Question 1: Litter Removal: Certain maps included with the Solicitation package are marked with the designation "Litter" (i.e. "55_mile_HMULitter" and "BigFlatHMULitter"). Is it the government's intent that litter collection only occur at those sites where a "Litter" map has been supplied, or may/should litter collection efforts occur at any of the HMUs in the Project Area for which maps have been supplied?
Answer 1: See Appendix D Maps. All of the HMU in Appendix D and Parking Lots are the designated HMU.
Also see section C-5.3.1 The Contractor will regularly visit designated HMU….
Only map areas have litter pick up including both predominant shoreline, roadway and trails and any area within the boundaries as needed.
Question 2: This paragraph states that "Individual report deadlines for periodic reports will be negotiated with the contractor prior to award". Shouldn't this actually read that the deadline for individual reports will be negotiated with the contractor AFTER award of the contract?
Answer 2: After has replaced prior to in the following:
C-7.2. REQUIRED REPORTS
The Contractor is required to generate, complete and submit reports to the Government. The following is a list of reports, information to be furnished on each report and a time or frequency requirement for each report. Individual report deadlines for periodic reports will be negotiated with the Contractor prior to after award .
Question 3: With the Solicitation Package, the Corps of Engineers has included a document entitled "Pesticide 2011 Totals". However, in 2012, the Corps of Engineers implemented the IPMP (Integrated Pest Management Program) which restricts the contractor from using some of the herbicides listed in this document. Can the Corps of Engineers provide more recent annual pesticide totals which conforms to the restrictions outlined in the IPMP?
Answer 3: The recent annual pesticde totals which conforms to the restrictions outline in the IPMP is attached.
Question 4: The maps attached to the Solicitation include various maps marked "Litter" (such as "55_mile_HMULitter" and "BigFlatHMULitter"). However, while these maps provide an excellent view of the facilities and features at the HMU site, they do not appear to specifically highlight litter collection areas. Are these maps intended to specifically delineate areas where litter collection should occur? What was the Corps of Engineers intent in including these particular maps in the solicitation package?
Answer 4: To indicate that Litter Removal need to be performed on the designated HMU’s.
Only map areas have litter pick up including both predominant, shoreline, roadway and trails and any and all area within the boundaries as needed. Contractor will only be accountable for the 15 designated HMU’s as listed in the appendix Litter accumulates mainly in the parking and fishing areas.
Question 5: Gallinaceous Guzzlers – Lower Monumental Pool. CLIN 1003AK lists a unit of "Acre" for this line item. Shouldn't the quantity for this CLIN actually be "Each"?
Answer 5: CLIN 1003AK has been changed to Each.
Question 6: Mechanical Weed Treatment – Lower Monumental Pool. CLINs 0003AD, 1003AD, 2003AD and 3003AD requests the contractor provide 2 AC of Mechanical Weed Treatment in Lower Monumental Pool.
However, CLIN 4003AD requests the contractor provide 12 AC of Mechanical Weed Treatment in Lower Monumental Pool. Is the quantity listed for CLIN 4003AD correct?
Answer 6: CLIN 4003AD has been corrected to 2 AC.
