SITE VISIT SCHEDULE

There will be only one site visit offered. Offerors planning to attend must call (509) 527-7220 no later than 3:00 p.m. on 19 August 2016. Site Visit attendees must be prepared to give the following information: (1) what company is being represented; (2) how many people are in the party; (3) the name of individuals.
Each individual must have at least one picture identification on his/her person and be a US citizen. Due to security reasons, there can be no substitutions of one individual for another. If an individual arrives for the site visit without having called ahead of time and/or without picture identification, that individual will not be allowed to attend.

Floating Mooring Bitt Restoration
1.0 INTENT
The following specifications pertain to the cost to repair and preserve floating mooring bitts for use at Little Goose Lock and Dam, Dayton, Washington.
2.0 SCOPE
The successful bidder shall be required to remove existing paint, repair corroded surfaces, manufacture and install new self-lubricating bearings, rollers, roller supports, magnesium anodes, and restore six floating mooring bitts. The successful quoter shall be required to supply the all items as described in Section 4 System Requirements.
3.0 GENERAL
Inside the navigation lock at Little Goose Lock and Dam are floating mooring bitts that travel up and down as the lock fills and empties to provide a tie-off point for watercraft.
Six mooring bitts need refurbishment but only two mooring bitts can be removed at one time. Contractor will pick up two mooring bitts at a time for refurbishment until all six are completed. When the contractor returns two mooring bitts they will be able to pick up the next set until all are refurbished.
The paint that is being removed shall be assumed to contain lead—the two previously stripped mooring bitts were tested and found to have 1700 mg/Kg of lead (Pb).
The mooring bitts are shown on drawing LGN-1-5-10/1. The cylinder material is ASTM A36 Carbon Steel and is 3/8” thick.
Period of Performance 1 October 2016 through 30 September 2017.
4.0 SYSTEM REQUIREMENTS
4.1 Paint Removal. Contractor shall remove all paint from the outer surfaces of the floating mooring bitts prior to preservation. Surface preparation shall be accomplished in accordance with UFGS 09 97 02.
Surfaces shall be white metal blast cleaned in accordance with SSPC-SP 5/NACE No. 1. All paint removal shall conform to 29 CFR 1910.1025, 29 CFR 1926.62 and WAC 365-230 and all applicable local, state, and federal regulations.
4.2 Documentation, Testing, and Disposal. The contractor shall remain responsible for the identification, segregation, containerization, characterization, labeling, and dating of the waste paint and debris generated by work under this contract. The contractor is responsible for ensuring that all tasks are completed in order that the lead based paint can be properly characterized, designated, packaged, labeled, transported, and disposed. Hazardous waste shall be stored in corrosion resistant containers with matching lids and labeled in accordance with the requirements of 49 CFR 178. All containers, including removable head steel drums (DOT 1A2) shall be in new condition.
Disposal of lead containing materials shall be performed in compliance with all applicable federal, state, and local regulations. After removal of lead based paint, the contractor shall have the waste paint and debris Toxicity Characteristic Leaching Procedure (TCLP) tested for the 8 Resource Conservation Recovery Act (RCRA) metals in accordance with 40 CFR 261 and WAC 173-303. If the paint fails TCLP for any of the 8 RCRA metals or Washington State Dangerous Waste Codes, the contractor shall generate the manifest with the Little Goose EPA ID number and the Little Goose Environmental Compliance Coordinator (ECC) will sign the manifest. However, the contractor shall coordinate with the project ECC two weeks prior to the shipment. This will allow the ECC time to review the manifest and can prepare to be present at the time of shipment for signature. The contractor and their disposal vendor shall be responsible for providing documentation to the ECC of proper disposal of the lead paint waste and debris. Manifesting, transporting, and disposal of hazardous waste shall comply with the applicable provisions of 40 CFR 262, 40 CFR 263, 40 CFR 264, and 49 CFR 172.205. General safety and health requirements for hazardous waste workers are as outlined in 29 CFR 1910. The Contractor shall be responsible for the cost incurred due to the testing, removal and disposal of the hazardous waste.
If the waste paint and debris does not fail TCLP for the 8 RCRA metals, the waste is not considered hazardous under RCRA, however the waste must be tested for Washington State Dangerous waste Characteristics for the following metals: Copper, Nickle, Zinc, if not federal waste codes are applied. The results for the Washington State Dangerous waste shall be expressed as “Total” metals not TCLP. (If these also do not fail for Washington State Dangerous waster characteristics, the waste becomes the property of the contractor. The contractor will be responsible for disposal and associated cost of disposal of the non-hazardous material as solid waste.
4.3 Weld Repair. Perform weld repair on mooring bitts in areas of the cylinder where there is corrosion of a depth greater than 1/16”. Perform visual inspection of welds to verify no cracks. Perform welding and inspections using AWS D1.1 as a guide.
4.4 Epoxy Repair. Corrosion in areas 1/16” in depth or less on the cylinder may be epoxy repaired in lieu of welding by using Phillybond #6 or similar product. Minor defects less than 1/32” in depth need no repair.
4.5 Preservation. Preservation shall be accomplished in accordance with UFGS 09 97 02 system 3 see appendix A. This is a 4 coat process using Sherwin Williams formula V-766e and V-102e or approved equivalent.
4.6 Anodes. Three new sacrificial Magnesium Anodes, complying with ASTM B 843, shall be installed on each FMB as shown on the attached contract drawings under FLOATING MOORING BITTS. The contractor shall provide a 2” diameter by 6’ long magnesium rod-type anode installed vertically on each side of the FMB and one hull-type magnesium anode attached to the bottom of each FMB cylinder. The magnesium alloy selected for the anodes shall have an open circuit potential between -1.5 volts and -1.75 volts with respect to a copper/copper sulfate half-cell in seawater.
4.7 Rubber Bottom Bumper. The Contractor shall provide tow extruded rubber bottom bumpers for each FMB. The bumpers shall be wing-type heavy-duty marine grade rubber bumpers with dimensions as shown on the attached drawings. The bumper material shall have a minimum weight of 3.5 pounds per foot of length. The fasteners shall be 3/8” size cap screws with coarse threads and of length sufficient to provide at least 1/2” of threads engaged with the steel base plate. The fasteners and their washers shall be of stainless steel type 304. The Contractor shall fabricate and attach steel stops to the bottom of the FMB plate as shown in Sheet 2. The stops shall be made of ASTM A36 Carbon Steel.
4.8 Roller “A” and “B” replacement. The rollers shall be made of Stainless Steel ASTM-A564 Type 17-4 PH, Condition H900 and shall meet the requirements indicated on Sheet 4.
4.9 Self-Lubricating Bushings for Rollers “A” and “B”. The new bushings shall have a corrosion-resisting metal backing with a self-lubricating wear-surface liner of a homogeneous material on the inside diameter. The self-lubricating liner shall be suitable for both wet and dry operation, with a static coefficient of friction (wet and dry) less than 0.10 at a bearing pressure of 4000 psi, and minimal swell in water. The self-lubricating liner shall have a minimum thickness of 0.040" and a minimum load rating of 10,000 psi (static load).
4.10 Roller Shafts “A” and “B”. The shafts shall be made of Stainless Steel ASTM-A564 Type 17-4 PH, Condition H900 and shall meet the requirements indicated on Sheet 4.
4.10.1 Hardware for Shafts “A”. The Contactor shall provide a keeper plate, a stainless steel washer, and a stainless steel bold to go along with each new shaft “A,” as shown on Sheet 4 under NEW KEEPER PLATE “A” DETAIL and NEW BOLT AND WASHER. The keeper plate shall be made of Stainless Steel ASTM-A564 Type 17-4 PH, Condition H900. The ¾” bolt shall be made of Stainless steel ASTM-A193 F593C Grade B8.
4.10.2 Hardware for Shafts “B”. The Contractor shall provide either a 2 ¼” SUPERBOLT torquenut or the combination of a 2 ¼” heavy hex nut and jam nut for each new shaft “B,” as shown on Sheet 4 under NEW ROLLER SHAFT “B” DETAIL. The material for the new hardware shall be Stainless Steel ASTM-A193 F594C Grade B8.
4.11 Thrust Washers. New self-lubricated thrust washers “A” and “B” shall be provided with dimensions as shown on Sheet 4 under NEW SELF-LUBE WASHER “A” DETAIL and NEW SELF-LUBE WASHER “B” DETAIL. The washers shall have a self-lube layer bonded to a stainless steel backing surface. The self-lube layer shall have a thickness of 0.1000 inch, and the stainless steel backing surface shall have a thickness of 0.0875 inch. The self-lube layer shall be manufactured out of a homogeneous material which is a non-asbestos composite, cured phenolic resin matrix carrying synthetic fibers and incorporating evenly dispersed PTFE throughout. The Material shall be suitable for both wet and dry operation. The coefficient of fiction of the self-lubricated washers shall be less than 0.10 at a pressure of 4000 psi. The material shall have a minimum compressive strength of 30,000 psi. The material shall not exhibit swell greater than 0.35% in the radial direction in the water at 70°F. The material shall have a minimum Brinell hardness of 25.
4.12 Roller Support Assembly Repair. Each roller support assembly houses a shaft for roller “A” and a shaft for roller “B”; there are four roller support assemblies per FMB. The roller support assemblies shall be repaired to ensure that all of the rollers shaft holes are concentric and inline. The roller supports for roller “A” shall be refurbished as required on Sheet 4 under DETAIL 5 and SECTION C. The roller supports for roller “B” shall be refurbished as required on Sheet 4 under DETAIL 6 and SECTION D.
The surfaces shall be free of rough edges that might damage the surface finish of the shafts. Once installed, the rollers shall have adequate clearance within the roller supports to rotate freely on their shafts. The pad hole diameters shall be recorded before and after repair.
5.0 EXECUTION
5.1 WORK ITEMS. the contractor shall perform the following work items on the FMBs:
5.1.1 Removal of Grease Lines. All grease lines and their attachments shall be removed from the FMBs.
Cover all open ends of the grease lines to prevent entry of dirt and to prevent grease from running out of the lines. The grease lines shall become property of the Contractor.
5.1.2 Removal of Existing Anodes. All existing (old) anodes and their attachment hardware shall be removed from the FMBs and shall become property of the Contractor.
5.1.3 Removal of Existing Rollers. All existing (old) rollers, and their attachment hardware shall be removed from the FMBs and shall become property of the Contractor.
5.1.4 Metalwork Repair of Mooring Bitt Skin Plate. Rust nodules, pits, grooves, and other depressions identified on the FMBs by the Contracting Officer shall be repaired using brush or sprayed applications of metallic polymer coatings.
5.1.5 Metal repair of Skin Plate. Repair shall consist of filling damaged areas with welds or elastomeric epoxy. The coating shall be applied even with skin plate or machined by grinding or sanding to the original skin plate thickness, or as recommended by the manufacturer.
5.1.5.1 Surface Cleaning. All areas on the FMBs containing rust nodules, pits, grooves, and other depressions shall be spot cleaned by abrasive blasting or other approved method to remove existing coatings and rust.
5.1.5.2 Metalwork repair shall consist of filling all depressions that are 1/16-inch or greater in depth with weld repair. Perform visual inspection of welds to verify no cracks. Perform welding and inspections using AWS D1.1 as a guide. The applied coating shall be flush with the adjacent surface. Depressions less than 1/16-inch in depth may be repaired by epoxy repaired in lieu of welding by using Phillybond #6 or similar product. Minor defects less than 1/32” in depth need no repair.
5.1.6 Rollers. The following work items shall be performed on all Rollers "A" and "B". The Contractor shall manufacture new rollers as indicated on Sheet 4 and provide new bushings as described below.
Removed rollers and bushings shall become property of the Contractor. The Contractor shall measure the O.D. of the Rollers "A" and "B". If the measured O.D.'s are ½" less than the outside diameters indicated on Sheet 4 under NEW ROLLER "A" DETAIL and NEW ROLLER "B" DETAIL, then the Contractor shall notify the Contracting Officer's Representative.
5.1.6.1 Roller Width. The Contractor shall measure the width of the rollers. If the measured width is greater than that indicated on Sheet 4 under NEW ROLLER "A" DETAIL and NEW ROLLER "B" DETAIL, then machine to the width shown. If the measured width of Roller "B" is less than specified, the Contractor shall provide 4-1/2" diameter smooth bronze washers between the roller support and self-lube washer, of thickness as required to maintain the indicated clearances.
5.1.6.2 Roller I.D. The bore of the Rollers "A" shall be measured after removal of the old bushings. If the bore of the Rollers "A" is smaller than shown under NEW ROLLER "A" DETAIL on Sheet 4, then the bore shall be machined to the roller I.D. specified. If the bore of the Rollers "A" is larger than shown, then the new bushing shall be sized accordingly to compensate for the larger housing diameter to maintain the proper press fit (without changing the installed bushing I.D.). The bore of the Rollers "B" shall be increased to the dimensions shown under NEW ROLLER "B" DETAIL on Sheet 4.
5.1.7 Roller Support Assembly. Each roller support assembly houses a shaft for roller "A" and a shaft for roller "B"; there are four roller support assemblies per FMB. The roller support assemblies shall be repaired to ensure that all of the rollers shaft holes are concentric and inline. The roller supports for roller "A" shall be refurbished as required on Sheet 4 under DETAIL 5 and SECTION C. The roller supports for roller "B" shall be refurbished as required on Sheet 4 under DETAIL 6 and SECTION D. The surfaces shall be free of rough edges that might damage the surface finish of the shafts. Once installed, the rollers shall have adequate clearance within the roller supports to rotate freely on their shafts. The pad hole diameters shall be recorded before and after repair.
5.1.8 Roller Shafts "A" and "B". The Contractor shall replace all roller shafts "A" and "B" with new shafts as shown on Sheet 4 under NEW ROLLER SHAFT "A" DETAIL and NEW ROLLER SHAFT "B" DETAIL. Flaws such as scratches, ridges, holes, peaks, cracks, or checks, which will make the shafts unsuitable for the intended use, will be cause for rejection. The existing (old) shafts shall become property of the Contractor.
5.1.9 Hardware and Thrust Washers for Shafts "A" and "B" shall be installed as indicated on the contract drawings. The thrust washers shall be installed in such a way that the self-lube surfaces of the washers face the rollers, and the stainless steel backings on the washers shall face away from the rollers.
5.1.10 Anodes. The 2" diameter by 6' long magnesium rod-type anodes shall be installed vertically on each side of the FMB, located in line with the rollers and on the submerged bottom portion of the FMB. The hull-type magnesium anode shall be attached to the bottom of each FMB cylinder, with the long dimension of the anode being perpendicular to the axis of the rollers "B". Each of the rod-type anodes shall be securely attached to the FMB cylinder with two brackets (or other approved method), each one at 1/3 of each rod's length from each end. The core wire at each end of the anode shall be welded to a clean metal surface on the cylinder. The hull anode shall be securely welded to the FMB cylinder at the ends of all of its core straps. The magnesium anodes shall be kept free of paint.
5.1.11 Rubber Bottom Bumpers shall be installed as indicated on the Sheet 3. The rubber bottom bumpers supports shall also be manufactured and installed as indicated in Sheet 3.
5.1.12 Welding. All fabrication and welding shall be performed in accordance with AWS D1.1, except as otherwise noted. All metalwork repair shall provide steel surfaces suitable for receiving paint coatings. The new shafts, bushings, washers, anodes, and hardware shall not be permitted to be damaged in any way from blasting or any other operations performed on the FMBs prior to installation of the FMBs into their respective guides at the project sites.
5.1.12.1 Welding of Steel
a. WELDING PROCEDURES FOR STRUCTURAL STEEL Welding procedures for structural steel shall be qualified in accordance with AWS D1.1. Welding procedures and test reports shall be submitted to the Contracting Officer.
b. Welding Process Welding of structural steel shall be by an electric arc welding process using a method which excludes the atmosphere from the molten metal and shall conform to all the applicable provisions of AWS D1.1. The contractor shall applicable methods as necessary to minimize residual stresses, distortion and shrinkage. The contractor shall submit to the Government for approval the methods to be used for each type of joint.
c. Welding Technique
(1) Filler Metal
The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used. The AWS designation of the electrodes to be used shall be included in the schedule of welding procedures. Only low hydrogen electrodes shall be used for manual shielded metal-arc welding regardless of the thickness of the steel. A controlled temperature storage oven shall be used as prescribed by all applicable provisions of AWS D1.1, to maintain low moisture of low hydrogen electrodes.
(2) Preheat and interpass Temperature
Preheating and interpass measures shall be as required by AWS D1.1.
d. Workmanship
Workmanship for welding shall be in accordance with AWS D1.1, and all other applicable requirements of these specifications.
(1) Preparation of Base Metal
Prior to welding the Contractor shall inspect surfaces to be welded to assure compliance with AWS D1.1. Paint and galvanization shall be removed within 2 inches of edges of new welds in all directions.
5.2 Test, Inspections, and Verifications. The floating mooring bitts shall not be shipped from the Contractor’s shop until the testing has been approved. The Contracting Officer shall inspect the floating mooring bitts at the Contractor shop prior to painting and shipping. Please notice the Contractor Officer at least 2 weeks in advance prior to the shop testing / inspection.
5.2.1 Nondestructive Testing. The floating mooring bitts shall not be shipped from the fabricator's shop until the testing has been approved. When doubt exists as to the soundness of any material part, such part may be subjected to any form of nondestructive testing determined by the Contracting Officer. This may include ultrasonic, magnetic particle, dye penetrant, radiographic or any other test that will thoroughly investigate the part in question. The cost of such investigation shall be borne by the Government. Any defects shall be cause for rejection and rejected parts shall be replaced and retested at the Contractor's expense.
5.2.2 Test of Floating Mooring Bitts.
5.2.2.1 Weight Test. The Contractor shall provide the total weight of a complete floating mooring bitt to the Contracting Officer.
5.2.2.2 Mooring Bitt Pressure Test. Mooring bitt tanks shall be pressure tested during shop fabrication for tightness of all welds by applying an internal air pressure of (min.) 5 psi pounds per square inch. All seams shall be tested with a soap and water solution to detect any minor leaks. All leaks shall be repaired by welding. Peening to close leaks is unacceptable. Failing mooring bitts shall be repaired and retested without cost to the Government. Each complete floating mooring bitt shall be assembled and tested in the shop in the presence of the Contracting Officers Representative unless otherwise directed.
Waiving of tests will not relieve the Contractor of responsibility for any fault in operation, workmanship or material that occurs before the completion of the contract or guarantee.
5.3 Preservation. Preservation shall be accomplished in accordance with UFGS 09 97 02 system 3 (appendix
3). This is a 4 coat process using Sherwin Williams formula V-766e and V-102e or approved equivalent.
6.0 WARRANTY
All items shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects.
7.0 SUBMITTALS
Past performance on similar refurbishment projects demonstrating capability to perform. Descriptive Materials must be submitted which will allow the Contracting Officer to determine, without discussion with the offerer, whether the products being offered meets all of the required specifications. Submittals shall include copies of manufactures catalog cut sheet, specification sheets, and warranty.

10.0 AT/OPSEC
Pre-Screen Candidates Using E-Verify Program - The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify>http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after receipt of receipt of Notice to Proceed.
11.0 PICKUP AND RETURN
Six mooring bitts need refurbishment but only two mooring bitts can be removed at one time. Contractor will pick up two mooring bitts at a time for refurbishment until all six are completed. When the contractor returns two mooring bitts they will be able to pick up the next set until all are refurbished. The Period of Performance is 1 October 2016 through 30 September 2017.
The Contractor shall coordinate pickup and delivery of the mooring bitts with the Project Point of Contract (POC) within 45 days of contract award and less than one week in advance of pickup. Pickup and delivery shall only be scheduled between 7:00 a.m. – 4:00 p.m., Monday through Thursday, excluding Federal holidays and only for a date and time when the Project POC will be available on site.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.
395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
