Transformer Oil Analytical Service 2019 Transformer Oil Contract Bid List
1.1 DISSOLVED GAS-IN-OIL (DGA) ANALYSIS - The contractor shall perform DGA tests according to ASTM D3612C standards and provide the results in parts per million (ppm) of all the following: Hydrogen, Methane, Ethane, Ethylene, Acetylene, CO, CO2, Oxygen, Nitrogen and Total Combustible gasses.
Resultant numbers shall be rounded to the nearest whole number. Results of "less than" or "greater than" are not acceptable.
1.2 ADDITIONAL MOISTURE ANALYSIS - The contractor shall perform Moisture tests according to ASTM D1533B standards and provide the results in parts per million (ppm).
1.3 OIL SCREEN OR OIL QUALITY ANALYSIS - The following tests shall be performed as per ASTM Standards:
Dielectric breakdown (1mm) ASTM D1816, Moisture content ASTM D1533B, Neutralization # (Acid) ASTM D974, Interfacial Tension (IFT) ASTM D971, Color and Visual ASTM D1500, 1524 and Power Factor @ 25C & 100C
ASTM D924. Resultant numbers shall be rounded to the nearest whole number. Results of "less than" or greater than are not acceptable.
1.4 OXIDATION INHIBITOR TESTS - The following test shall be performed as per ASTM Standard: Oxidation
Inhibitor ASTM D2668.

PERFORMANCE WORK STATEMENT
STATEMENT OF WORK (SOW)
FOR
TRANSFORMER OIL ANALYTICAL SERVICES
1. DESCRIPTION OF SERVICES – The contractor shall provide all approved oil collection containers, necessary supplies, general instructions on how to obtain an accurate representative sample, shipping boxes, and shipping address, to six working hydropower plants at the request of the Walla Walla District Office Contracting Officer’s Representative (COR) within three working days of notification for Dissolved Gas-In-Oil Analysis (DGA) and Oil Screen Tests and any other contract line items. Contractor shall also provide on-line analysis and results, and recommendations within seven working days.

OIL SCREEN OR OIL QUALITY ANALYSIS – The following tests shall be performed as per ASTM Standards: Dielectric Strength ASTM D 877, Water Content by Karl Fischer method ASTM D 1533, Neutralization # (Acid) ASTN D 974, Interfacial Tension (IFT) ASTM D 971, Color ASTM D 1500, Visual ASTM D 1524 and Power Factor @ 25C and 100C ASTM D 924. Resultant numbers shall be rounded to the nearest whole number. Results of “less than” or “greater than” are not acceptable.
1.4. OTHER TESTS ON REQUEST – Furan Analysis ASTM D5837, Oxidation Inhibitor
ASTM D2668 and Fault Metals (8) ASTM D7151. Rush Jobs for DGA, 24-48 hours and 3-5 days, Oil Screen, 24-48 hours and 3-5 days.
1.5. ONLINE ANANYSIS – All analytical data pertaining to each piece of electrical equipment tested, including the reports shall be password protected and available online within seven working days of the delivery date as recorded by the shipping company.
An email notification shall be sent to the COR to view test results immediately after testing is complete.
1.6. TEST RESULT RECOMMENDATIONS – The contractor shall evaluate the sample test analysis and generate a report for each piece of electrical equipment tested. The report shall include a summary of the equipment information, test result analysis, and service recommendation.
2. ESTIMATED YEARLY SAMPLES
2.1. There will be approximately 100 DGA, 100 Oil Screen, 80 Oxidation Inhibitor, 30 Water (D-1533) and 72 Furan samples sent in for evaluation each year. This is only an estimate. All shipping charges shall be included in the line items and FOB destination.

3.1. Pre-screen candidates using E-Verify Program. Proposed language: "The
Contractor must pre-screen Candidates using the E-verify Program http://www.uscis.gov/e-verify website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award."
*When contracts are with individuals, the individuals will be required to complete a Form I-9 http://www.uscis.gov/i-9-central, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
4. GOVERNMENT QUALITY ASSURANCE
4.1. GENERAL – The government monitors and inspects all services under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
4.2. QUALITY ASSURANCE REPRESENTATIVE – The COR will act as the designated QAR to inspect the Contractor’s performance. The QAR is not authorized to change any provisions or performance work statements without written authorization of the Contracting Officer. The QAR will observe and report on the Contractor’s activities and compliance with performance work statements monthly.
5. PAYMENTS
5.1. The Contractor shall furnish invoices as required, in accordance with the payment schedule, to the Corps evidencing performance of work done under this contract. (Please see Federal Acquisition Regulation (FAR 52.212-4, (g), (1)). Payments shall be based on the agreed schedule. All invoices shall include reference to the specific line item being charged. See example below:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
