appropriate changes. No work shall proceed for this item until resubmittal is approved or accepted.
e. Submittals marked with an action code of "F" are Submittals marked "receipt acknowledge" and will indicate submittal has been received but not necessarily reviewed by the Government. Comments to these submittals may or may not be provided; however the Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.
f. FIO submittals marked with an action code of "FX" are Submittals marked as "does not comply as noted with contract requirements" and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with appropriate changes for Government approval or acceptance. No work shall proceed for this item until resubmittal is received.
Disapproved or Rejected Submittals
Make corrections required. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications, give notice to the Contracting Officer.
If changes are necessary to submittals, make such revisions and resubmit in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.
Approved/Accepted Submittals
The Government’s approval or acceptance of submittals is not to be construed as a complete check, and indicates only that the general method of fabrication, materials, detailing and other information are satisfactory.
Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.
The Contractor is responsible for performing Quality Assurance to ensure the satisfactory fabrication of final product.
After submittals have been approved or accepted by the Government, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
10.0 SHIPMENT AND DELIVERY
Delivery, handling, and storage of the sheave shafts shall conform to the manufacturer's requirements and best industry practices.
The contractor shall notify the Government when the packages have been shipped and provide tracking information via email to the technical POC.
The Contractor shall be responsible for packing and shipping the shafts in a manner that will ensure undamaged and complete arrival to the Project site. No shipments are allowed other than normal business hours of Monday through Thursday 7:00 a.m. to 4:00 p.m., excluding federal holidays.

This is a requirement is to purchase Downstream Gate Sheave Shafts as specified in the Technical Specifications.

Completion of FAR 52.212-3 Offeror Representations and Certifications–Commercial Items – Alternate 1 (May 2014). Electronic completion is encouraged (see http://farsite.hill.af.mil to download Representations and Certifications).
An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.

PRICES QUOTED MUST BE VALID FOR 30 DAYS. Solicitation shall result in a firm-fixed-price contract.
All pricing shall include shipping FOB destination (include shipping cost in price).
ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
Submission of Price Quote – Contractor shall submit the following in 1 copy:
1. Signed and dated Standard Form 1449 (Solicitation/Contract/Order for Commercial Items)
2. Signed and dated Standard Form 30, if applicable, for any Amendments to the Solicitation
3. Completed schedule (pricing information) for all contract line item numbers
4. Completed Clause 52.212-3 and Alt I, “Offeror Representations and Certifications—Commercial Items” as noted above.
5. Any information required to evaluate the quote, as stated in FAR Clause 52.212-2.
BUSINESS HOURS: The standard business hours for the Walla Walla District, Corps of Engineers are Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding federal holidays.
BASIS FOR AWARD
The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price.
Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration. All inquiries regarding this solicitation must be submitted via the PROJNET Bidder Inquiry System. Telephone and email inquiries will not be accepted. Bidder Inquiry is a web-site that allows bidders to post questions regarding the solicitation and view all questions by other bidders and responses by USACE. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing.
TIMING OF BIDDER INQUIRIES: Bidders/Offerors are encouraged to submit their bidder inquiries promptly.
The Government will make every effort to answer all bidder inquiries; however, the closer to the bid or proposal due date an inquiry is received, the less likely it is that a timely response can be provided

52.209-2 PROHIBITION ON CONTRACTING WITH INVERTED DOMESTIC CORPORATIONS--
REPRESENTATION (NOV 2015)
(a) Definitions. Inverted domestic corporation and subsidiary have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10).
(b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4.
(c) Representation. The Offeror represents that--

52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A
FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. (1) The Offeror (itself or through its immediate owner or highest-level owner) [ ___ ] does, [ ___ ] does not publicly disclose greenhouse gas emissions, i.e., make available on a publicly accessible Web site the results of a greenhouse gas inventory, performed in accordance with an accounting standard with publicly available and consistently applied criteria, such as the Greenhouse Gas Protocol Corporate Standard.
(2) The Offeror (itself or through its immediate owner or highest-level owner) [ ___ ] does, [ ___ ] does not publicly disclose a quantitative greenhouse gas emissions reduction goal, i.e., make available on a publicly available Web site a target to reduce absolute emissions or emissions intensity by a specific quantity or percentage.
(3) A publicly accessible Web site includes the Offeror's own Web site or a recognized, third-party greenhouse gas emissions reporting program.
(c) If the Offeror checked ``does'' in paragraphs (b)(1) or (b)(2) of this provision, respectively, the Offeror shall provide the publicly accessible Web site(s) where greenhouse gas emissions and/or reduction goals are reported:
52.225-18 PLACE OF MANUFACTURE (AUG 2018)
(a) Definitions. As used in this provision--
Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
(b) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly--
