LOWER GRANITE LIFTING BEAM LOAD TESTS

Performance Work Statement

1. GENERAL

1.1 Contractor shall provide all appropriate equipment and crew necessary to recertify various Lower Granite Dam lifting beams by performing all necessary load tests.

Contractor is to pick-up the lifting beams from Lower Granite Dam and deliver back to the dam following all required testing. Note that performance of CLIN 3 of this specification is at the discretion of the government and is referred to as “optional” throughout.

2. TIME TO PERFORM THE WORK

2.1 Load testing must be accomplished and the lifting beams delivered back to the Lower Granite project as soon as possible, but no more than four weeks after contract award. If Optional CLIN 3 testing is not able to complete by November 29, 2018 for any reason, performance of the Optional CLIN 3 tasking must be postponed to begin on March 5, 2019.

4. WORK TO BE PERFORMED

4.1 Full certification load testing shall be performed under the direction of a qualified person on all required lifting beams (listed below) in accordance with references 3.1 and

3.2. All Load testing shall be available for witness by Corps employees, as such, the testing facility should not be in excess of 150 miles away from Lower Granite Dam.

Upon satisfactory completion of load testing, a load test report shall be generated confirming the load rating of the lifter. The load test report shall be provided to USACE for their records. Also upon completion of testing, the lifter shall be labelled (marked) in accordance with reference 3.2.

4.1.1 The Qualified Person shall meet reference 3.2 definition and requirements for a Qualified Person. The Qualified Person shall be a Registered Professional Engineer with a Mechanical or Structural background.

4.1.2 Inspect each lifter per the requirements of reference 3.2 before and after the load tests. If any cracks or damage are found during any of the Pre Load Test Inspections, the Contractor shall notify the Government prior to performing Load Tests. After the test load is released, visually inspect the lifter for deformation, cracks, or other defects. All visual weld inspections and non-destructive examination described herein shall be performed by a certified weld inspector as defined by reference 3.3.

4.1.3 A representative from the Government must be present to witness all load testing.

Notify the project, within the first 5 calendar days of contract award, the dates of the Load Test. Additionally, notify the project, a minimum of three business days in advance, any revisions of the dates of Load Testing.

4.1.4 Provide a new nameplate for each lifting beam in conformance with ASME B30.20. See information at the end of these specification. Do not provide vinyl logos and lettering for plate. Provide new, corrosion-resistant metal plates and corrosion-resisting steel fasteners. Lifting Beam nameplate lettering must be easily legible from a distance of five feet. Contractor shall submit electronic version of nameplates described herein for approval prior to fabrication no later than five days after testing. Final nameplates may be mailed separately to the following point of contact no later than forty five (45) days after testing.

4.2 Testing shall be performed at 125% of the lifting beam rated loads in all lifting configurations using load indicators that are in current calibration. The load shall be fully suspended or hydraulically applied by the lifting beam for a duration of not less than 10 minutes. After each load test is released, visually inspect the lifter for deformation, cracks, or other defects; none of which are acceptable.

4.2.1 The capacity of the Universal lifting beam (CLIN 1) is 125 tons. Perform the load test to 157 tons. This lifting beam has four different lifting configurations that must be tested. See load diagram later in this document. Note that this lifting beam is designed for 125 tons and shall be tested as such. This lifting beam shall be labelled for 120 tons of capacity due to the limitation of the crane that it is associated with.

4.2.2 The capacity of the Fishwater Intake Bulkhead lifting beam (CLIN 2) is 29 tons.

Perform the load test to 37 tons. This lifting beam has one lifting configuration that must be tested. See load diagram later in this document.

4.2.3 The capacity of the Spillway Stoplog lifting beam (optional CLIN 3) is 70 tons.

Perform the load test to 88 tons. This lifting beam has one lifting configuration that must be tested. See load diagram later in this document.

4.3 Lifting beams shall be picked up from and delivered to Lower Granite Dam by the contractor in support of all required load testing. Pick-up and delivery shall be scheduled for M – Th, 0800 – 1500 with the exception of Federal holidays. Note that any damage to the lifting beams while in the contractor’s possession (aside from defects found during load testing) are the contractor’s responsibility to repair and test.

4.3.1 The government will be responsible to load and unload the lifting devices on the Contractors transporting vehicle(s). The contractor shall be responsible to provide all tie downs required for transporting the lifting devices. The contractor shall also be responsible to secure the lifting devices to the transport vehicle(s) to take to the load testing test site and transport the lifting devices back to Lower Granite Dam.

4.3.2 If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

6. LISTING OF GOVERNMENT FURNISHED PROPERTY

6.1 The following items will be made available to the Contractor in the North Yard of Lower Granite Project.

6.2 The Contractor shall verify the condition of the property and acknowledge receipt in writing to the Contracting Officer. The Contractor shall provide the Government a minimum 48‐hour notice prior to the date that receipt of Government Furnished Property is required.

6.3 The above estimated acquisition cost is applicable to accounting for Government‐furnished property. This cost shall not be included by the Contractor in the proposal price. (52.245‐1, Government Property).

7. SUBMITTALS

7.1 Each submittal shall be sent in PDF format via e-mail to the following addresses:

7.2 Submit a Lifting Device Shop Test Procedure for each lifting device, prepared by the Qualified Person, which includes but is not limited to a test weight plan, drawings or diagrams, procedures to meet the testing requirements of references 3.1 and 3.2, and post-load-test visual inspections for deformation, cracks, or other defects. Each lifting device must be load tested in a manner which will cause identical stress to those during normal use, through the same load paths. Lifting Device Shop Test Procedures shall include Qualified Person qualifications.

7.3 Submit for approval a Lifting Device Load Test Report for each lifter tested, prepared by the Qualified Person, including but not limited to the following:

a. Lifting Device Shop Test Reports including but not limited to the following:

(1) Approved procedure

(2) Photos of the lifting device holding the 125% load

(3) Close-up photos of load path elements after the test

b. Qualified Person Qualifications b.1 Weld Inspector Qualifications

c. New Lifting Device Weight Reports including but not limited to the following:

(1) Calibration certificate(s)

(2) Serial number(s) of equipment used

(3) Weight of the Lifting Device

d. Lifting Device Pre-Inspection Report including but not limited to the following:

(1) Photographs of the lifting device assemblies, lifting device components, and of any cracks and anomalies found.

(2) Inspection results including descriptions of any cracks and anomalies and their locations.

e. Lifting Device Post-Inspection Report including but not limited to the following:

(1) Photographs of the lifting device assemblies, lifting device components, and of any cracks and anomalies found.

(2) Inspection results including descriptions of any cracks and anomalies and their locations.

(3) Statement indicating that the subject lifting device was load tested to

125% and the date of the load test.

8. PRE-SCREEN CANDIDATES USING E-VERIFY PROGRAM

8.1 The Contractor must pre-screen candidates using the E verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the candidate has two valid forms of Government-issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to the COR no later than 14 business days after the initial contract award.
