3.1 Rental Periods. Estimated rental periods are listed below. Exact dates will be determined approximately four weeks prior to delivery. Delivery and return shall be coordinated with the Project Point of Contact (POC).
3.1.1 Three Units Base Rental (Units 1–3). The Contractor shall provide three Truck-Tractors, typically to be delivered on or about the last Monday of March each year, and rented for four weeks.
3.1.2 Additional Unit with Holdover (Unit 4). The Contractor shall provide one additional Truck-Tractor, typically to be delivered on or about the last Monday in March each year, and rented for minimum six weeks and maximum 12 weeks.*
3.1.3 Optional Extension of Holdover (Unit 4). At the option of the Government, the Contractor shall provide that the rental period of the holdover unit referenced in 3.1.2 be extended from 22–28 weeks*, for pickup typically not later than 15 November each year.
*Total typical use of Unit 4, if option is exercised, is 34 weeks, even though 40 may be funded, due to varying date of program change. (See Typical Year chart at the end of this SOW.)
3.2 Delivery. The Contractor shall deliver the Truck-Tractors FOB Destination to Dworshak National Fish Hatchery (see attached map), in good repair and with full fuel and Diesel Exhaust Fluid (DEF) tanks, between the hours of 8:00 AM and 4:00 PM on the agreed delivery date. Delivery address is:

3.4 Mileage. Charges for mileage shall not begin to accrue until after the Truck-Tractors have been delivered to Dworshak National Fish Hatchery, and shall cease to accrue when the Truck-Tractors are picked up by the Contractor. No separate payments will be made for mileage, labor, or fuel costs for the delivery and return of the Truck-Tractors between Dworshak National Fish Hatchery and the Contractor’s point of origin.
4.0 RESPONSIBILITIES
4.1 Contractor. The Contractor shall maintain the Truck-Tractors in good operating condition for the use defined under this contract, except as stated in paragraph 4.2 below.
4.1.1 Road Service. The Contractor shall be responsible for all maintenance and mechanical repair of the Truck-Tractors, including tire repair and replacement, throughout the rental period. The Contractor shall provide 24/7 roadside service and repair coverage that includes service for all areas of operation described in this statement of work.
4.1.2 Replacement. If repairs require more than a 48-hour down-time, the Contractor, at its own expense, shall furnish and deliver within 24 hours, or as coordinated, a suitable replacement Tractor unit for use during this maintenance period or for the remainder of the rental period, to a site directed by the Project POC. The Contractor shall be responsible for retrieving and re-delivering any Tractor that is to be repaired.
4.1.3 Damage. If damage to a Truck-Tractor is found at the time of return and believed to be the responsibility of the Government, the Contractor shall notify the Contracting Officer in writing.
4.2 Government.
4.2.1 Use Maintenance. The Government will be responsible for supplying fuel, DEF, and normal oil replacement during the rental period. The Government will ensure Truck-Tractors are available for pick up at Dworshak National Fish Hatchery on or before the end date of the rental period, in as good a condition as when received, ordinary wear excepted, and with fuel and DEF tanks full (if full at time of delivery, as required).
4.2.2 Insurance. The Federal Government self-insures and does not separately pay for insurance. In the event of an accident caused by the negligence of a Federal/Military employee, the Federal Tort Claims Act provides for Federal liability. A copy of this statement from our Office of Counsel will be provided to the Contractor for record purposes upon request.
4.2.3 Fuel Tax. Federal law provides a fuel excise tax exemption for the sale of any liquid used as a fuel in a motor vehicle, motorboat, or aircraft for the exclusive use of any state, or any political subdivision of a governmental entity, or the District of Columbia. The Government will not provide copies of fuel invoices to the Contractor during the Truck-Tractor rental periods.

The Government will not provide copies of driver trip reports to the Contractor and will not utilize and ELD during the Truck-Tractor rental period(s).
