Self–Propelled Articulating Boom Lift – (78ft height, 60ft reach, 29ft up and over clearance)
1.0 INTENT
The following specifications pertain to the purchase of a self-propelled articulating boom lift (Aerial Lift) for use at the Lower Granite Lock and Dam, Pomeroy Washington. The government intends to purchase and receive delivery of this Aerial Lift on or before 20th December 2018.
The following specifications pertain to the purchase of one (1) Genie Z-80/60 aerial lift, or “Brand Name or Approved Equal”. It is the government intent to purchase an aerial lift with a diesel engine, jib boom, and 4 wheel drive.
2.0 SCOPE
The successful bidder shall provide one (1) total Genie Z-80/60 Self-Propelled Articulating Boom “Brand Name or Approved Equal”. The articulating boom aerial lift shall arrive fully equipped and preconfigured with all optional equipment, requiring no additional labor from the Government beyond offload support.
Delivery will be to Lower Granite Lock & Dam by the date shown in Section 10 Shipment and Delivery. The successful bidder shall also provide training, documentation, and other items as stated in these specifications.
3.0 GENIE Z-80/60 SELF- PROPELLED ARTICULATING BOOM LIFT “BRAND NAME OR APROVED
EQUAL”. (78ft max height, 60ft horizontal reach, and 29ft up & over clearance) / (CLN 001)
3.1 THE AERIAL LIFT SHALL SATISFY THE FOLLOWING GENERAL SPECIFICATION:
3.1.1 Self-propelled with 4 wheel drive capability
3.1.2 Powered by a diesel engine with a minimum power rating of 72hp
3.1.3 Maximum vertical platform height of at least 75ft
3.1.4 An up and over clearance of at least 25ft
3.1.5 Horizontal reach of at least 58ft
3.1.6 Below ground reach of at least 14ft.
3.1.7 Shall not exceed 42,000 lb in weight
3.1.8 Steel 6ft Platform dual entry with side swing gate
3.1.8.1 Platform/basket lift capacity shall exceed 450lbs
3.1.8.2 Platform/basket shall have two (2) tie off points for fall protection that comply with ANSI Z359

4.0 MAINTENANCE ITEMS (CLIN 002)
4.1 The successful bidder shall include at the time of delivery two (2) spare filters for all filters installed on the aerial lift, to include, but not limited to, engine oil, hydraulic oil, fuel, and air cleaner elements.
4.1.1 All filters shall be OEM or OEM authorized as listed in the articulating boom owner’s manual so as to not void any warranty coverage.
4.2 The successful bidder shall furnish sufficient lubricants to facilitate the break-in maintenance change out for the engine and hydraulics as per the OEM recommendations.
4.2.1 Lubricants shall be accompanied with a product data sheet and safety data sheet (SDS).
4.2.2 Lubricants shall be OEM or OEM authorized compliant with manufacturer’s recommendations so as to not void manufacturer’s warranty
5.0 OPERATION AND MAINTENANCE MANUALS (CLN 003)
5.1 Five (5ea) complete hardcopies and one (1ea) complete electronic copy of the Operation and Maintenance Manual shall be provided for the self-propelled articulating boom lift. These copies shall include parts manuals for the machine and associated attachments. The successful bidder shall provide these items with the machine at the time of delivery.
5.1.1 Electronic copy shall be submitted via email to Contracting Officer’s Representative or
CD/DVD at time of delivery.
5.1.2 The manuals shall include instructions on operation, maintenance (preventative maintenance tasks and schedule), repair, troubleshooting, equipment warranty, and a list of recommended lubricants and spare parts for the utility tractor and each implement.
5.1.3 The manuals shall also include As-Built drawings showing all equipment components and accompanied parts list.
5.1.4 Any information pertaining to models or components not supplied under this contract shall be crossed out.
5.1.5 The manuals shall include the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased.
5.1.6 The following identification shall be labeled on the covers:

6.0 TRAINING (CLN 004)
The successful bidder shall provide on-site aerial lift operator, service, and safety training for approximately 10 employees at Lower Granit Lock and Dam. A factory authorized technician will be required to give a minimum of a 6 hour “hands-on” training of the recommended operation, maintenance, and safety features of the machine. The contractor shall provide instructors that have at least 2 years of practical field experience on servicing and operating the aerial lift equipment. Training shall occur during normal business hour shifts occurring from 6:30 am – 5:00 pm (PST) Monday-Thursday. The training shall take place within 2 weeks of aerial lift delivery. The training date and times shall be coordinated one (1) week in advance with the project point of contact.
The training is intended to be a general overview of operational functions, servicing requirements, and safety features of the machine. The training shall familiarize mechanics and operators with the equipment, the associated manuals, and safety features. The training must have an emphasis on the servicing requirements and functions of the specific machine awarded on the bid. All government individually attending this training shall already hold a current certification that satisfy all of ANSI/SIA Standards (A92.3, A92.5, A92.6), OSHA (29 CFR 1910, 1926), and the US Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Official certification are NOT a requirement of this training.
6.1 The Aerial Lift Training shall consist of actual “hands on” operation of the aerial platform under the direction of a qualified person. Sufficient time shall be allotted for each student to demonstrate proficiency in the actual operational functions needed to perform the required maintenance/servicing, inspections, and the factory recommended pre-operational checks.
The training should identify the following:
-Servicing requirements -Safety features and how to correctly use them -Recommended pre-operational checks -General overview of operational controls and functions -Operational information pertaining to the capabilities and limitations of the machine -Overview of the 0&M manuals
7.0 FACTORY CERTIFIED SERVICE CENTER
7.1 The articulating boom lift manufacturer shall have a factory authorized service center located within
100 miles of Lower Granite Lock and Dam to ensure an adequate response time should any service or assistance be required
8.0 WARRANTY
8.1 All items shall be covered by a minimum one-year comprehensive warranty on all parts, labor, and workmanship from factory defects. Warranty shall be effective upon the date of equipment delivery.
9.0 SUBMITTALS
For consideration of “Brand Name or Approved Equal” bids descriptive materials (brochures, illustrations, drawings, data sheets, etc) must be submitted which will allow the Contracting Officer to determine, without discussion with the bidder, whether the products being offered meet or exceed all of the required specifications.
Submittals shall include, but not be limited to, copies of manufactures catalog cut sheet, specification sheets, operation and maintenance manuals and warranty.
Submittals for “Brand Name or Approved Equal” bids shall include a complete list of features as well as included accessories and options in order to verify the bid meets the specified technical requirements, features, and options.
10.0 SHIPMENT AND DELIVERY
10.1 All items shall be delivered FOB destination to Lower Granite Lock and Dam on or before 20th December 2018.
10.2 The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Lock and Dam.
10.2.1 Government can assist with offload but assumes no responsibility for damage resulting in assisting the successful bidder.
10.2.2 Government will not sign off on delivery until all items have been offloaded, inventoried, and inspected onsite for functionality or shipping damage
10.2.3 Government will not issue partial payments for Contract Line Items fulfilled with partial delivery. Each line item must be fully received in order to process payment
10.3 No shipments are allowed other than normal business hours of Monday through Thursday7:00 a.m. - 4:00 p.m., excluding Federal holidays
