SUPPLEMENTARY REQUIREMENTS

PART 1 GENERAL

The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

U.S. ARMY CORPS OF ENGINEERS (USACE)

EM 385-1-1 Safety and Health Requirements Manual

The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only. Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 FIELD VERIFICATION OF SITE CONDITIONS

The Contractor shall field verify all elevations, dimensions, and coordinates of existing features indicated on the contract drawings that affect new construction. Any deviations shall be updated as per Section 01 78 00.00 28, CLOSEOUT SUBMITTALS, paragraph MAINTAIN WORKING AS-BUILT

CONTRACT DRAWINGS AND FIO DRAWINGS.

1.4 DEFINITIONS

a. Qualified Person.

As defined in EM 385-1-1; "DEFINITIONS", unless otherwise specified.

1.5 REGULAR CLEANUP AND DEBRIS DISPOSAL

With the exception of materials specifically indicated or specified to be salvaged for reuse in construction, or turned over to the Government, all wastes and demolished materials shall become the property of the Contractor and shall be removed from the job site daily in accordance with Federal, State, and local regulations. The Contractor shall furnish waste containers, all waste containers provided by the contractor shall be emptied daily.

1.6 GOVERNMENT FURNISHED PROPERTY

Submit a Property Management Plan in accordance with FAR Clause 52.245-1 Government Property.

1.7 EQUIPMENT LIST

The Contractor shall furnish a complete list of all equipment to be used on the project 30 days prior to commencement of on-site work. The Contractor shall submit a revised list in the event of change of equipment. Lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The initial list and the revised lists shall indicate dates equipment is assigned to or removed from the project and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.

1.8 TESTING OF EQUIPMENT

Before any machinery or mechanized equipment is put to use on the job, it shall be inspected and tested by a qualified person and determined to be in safe operating condition. Cranes or derricks shall be tested by the Contractor or a qualified testing agency in accordance with EM 385-1-1.

Equipment shall be large enough to safely handle proposed picks or tasks without exceeding the crane rating established by these tests.

1.9 DISPOSITION OF REMOVED EQUIPMENT

Unless otherwise specified in other sections of the specifications, all existing equipment removed and not reinstalled shall become the property of the Contractor, removed from the Project site, and disposed of in a legal manner. Materials that cannot be removed daily may be temporarily stored on-site at an approved area. Salvaged materials shall not be sold on the project site.

1.10 PROTECTION AND RESTORATION OF EXISTING FACILITIES

The Contractor shall take precautions to prevent damage to existing facilities while performing work under this contract. Upon completion of the work, all the existing facilities not included as a portion of the work shall be left in a condition better than or equal to the condition existing at time of contract award. Costs for maintenance, repair and restoration of any facilities shall be considered as incidental to and included in the contract price.

1.11 PRE-WORK AND POST WORK SURVEYS

The Contractor shall conduct a pre-work survey prior to start of on-site work and a post-work survey during project cloesout, with the Contracting Officer Representative, of the Government facilities at the work areas.

The results of the surveys shall be documented by digital photographs and descriptive narrative reports. A color copy of the survey photographs and narrative reports shall be submitted to the Contracting Officer within 5 days after survey has been completed.

1.12 FIRE CONTROL

Each piece of internal combustion engine driven equipment used at the work site shall be equipped with a fire extinguisher in accordance with recommendation NFPA as appropriate. The minimum approved rating of extinguishers shall not be less than 5-B:C.

1.13 PROJECT SUPERINTENDENT

At all times during performance of this contract and until the work is completed and accepted the Contractor shall assign and have on the worksite a competent superintendent as per FAR Clause 52.236-6 "Superintendence by the Contractor". Submit Superintendent name and contact information prior to start of on-site construction.

1.14 INSTALLATION SUPERVISORS

Representatives of the Contractor who is technically qualified to supervise the installation, preparation, testing and commissioning of the waste water conveyance and treatment systems. The representatives shall report immediately in writing to the Contracting Officer any work not in accordance with the manufacturer's recommendation or any special conditions which may result in an unsatisfactory job. The representatives shall have supervised at least two similar waste water conveyance and four similar treatment systems within the past 5 years. The installation supervisors for the wastewater conveyance and treatment systems may be different representatives of the Contractor. Installation supervisor's resumes shall be submitted to the Contracting Officer.

1.15 KEY PERSONNEL SUBSTITUTION

If the Contractor plans on replacing any Key personnel (Project Superintendent, Installation Supervisor, CQC System Manager, or CQC staff Members) they must have the approval of the Contracting Officer. Personnel shall possess the qualifications that meet or exceed those stated in the specifications for the individual they are replacing. Submit qualifications of new personnel at least 15 calendar days in advance of date of replacement.

1.16 POST AWARD MEETINGS

1.16.1 Pre-Work Meeting

Within 30 days after receipt of Notice to Proceed, the Contractor shall attend a Pre-Work meeting. Senior Level members of the Contractor's staff involved with this contract shall participate in this meeting to discuss the overall contract requirements. The Government will lead this meeting and take the meeting minutes.

1.16.2 Pre-Construction Meeting

The Project Superintendent shall coordinate with the Contracting Officer and establish the date of the Pre-Construction Meeting. The meeting will be held at the project site at least one (1) week prior to mobilizing to the job site. The Project Superintendent shall lead the Pre-Construction Meeting discussing the Contractor's plan on executing the work at the project site, schedule, required clearances and timeframe for them, and plan for implementing safety and quality control. The Government will have key members from the Project staff to discuss environmental and clearance issues. Key members of the contractor staff shall attend this meeting including the Quality Control (QC) System Manager, Site Safety and Health Officer (SSHO) and any other members determined by the Government to be required.

1.16.2.1 Minutes

The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 48 hours of the meeting to the Government's Project Engineer, Quality Assurance Representative, and Resident Engineer.

1.16.2.2 Demobilizing And Remobilizing

Anytime the Contractor demobilizes from the site and remobilizes at a later date, another Pre-Construction meeting shall be held and shall follow the requirements listed above.

1.17 WEEKLY PRODUCTION MEETINGS

During all onsite construction work the Project Superintendent shall lead a weekly production meeting using the attached "Weekly Meeting Agenda Template " to brief the Government on the status of the project. All elements listed in the agenda shall be thoroughly discussed. For example, the Project Superintendent shall provide the Government a three (3) week "look-ahead" that describes all the planned construction activities, onsite and offsite, over the next three (3) weeks. These activities shall align to the overall construction schedule submitted under SECTION 01 32 01.00 28 PROJECT SCHEDULE, and if the three (3) week "look-ahead" differs from the construction schedule, the construction schedule shall be updated to include these changes by the next scheduled update. Key members of the Contractor's staff shall attend this meeting, including the Quality Control System Manager, who is responsible for discussing QC aspects of the work as outlined under SECTION 01 45 04.00 28 CONTRACTOR QUALITY CONTROL and SSHO.

The Government reserves the right to require any person from the Contractor's staff, such as the Project Manager, Engineer, scheduler, etc., or key subcontractor personnel to attend this meeting, if Government feels their participation is required.

1.17.1 Minutes

The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 24 hours of the meeting to the Government's Project Engineer, Quality Assurance Representative, and Resident Engineer.

1.18 ADDITIONAL MEETINGS

The Contractor shall record the minutes of all meetings, including all conference calls, that occur between the Contractor and Government.

Minutes shall be sent electronically within 24 hours of the meeting to the Contracting Officer for concurrence. E-mail subject line shall include project name and meeting topic.

1.19 PARTNERING

1.19.1 General

The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors by informally partnering this contract. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objectives are effective and efficient contract performance and intended to achieve completion within budget, on schedule, and in accordance with plans and specifications. This partnership would be bilateral in makeup and participation will be totally voluntary. If Partnering is pursued, meetings would be held as identified in the following paragraph.

1.19.2 Partnering Meetings

Within 30 days of receipt of Notice to Proceed, if partnering is pursued by the Contractor, the initial partnering meeting will be scheduled. The Contractor's key personnel will attend a face-to-face partnering meeting (typically one day in duration) together with key Government personnel, to discuss project goals and communication. Follow-up meetings will be held periodically, as required, throughout the duration of the contract, as agreed to by the Contractor and the Government.

1.20 RED ZONE MEETING

Within one (1) month of completing the project or when the project is 80 percent completed, the Contractor’s Superintendent shall set up and lead a Red Zone meeting. The Contractor’s Superintendent shall contact the Contracting Officer to Schedule this meeting. The Government’s representative will include the Contracting Officer, key personnel from the Project, Project Engineer, Quality Assurance Representative, and Resident Engineer. The key people from the Contractor shall be, at a minimum, the Project Superintendent, Quality Control System Manager, Scheduler, key subcontractors personnel, and Project Manager.

The purpose of this meeting is to develop an overall schedule for all activities required by both the Government and Contractor and to complete the project through commissioning. The Government will come prepared with all their activities, key dates, and durations for all work required by the Government to complete the project. The Contractor shall provide the same information for all of their activities. The Contractor’s scheduler shall input all of this information into the Contractor’s project schedule during the meeting.

This schedule shall be updated weekly, or as needed, based on the information from the weekly production meetings for both the Government and Contractor activities.

PROJECT SITE RESTRICTIONS

PART 1 GENERAL

See Section 01 14 00.20 28 WORK RESTRICTIONS - GENERAL for additional Work Restrictions during construction, as well as traffic control, maintaining project security during construction, and public access requirements.

1.1 REFERENCES

The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.2 PROJECT SECURITY

The Project site is a secured area and access onto the Project is restricted. The security measures affect all of the Contractor's vehicles and personnel. There will be delays when entering the Project due to locked gates, vehicle inspections, and personnel checks. Inspections and checks may include inspection of tool boxes, brief cases, lunch boxes, and other containers.

1.2.1 Identification of Employees

The Government (Project personnel) will provide the Contractor's personnel with identification badges as they arrive on site. For each employee, the Contractor shall complete the Security Badge Form (attached to the end of this SECTION), and send the employee's picture to the Contracting Officer's Representive and Quality Assurance Representative. The information must be received at least 30 calendar days before the employee arrives at the site to give project personnel time to make up the badge. The Contractor shall be responsible for furnishing initial identification for each employee, and upon issuance of official badges, for requiring each employee engaged on the work to display identification at all times. All prescribed identification shall immediately be delivered to the Quality Assurance Representative for cancellation upon the release of the employee or project completion. If required by the Contracting Officer, employees will be photographed by the Government. Employees who fail to submit to photographing will not be allowed on the project site.

Every Contractor employee (prime or subcontractor) shall have a hard hat meeting the requirements of EM 385-1-1. Hardhats shall display the Prime Contractor name, subcontractor name, and the employee's name. Contractor employee hardhats shall not be white with red markings. It shall be the responsibility of the Project Superintendent to enforce this requirement.

1.2.2 Contractor Vehicle Access

Only Contractor's work vehicles and equipment that are essential to the conduct of the work will be allowed in any work areas. No privately owned vehicles (POV's) will be allowed. All Contractor vehicles shall display suitable permanent or temporary identification. All Contractor vehicles that pass through locked gates will be subject to being searched.

1.2.3 Delivery of Equipment

Contractor is responsible for delivery and receipt of all materials and equipment. Government personnel will not be available to assist contractor in these activities. To the maximum extent possible, deliveries shall arrive on the same side of the river as the Contractor's work area.

Delivery vehicles will be allowed to cross the river over the dam only with Government approval.

1.3 WORK SCHEDULES

1.3.1 Contractor's Work Schedule

At the Pre-Work Meeting, furnish a schedule of number of working days per week, shifts per day, and hours per shift for contract work. The Contractor shall furnish notification of any change of schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site. This notification shall be provided a minimum of 48 hours prior to any schedule change to allow suitable scheduling of Government personnel and inspection. Exception to this requirement may be allowed in case of schedule change due to emergency conditions.

1.3.2 Government's Work Schedule

The maintenance crews at the dam work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. Crews and staff do not work on weekends and Federal holidays. If a Federal holiday falls on a Friday, the crews and staff do not work on the preceeding Thursday. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but is not available to assist the Contractor.

If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

1.3.2.1 Government Overtime and Emergency Work Hours

Overtime and Emergency work for Government employees that could impact Contractor work will be coordinated with the Contractor seven (7) calendar in advance, where possible. Emergency operations could result in less than 7 days notification.

1.4 OTHER CONTRACTS

The Government may award other contracts for additional work to be performed in the vicinity of this work. The work area and restrictions and limitations caused by the work to be performed by others shall be considered by the Contractor in scheduling work to be performed. No allowance will be made for damage or extra compensation because of the required cooperation.

1.4.1 Dam Crossing Delays

It is possible that during this contract other contracts may close the top of the dam to all vehicles in order to accomplish its work. The other contractors road closures will be similar to SECTION 01 14 00.20 28 paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS

1.5 RV PARKING

Special consideration for the use of the Walla Walla District Camping Grounds will not be given to the Contractor if camping at these sites. The Contractor's crew may not use Government parking lots near the Lower Granite Lock and Dam for RV parking.

WORK RESTRICTIONS - GENERAL

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only. Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.2 TRAFFIC CONTROL AND PUBLIC ACCESS

a. Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.

b. Existing public roads and access roads shall be kept open to vehicle traffic at all times. The Contractor shall conduct his work in such a manner as will obstruct and inconvenience traffic as little as possible. When necessary for the Contractor to operate on or cross existing highways or roads, the Contractor shall furnish signs, lights, and/or other necessary safe guards to safely control and direct the flow of traffic. The Contractor shall obtain any and all required permits for such operations from the appropriate private or public authority at no additional cost to the Government.

1.2.1 Public Access Barriers

In areas where the public has access to the job site the Contractor shall construct temporary barriers around ongoing work with bright orange plastic fencing. The barrier shall be maintained until completion of the individual piece of work.

1.3 MAINTAINING PROJECT SECURITY DURING CONSTRUCTION

During all demolition and construction activities, a continuous, secure perimeter must be maintained around the Government facilities. If construction requires removal of fencing or other security features or if construction features could provide unsecured access (such as during trenching under security fences), submit a plan outlining temporary measures and features to insure a secure perimeter. Submit plans to the Contracting Officer for approval a minimum of two weeks prior to starting construction work that could affect project security.

1.3.1 Security During Construction

If partially completed features could provide unsecured access to the project, the Contractor shall take special measures to maintain project security. As part of the Project Security During Construction Plan, include measures and features that will be employed to restrict access to Government facilities during construction.

1.4 ACTIVE ROADWAY HOURS

The roadway over Lower Granite Dam is an open and active roadway during the day. The roadway is closed on Thanksgiving Day, Christmas Day, and New Years Day, only. Hours of roadway operation are, typically, 0600 to 1800 hours daily. The roadway is open additional hours between the beginning of the Memorial Day weekend and the end of Labor Day weekend. During this time period, the roadway is open from 0600 to 1900 on Friday, Saturday, and Sunday. Other weekday hours are as noted above.

1.5 PROJECT ROADWAYS GENERAL

The roadways on both sides of the dam, are active, public roadways between 0600-1800 hours, daily. The following restrictions apply to these roadways:

a. The Contractor shall maintain a minimum of one lane of traffic open for travel at all times during the above time period. See paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS for total road closure coordination requirements.

b. Required traffic lane must accommodate a tractor-trailer.

c. Access for a standard size utility vehicle (6 foot width minimum) between the tailrace area and each side of any roadway closure must be maintained at all times.

e. Traffic control shall be provided by the Contractor when roadway access has been impacted due to Contractor work. See paragraph TRAFFIC CONTROL AND PUBLIC ACCESS above.

f. Both lanes of the public roadways on project property may be closed between 1800-0600 provided required Project access is maintained. Due to possible impacts to other contracts, complete closures must be coordinated with the Contracting Officer as outlined in paragraph

ROADWAY CLOSURE COORDINATION REQUIREMENTS.

1.6 ROADWAY CLOSURE COORDINATION REQUIREMENTS

All complete roadway closures must be approved by the Contracting Officer prior to closure as outlined below:

a. In the event closing both lanes of traffic is required between 0600 and 1800 hours daily, the following coordination is required:

1. Short duration roadway closures are limited to 30 minutes at a time with at least 2 hours between closures. Notify Contracting Officer of closure requirement a minimum of 24 hours prior to closure.

2. Anticipated roadway closures over 15 minutes will be submitted to the Contractor a minimum of 14 calendar days prior to closure to allow for public notification.

3. Roadway closures over 1 hour in duration will not be allowed between 0600 and 1800 hours daily.

b. The Contractor shall submit all anticipated roadway closures outside of 0600 to 1800 hours daily, to the Contracting Officer a minimum of 5 work days prior to closure.

c. Roadway closures required by the project for anticipated Government work must be accounted for in the Contractor's work plan.

1.7 ELECTRICAL WORK RESTRICTIONS

All electrical work that might impact the pumps for the fish ladder (connection to FQ-C4) or the JFF shall only be performed between the following dates: Oct 31, 2014 through Feb 28, 2015.

1.8 ADDITIONAL GOVERNMENT PERSONNEL AND EQUIPMENT ACCESS REQUIREMENTS

Lower Granite Lock and Dam will be in full operation throughout the course of Construction activities. In order to meet operational and maintenance needs the following personnel and equipment access requirements must be maintained:

a. The Project's Weld Shop will remain in use during construction.

The Contractor must provide safe access for Government personnel and vehicles via the vehicle doors during Government Work hours. Maintain a minimum of 9 feet wide access, for pick-ups. See Section 01 14 00.10 28 PROJECT SITE RESTRICTIONS, paragraph "Government's Work Schedule". Coordinate with the COR a minimum of 1 week prior to start of work that impacts Weld Shop and project personnel access.

b. The project receives periodic deliveries of supplies to the tailrace area. The Contractor must maintain access for large trucks and semi-trucks during Contruction. Coordinate with the COR a minimum of 1 week prior to start of work that impacts tailrace area access.

c. Personnel access to the Adult Fish Trap is required at all times between 1 March and 20 November.

d. Visitor's Center must be available for public access between the hours of 0900 and 1700 daily.

e. Access to the area between the Visitors' Center and Adult Fish Trap is required by semi-trucks on a daily to weekly basis between 15 August and 1 December. Temporary delays for the Fish Trucks access is allowed but must meet requirements of paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS subparagraph a., above. Closures outside of this time frame are limited to no more than 3 consecutive days and shall be coordinated with the COR a minimum of 30 calendar days in advance of closure.

f. Kelt tanks must be accessible via the double gate on the south side of the fence between 25 March and 1 July.

g. Pedestrian access to the NOAA connexes is required from 15 March to 30 July.

h. Pedestrian access on established walkways at the JFF is required at all times between 24 March and 16 December. Interruptions to accessibility must be coordinated with the COR a minimum of 3 weeks in advance. The Government may require access to equipment that is not alongside an established walkway.

MEASUREMENT AND PAYMENT

PART 1 GENERAL

In each instance, the contract price for an item shall constitute full compensation for furnishing all plant, labor, equipment, and materials, and for performing all operations required to complete the work included in the item as herein specified, or as otherwise approved.

1.1 RETAINAGE OF PAYMENT

Retainage in the amount of 10% of original contract award amount will be withheld until the final submittals, listed below, have been approved by the Government. See SECTION 01 78 00.00 28 "CLOSEOUT SUBMITTALS" for additional information.

a. Final Operation and Maintenance Manuals and Parts Catalogs.

b. Final Approved Versions of Contractor Prepared Drawings.

c. As-built contract drawings and FIO drawings.

d. Government Issued Items.

1.2 ITEM 0001 TEMPORARY POWER FOR JFF

Temporary power for JFF will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No. 0001, "Temporary power for JFF," which price and payment shall be full compensation for all work required for providing temporary power to the JFF during construction of the 5 KV feeder and new waste water treatment system, complete, as specified and approved.

1.3 ITEM 0002 TEMPORARY WASTE WATER HANDLING

Temporary waste water handling will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No.

0002, "Temporary waste water handling," which price and payment shall be full compensation for all work required for providing temporary waste water handling for the Lower Granite Dam, JFF and Visitors Facility, complete, as specified and approved.

1.4 ITEM 0003 DEMOLITION AND DECONSTRUCTION

Demolition and deconstruction will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No.

0003, "Demolition and deconstruction," which price and payment shall be full compensation for all work required for all demolition required in this work, including disposal of all wastes generated during the demoliton and deconstruction , complete, as specified and approved. Features included with this item will include, but not be limited to:

a. Existing Main Lift Station.

b. Communitor equipment (i.e. Muffin Monster)in and piping associated with Manhole No. 2.

c. Manhole No. 1.

d. Existing wastewater treatment plant and equipment.

1.5 ITEM 0004 NEW MAIN LIFT STATION

New main lift station will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No. 0004, "New main lift station," which price and payment shall be full compensation for all work required for construction of the new main lift station, complete, as specified and approved. Features included with this item will include, but not be limited to:

a. New valve and flowmeter vault.

b. Lift station controls and shelter enclosure for controls.

c. Modifications made to Manhole No. 2, including new 6-inch gravity sewer main between Manhole No. 2 and the New Main Lift Station wetwell.

d. Force main piping between the Main Lift Station and the valve and flowmeter vault.

e. Restoration of storm drain lines, concrete curb, and other miscellaneous site improvements.

f. Asphalt pavement restoration.

1.6 ITEM 0005 NEW 3-INCH FORCE MAIN

New 3-inch force main will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No. 0005, "New 3-inch force main," which price and payment shall be full compensation for all work required for construction of the new 3-inch force main from the new main lift station to the new septic tank system, complete, as specified and approved. Features included with this item will include, but not be limited to:

a. Removal and repair of the asphalt concrete pavement disturbed during trenching for the new 3-inch force main.

b. Installation of tracing wire, tracing wire access boxes, and cleanouts.

c. Casings, casing seals, and controlled density backfill (CDF) for culvert and utility crossings.

1.7 ITEM 0006 JFF LIFT STATION IMPROVEMENTS

JFF lift station improvements will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No.

0006, "JFF lift station improvements," which price and payment shall be full compensation for all work required for construction of the JFF lift station improvements, complete, as specified and approved. Features included with this item will include, but not be limited to:

a. New valve and flowmeter manhole.

b. New force main piping from the wetwell to the connection with the primary force main.

c. New control panel with telecommunications.

d. Installation of tracing wire, tracing wire access boxes, and cleanouts.

1.8 ITEM 0007 NEW SEPTIC TANK SYSTEM

New septic tank system will be measured for payment as a complete pay item (JOB). Payment will be made at the lump sum price for Item No. 0007, "New septic tank system," which price and payment shall be full compensation for all work required for construction of the new septic tank system, complete, as specified and approved. Features included with this item will include, but not be limited to:

a. Septic and dosing tanks with specified features and appurtenances.

b. Drainfield flowmeter, piping and manhole.

c. Drainfield distribution valve and enclosure.

d. Transport piping between the septic and dosing tanks and from the dosing tank to the distribution valve.

1.9 ITEM 0008 NEW DRAIN FIELD

Payment will be made at the lump sum price for Item No. 0008, "New drain field," which price and payment shall be full compensation for all work required for construction of the new drain field, complete, as specified and approved. a. Drainfield headers, laterals, valves, monitoring ports, and sand-lined trenches.

a. Trenching areas that will not be covered with gravel, concrete or asphalt.

1.11 ITEM 0010 NEW 5 KV FEEDER

New 5 KV feeder will be measured for payment as a complete pay item (JOB).

Payment will be made at the lump sum price for Item No. 0010, "New 5 KV feeder," which price and payment shall be full compensation for all work required for construction of the New 5 KV feeder, complete, as specified and approved. Features included with this item will include, but not be limited to:

a. Install new 5 KV feeder from the Station Service inside the dam to the JFF.

Payment will be made at the lump sump price for Item No. 0011, "Telecommunications", which price and payment shall be full compensation for all work required for the construction of the telecommunication system supporting the new wastewater conveyance and treatment system improvements, complete, as specified and approved. 1.3 QUALIFICATIONS

Designate and submit for approval an authorized representative to be responsible for the preparation of the schedule and all required updating (activity status) and preparation of reports. The authorized representative shall be experienced in scheduling projects similar in nature and complexity to this project and shall be experienced in the use of the scheduling software that meets the requirements of this SPECIFICATION.

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to the Contract Clause, SCHEDULES FOR CONSTRUCTION CONTRACTS. Show in the schedule the sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The scheduling of the entire project, including the design and construction sequences, is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel shall actively participate in its development.

Subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. The schedule must be a forward planning as well as a project monitoring tool.

3.1.1 Approved Project Schedule

Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. Make the schedule cost loaded and activity coded. The schedule will provide the basis for all progress payments.

3.1.2 Schedule Status Reports

Provide a Schedule Status Report on at least a monthly basis. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress including those that may be required by the Contracting Officer, without additional cost to the Government.
