CONTRACTOR’S QUESTIONS AND ANSWERS

1.) QUESTION: Factor 1 ‐ Experience: The evaluation factor indicates that up to five contracts are to be submitted that meet the relevant criteria. It also states that "information submitted for each contract must include the information outlined in Attachment 1, Offeror's Experience Form". Does this mean that as long as the information in Attachment 1 is addressed, we are able to present amplifying information for each project to demonstrate relevance to your criteria? Is there a limit to the number of pages per project?

ANSWER: As long as your data contains the information in Attachment 1 as a minimum, it will be sufficient. We don't have page limitations addressed in the solicitation.

2.) QUESTION: If the 8(a) offeror plans to self perform at last 51% of the contract requirements and bring on a key sub to accomplish the balance, is it permissible to use the key subcontractor's relevant project experience and performance evaluations?

ANSWER: Experience needs to be from the prime contractor.

3.) QUESTION: Are Joint Venture's permitted to submit? Can they be informal or are they to be formal?

ANSWER: Yes, joint venture's are permitted. Please refer to CFR 124.513 for more information. Joint Ventures are considered informal until approved by SBA at time of award. If approved, then they become formal.

4.) QUESTION: We plan on submitting as a joint venture with an incumbent 8(a) small business firm.

Upon award of a contract we will move forward and establish a DUNS/CAGE and Tax ID number for the joint venture. In our price proposal would it be most appropriate to list the DUNS/CAGE and TAX ID's for each of the joint venture partners and indicate that our plans are to form a joint venture upon contract award notification?

ANSWER: Yes, please list Cage Code/DUNS and Tax ID for each in your proposal.

5.) QUESTION: The Price/Work Schedules has night work hours listed for each of the staffing categories. Are the Night Differential Pay (NDP) hours in addition to or a part of the regular/OT hours listed above in the table(s). If the NDP hours are "in addition to" we would include a full hourly rate for the NDP hours, if they are "a part of" then we would include an hourly rate which would reflect the pay differential for those hours (e.g. 10% of standard hourly rate).

ANSWER: The night differential amount should be in addition to regular/OT amount.
