SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

QUESTION AND ANSWERS

No responses will be posted to inquiries after the close of business (COB) on the third business day preceding the solicitation due date.

Question 1.

Paragraph C-5.2 states that the contractor shall be responsible for the refurbishment of five COR-designated brush pile structures. However the bid schedule shows a total of 25 brush pile refurbishments per year (16 under CLIN X001BF, 7 under CLIN X002BH, and 2 under CLIN X003BF). Is it the government's intent that the contractor shall refurbish 5 brush piles per year, or 25 brush piles per year?

Answer 1.

The intent is for the contractor to refurbish 5 brush piles per year in accordance with the PWS. Line items have been corrected.

Question 2.

CLINs 0001BF, 1001BF, 2001BF, 3001BF and 4001BF show a total of 16 brush piles which are to be refurbished in Lower Granite Pool each year. The facility inventory at C-7.9 shows 2 brush piles at Upper Goose HMU, 2 brush piles at Lower Goose HMU, and 12 brush piles at Hellsgate HMU (2 different listings in the inventory of 6 brush piles each). The Hellsgate map provided with the solicitation package shows a total of 7 brush piles. Will the government please verify that there are actually 12 brush piles at Hellsgate HMU and provide updated maps for Hellsgate showing the location of those brush piles?

Answer 2.

The intent is for the contractor to refurbish 5 brush piles per year in accordance with the PWS. Line items have been corrected. Updated Hellsgate map is provided.

Question 3.

CLINs 0002BH, 1002BH, 2002BH, 3002BH and 4002BH show a total of 7 brush piles which are to be refurbished in Lake Bryan Pool each year. The facility inventory lists 7 brush piles (1 at Willow Bar, 3 at Central Ferry, 1 at New York Bar and 2 at Little Goose Landing). The maps for Lake Bryan Pool also show one quail roost at Swift Bar.

(a) Is there only one quail roost or brush pile at Swift Bar HMU?

(b) should the affected CLINs be increased to include brush pile/quail roost refurbishment work at Swift Bar HMU?

Answer 3.

a) Yes. There is only one Quail Roost at Swift Bar.

b) No. There are no Brush Piles at Swift Bar HMU due to existing extensive shrub development. The Quail Roost will not require shrub maintenance. The affected CLINS do not need to be increased to include brush pile/quail roost.

Question 4.

Paragraph C-5.5 states that the contractor shall be responsible to irrigate and hay the meadows to produce vigorous grass stands. Is it the government's intent that the word "hay" be interpreted to mean mowing of grass stands using agricultural-grade equipment?

Answer 4.

No, with this contract being a performance contract, this is at the discretion of the contractor to determine the method of mowing or cutting so that they can meet the contract performance requirements in C-5.5 and C 7.7.

The contract in C-5.5 uses the terms hayed and hay. Hayed being the act or action of making hay (to cut grass, clover, or the like, and store for use as forage). The definition for Hay is grass, clover, alfalfa, etc., cut and dried for use as forage.

Question 5.

Paragraph C-5.9 calls for 5 acres of tree planting per year as well as 23.75 acres riparian planting as part of the "Lower Snake River Fish and Wildlife Compensation Plan". Can the government please provide a list of required plant materials for this 23.75 acre riparian planting effort?

Answer 5.

The listing of required plant materials has been added to the PWS in section 7.6.3.1.

Question 6.

Paragraph C-5.10 states that each gallinaceous guzzler will be inspected between 1 June and 1 July each year.

Given the remote location of some of these guzzlers, and the dry conditions during the time period in question, does scheduling this work between 1 June and 1 July (as opposed to earlier in the season) present an unacceptable fire risk?

Answer 6.

The government believes that this window (1 June and 1 July) provides the contractor the best time to determine if guzzlers are leaking or defective and to make sure water is available for wildlife during the late summer months. It is near if not after the spring rains and before the greatest fire risk of July, August, and early September. This time also provides the best opportunity for long-term weed control. Lastly, during the later spring months, Salamanders have been using the guzzlers for habitat for mating and rearing their young.

Question 7.

Paragraph C-5.13 states that the contractor "shall be responsible for removal of invasive trees... from designated areas by mechanical means". Does "mechanical means" indicate that this tree removal work is to be performed with chain saws, or does it indicate that this work will be performed using side mowers, tractors, etc.? Does a skid steer fitted with a mower head meet this requirement?

Answer 7.

See Section 5.13.1 Mechanical means can be any of these methods or combination of methods. By mechanical means (side mowers, tractor, etc.) with a minimum of landscape damage. A skid steer with a mower head could meet this requirement as long as there is minimum landscape damage and meets the contract performance requirements. With this contract being a performance contract, choice of method or methods is at the discretion of the contractor to determine so that they can meet the contract performance requirements

Question 8.

Paragraph C-5.14 states that "all applications, except for return spot spraying will be performed by 1 June of each year". However, the attached IPMP states that spraying may occur between March and September each year. How does the government propose addressing weed infestations which are most effectively treated using either a late summer or fall application of herbicides?

Answer 8.

With proper applications by 1 June, when weeds are in their rosette stage prior to bolt is the most effective for weed management. Even with those weeds that literature indicate that late summer or fall applications of herbicides exhibit greatest kill control by applying at optimum translocation, prior to winter dormancy and rhizome translocation nutrient storage. It is still best to perform application in rosette stage and follow up in late summer to fall with spot applications to address those that survived spring applications. The reason for this is by late summer or fall these weeds have already flowered and gone to seed increasing the weed seed source and spread at the site. So treatment of these weeds in rosette stage prior to bolt and if necessary return spot spraying should over the longer term be most effective to reduce weed seed source and spread. The District IPMP allows flexibility in management that situations of weed infestations can be identified and management can be alternated as needed.

Question 9 Paragraph C-5.16 states that the "entry roads and parking lots require routine maintenance to repair potholes and prevent edges from washing out." Should it be assumed that these areas may require occasional grading? Would grading work be the responsibility of the contractor under the proposed contract?

Answer 9.

a) Grading, smoothing, blading or any other term used to level the base of a road is classified as construction and a new contract will be solicited to full fill this requirement.

b) No, this is not the responsibility of the contractor.

Question 10.

Will the contractor be required to provide gravel for the roads and parking lots? If the contractor is responsible to provide gravel for the roads and parking lots, what size gravel is required? If gravel is required, how much of a gravel base must be maintained on the roads and parking lots?

Answer 10.

a) Yes the contractor will be required to provide gravel for the roads and parking lots.

b) Size of gravel: 5/8 minus or 3/4 minus is acceptable.

c) It is preferred to have a 6 inch rock base on designated maintenance roadways. The contractor will be responsible to provide gravel for maintaining roadways and parking lots.

Question 11. Paragraph C-5.14.5 states that the contractor will provide 30 acres of biological control each year (10 acres per pool) to be performed in accordance with all state and federal guidelines. This paragraph also states that the COR will determine BioControl species, numbers, and placement in advance of the growing season. Table 6 of the IPMP lists a number of different BioControl agents. Given the variety of BioControl agents listed, and the wide variation in price based on the selected agent, can the government provide any additional insight regarding desired BioControl agents, weed infestations to be addressed, etc.?

Answer 11.

BioControl agents and weed infestations will vary from year to year based on conditions; so the government does not have greater detail on what weed infestations and BioControl agent(s) will be needed each year. Currently, BioControl is being used for Yellowstar thistle, Poison Hemlock, St. Johnswort, and Dalmation toadflax.

Question 12.

Paragraph C-5.9 calls for temporary (5 year) protection from herbivore damage to branches, bark, roots, etc., for Shrubs and Evergreen trees and permanent protection (from herbivore damage) for all deciduous trees. Can the government please define the specifications for the tree cages desired for this project (height, diameter, materials, etc.)? Is there a need for below-ground protection (vole screens or vole protection) for any of the trees or shrubs designated for these planting efforts?

Answer 12.

With this contract being a performance contract, this is at the discretion of the contractor to determine so that they can meet the contract performance requirements.

Question 13.

Paragraph C-7.5.2 provides specifications for a Meadow Seed Mix. However, paragraph C-5.5 does not indicate that the contractor will be required to reseed meadows. Is there a requirement to reseed a set number of acres of meadow areas per year as part of this work item? Is there a requirement to reseed any meadow areas during the term of the contract?

Answer 13.

Both Pastures and Meadows will be reseeded on a as needed basis (i.e. aggressive invasive dominance, fire, high percentage of decadence and/or mortality of grassland). Since both Pastures and Meadows are irrigated, it is assumed that a healthy stand of grasses should be maintained for longer periods of time.

Question 14.

Paragraph 7.6.3 of the PWS should provide the bidder with a list of tree and shrub species and pot sizes for planting. However, the table of plants and shrubs is missing. Will the Corps please correct the PWS to include the appropriate table of trees and shrubs at Paragraph 7.6.4?

Answer 14.

The listing of required plant materials has been added to the PWS in section 7.6.3.1.
