Control Number: 16-0085

SINGLE SOURCE DETERMINATION (Including Brand Name)

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Walla Walla

District (CENWW-CT), 201 North 3rd, Walla Walla, WA 99362.

2. DESCRIPTION OF ACTION: This action is for new infrastructure cable terminations in support of the McNary Turbine Storage Building and associated materials to complete the network infrastructure in the new facility being built at the McNary Lock & Dam (see bid schedule)

3. DESCRIPTION OF SUPPLIES/SERVICE: The U.S. Army Corps of Engineers (USACE), McNary Lock & Dam, 82925 Devore Road, Umatilla, OR 97882 has a requirement to procure brand name Tyco Electronics cabling components and associated material. The contractor shall provide materials per the attached plans and specifications, with two U spacing between each panel with fiber and copper cabling.

The estimated amount of purchase is $1,000.

4. AUTHORITY CITED: FAR 13.106-1(B) Soliciting from a single source.

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5. REASON FOR AUTHORITY CITED:

a. BACKGROUND: Tyco Electronics’ (TE) components are the standard cabling system used in the Walla Walla District. Uniformity of cabling allows single system certification for cabling system installations. Certification is required for the 25 year warranty of components to be validated. TE cabling and materials are installed in entirety at the Mill Creek Project, the Lower Granite Natural Resource Management Office, Lucky Peak, Boise Consolidated Office, and the District Office. TE cabling and materials are partially installed at all the Operating Projects within the Walla Walla District.

b. JUSTIFICATION: The existing District cabling system is Tyco brand and requires the same brand of patch panels and terminations in order to ensure communication.

The use of another brand of components would require purchase of new cabling for the building as well as potentially recabling interconnected infrastructure. As mentioned above, the uniformity of the cabling system allows for a single system certification. Integration of new equipment would invalidate this certification and warranty, add costs to the Government for installation of new cabling systems, lead to increased inventory for multiple systems, increased training requirements on multiple systems and decreased consistency of installation across the projects within the USACE Walla Walla District. Integrating two or more manufacturers increases testing and interconnections between the multiple systems.

c. IMPACT: An award to any other source would result in multiple cabling systems, each requiring proprietary tools and components, unique training requirements and multiple unique nodes at each location. In addition, using additional manufacturers may cause integration issues at component interfaces.

d. ALTERNATIVES:

i. Mix and match network infrastructure at the site is an alternative, however it is not a viable one as it would require additional hardware and inventory. Also, additional cost would be required to replace 40% of the existing, new infrastructure within the District to standardize with a new supplier of the cabling system to ensure communication.

6. EFFORTS TO OBTAIN AND INCREASE COMPETITION: It is anticipated that multiple suppliers of TE cabling and materials are present.

7. FAIR AND REASONABLE COST DETERMINATION: Based on acquisition history, an anticipated cost for the CAT 6a copper cabling components of $1,000 for one each 24-port CAT 6A patch panel and associated copper terminations is fair and reasonable.

8. MARKET RESEARCH: The TE components are essential in order to maintain uniformity and in allowing existing equipment communicate. Other company’s products do not meet, or cannot be modified to meet, agency needs.

9. OTHER FACTS: None

10. INTERESTED SOURCES: None

11. DETERMINATION: I certify that this J&A is accurate and complete to the best of my knowledge and belief.
