SECTION 01 35 10.00 28

DIVING

PART 1 GENERAL

1.1 GENERAL

This section covers the general requirements for contract diving operations to be performed as specified within this contract. Perform diving in accordance with the latest edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1, Section 30: DIVING OPERATIONS in accordance with Clause ACCIDENT PREVENTION (52.236-13), Walla Walla District's Safety Manual NWW OM 385-1-1 (Appendix I), and elements of the following references: 29 CFR 1910, Subpart T and the latest edition of NAVSEA SS521-AG-PRO-010 U.S. Navy Diving Manual, Volume 1 inclusive of all other references listed therein. All diving operations shall be considered incidental to the work specified elsewhere herein. No separate payment for diving work will be made.

1.2 ANTICIPATED DIVING ENVIRONMENT

Diving area is immediately inside the South Shore Fishway Western Entrance (SFE-2) and may be calmer than the river. Flows in the tailrace near the entrance have not been verified but are anticipated to be about 1 - 3 knots. Tailwater eddies and turbine boil may create currents and also affect diving. Water is anticipated to be very cloudy with poor visibility. The Anticipated Diving Environment consists of the following:

a. Depth less than 75 feet.

b. Water temperature less than 40 degrees F (hot water dive suits required when water temperatures are below 40 degrees F). See paragraph "Water Temperatures" for additional information.

c. Water velocity in the fishway, prior to entrance bulkhead installation (between the fishway and the tailrace), between 1 knot and 3 knots. See paragraph "Fishway Isolation Logs" below.

d. Water velocity in the fishway, after entrance bulkhead installation, is anticipated to be less than 1 knot.

de. Visibility less than 5 feet.

ef. Any diving under an underwater ledge, when there is no direct, straight line assent to the surface (such as during installation and removal of the bulkhead/caisson, as applicable), will be considered Penetration Dives. Penetration dives are only anticipated if the following conditions occur:

1. Tailwater elevations above EL 271 fmsl.

2. Telescoping weirs dogged off in guide slots during high tailwater.

SECTION 01 35 10.00 28

1.2.1 Fishway Isolation Logs

a. Government will install the Fishway Isolation Logs upstream of the work area, if requested by the Contractor. See SECTION 01 55 10.00 28 CONTRACTOR WORK, ACCESS AND STORAGE AREAS, paragraph CONTRACTOR ACCESS TO FISHWAY additional information.

b. If Fishway Isolation Logs seal, as designed, water velocity in the fishway from upstream sources, is anticipated to be less than 1 knot.

c. The Government will make every effort to minimize flows from upstream sources. If Isolation Logs stick upon installation, the Government cannot guarantee flows less than 1 knot in the fishway, prior to entrance bulkhead installation.

1.2.2 Unit Outage

To slow down flows and create a safer diving environment the Government will be able to take the following units out of service: One Station Service Unit and Main Units 1 and 2, during diving hours only. One of the station service units will be online at all times. Unit outages require coordination between the Government and Contractor and will be discussed during the pre-work meeting. Anticipate a minimum 3 week notice required prior to removing a Station Service or Main Unit from service.

1.2.3 Water Surface Elevations

McNary tailwater elevations from January 28th through February 28th from years 2000 to 2018 show an average tailwater elevation of 265.6 feet mean sea level (fmsl). The high tailwater elevation was 268.3 fmsl and the low tailwater elevation was 262.7 fmsl for the same period.

1.2.4 Water Temperatures

a. Temperature probes in the tailrace record water temperatures at about 15-18 feet of depth (water in this area is well mixed and anticipated to be approximately the same temperature at all depths).

Historical data shows minimum water temperatures dropping below 40 degrees Fahrenheit beginning mid to late December and running through February, on average. Average minimum recorded temperatures during this time reach about 36 degrees F.

b. Tailrace water temperatures between December and the end of February ranged from 33.3 degrees, F, to 49.2 degrees, F from December 2011 through February 2016.

1.3 DIVE OPERATION NOTIFICATION

Notify the Government a minimum of 2-weeks prior to the start of dive operations. All dive submittals must be submitted for review 30 working days prior to commencement of dive work. Dive work may not commence until all dive submittals have been reviewed and accepted by the District Dive Coordinator.
