3.2 PLACING
3.2.1 General
The asphalt concrete overlay shall be 1.5 inches in thickness.
3.2.1.1 Asphalt Concrete Mixture
The asphalt concrete mixture shall be placed on an approved surface, spread and struck off to the grade and elevation shown in the contract drawings.

In all cases, prior to continuing placement, the edge of previously placed pavement shall be cut back to expose an even vertical surface for full thickness of the course.
3.2.3 Tack Coat
A tack coat shall be applied in a manner that provides full coverage of the applied surface. A minimum applied rate of 0.04 gallons per square yard of retained asphalt shall be applied. The Contracting Officer will direct the application of additional tack coat if full coverage is not observed. All costs associated with tack coating shall be incidental to the cost of asphalt concrete paving.
3.3 COMPACTION
3.3.1 Uniform Compaction
Immediately after the asphalt concrete mixture has been spread, struck off, and surface irregularities adjusted, it shall be thoroughly and uniformly compacted. The completed course shall be free from ridges, ruts, humps, depressions, objectionable marks, or irregularities and in conformance with line, grade, and cross section as shown in the contract drawings or as specified.
3.3.2 Compaction
Compaction shall take place when the mixture is in the proper condition so that no undue displacement, cracking or shoving occurs. All compaction units shall be operated at the speed, within specification limits, that will produce the required compaction. Areas inaccessible to large compaction equipment shall be compacted by mechanical or vibratory hand compactors. Any asphalt concrete that becomes loose, broken, contaminated, shows an excess or deficiency of asphalt, or is in any way defective, shall be removed and replaced at no additional cost to the Government with fresh hot mix which shall be immediately compacted to conform with the surrounding area.
3.3.3 Rolling
Unless otherwise directed by the Contracting Officer, rolling shall begin at the edge of the pavement and proceed longitudinally with the direction of laydown, working to the highest point of the pavement template with each pass overlapping one-half the roller width of the previous pass. When paving in echelon or abutting a previously placed lane, the longitudinal joint should be rolled first followed by the regular rolling procedure.
3.3.4 Prevention of Adhesion to the Rollers
To prevent adhesion of the mixture to the rollers, the wheels shall be kept properly moistened with water or water mixed with very small quantities of detergent or other approved materials. Excessive moisture shall not be left on the asphalt concrete.
3.3.5 Compaction of Asphalt Concrete
The asphalt concrete pavement shall be compacted to a density of 91.0 percent of the theoretical maximum density as determined by the Superpave Mix Design Method.
3.4 WEATHER LIMITATIONS
3.4.1 Wet or Damp Surfaces
Asphalt concrete shall not be applied to wet or damp surfaces or before any imminent storms that might damage the final results. The Contracting Officer will have the discretion as to whether the conditions are unsuitable to proceed with construction.
(1) The average surface temperature of the media to be overlayed shall be a minimum of 45-degrees F.
(2) The air temperature shall be a minimum of 50-degrees F and be expected to be maintained or rise as work proceeds.
3.5 PROTECTION
Should irregularities or contamination develop in the asphalt concrete, or in materials supporting the asphalt concrete, during or after placement until the work is accepted, the Contractor shall correct the defects to meet the requirements of this specification. Any additional materials, labor, or equipment necessary to make the repairs shall be furnished by the Contractor at no expense to the Government.
3.6 CONTRACTOR QUALITY CONTROL
3.6.1 Construction Testing Firm
The Construction Testing Firm (Testing Firm) used for quality control testing shall be a recognized testing firm with a laboratory meeting the requirements of ASTM E 329 to test the asphalt concrete. the Contractor shall immediately notify the COR of all unsatisfactory test results, measurements, observations, or conditions that are not in accordance with the Plans and Specifications.
3.6.1.1 Daily Testing Reports
The Testing Firm shall prepare a Daily Testing Report documaenting construction observations, field measurements, paver screed height, material sampling, density tests, laboratroy test results as available, and other pertinent information. Contractor shall attach the Daily Testing Reports to the Contractor's Daily Report.
3.6.1.2 Weekly Summaries and Final Asphalt Materials Testing Report
3.6.1.2.1 Weekly Summaries Reports
The Testing Firm shall prepare a summary report on a weekly basis. The summary reports shall include the Daily Reports documenting, construction observations, field measurements, paver screed height, material sampling, density tests, and laboratory test results as available. Discrepancies, exceptions and other issues not consistant with the plans and specifications shall be specifically addressed, including a description of the problem, as well as the planned approach for meeting the requirements of the Plans and Specifications.
3.6.1.2.2 Final Asphalt Materials Testing Report
The Testing Firm shall also prepare a Final Asphalt Materials Tesing Report including all the construction observations and test results, as well as confirmation that all descrepancies and construction issues were addressed.
3.6.1.2.3 Sealing of Reports
The Weekly Summary Reports and the Final Asphalt Materials Testing Report shall be sealed by a Licensed Professional Engineer indicating the asphalt concrete and related construction were constructed in accordance with the Plans and Specifications.
3.6.2 Asphalt Concrete Density Testing
The density of comapcted asphalt concrete pavements shall be routinely tested by the construction Testing Firm using a nuclear densometer after completion of finish rolling. Density tests shall be completed along bike path segemets at a maximum of 250 foot intervals. In parking lot areas, density test coverage shall be consistent with a minimum of one test per 5,000 square feet of pavement, each parking lot shall have a minimum of one test unless it's size requires more.

3.6.3 Surface Smoothness
The Contractor shall check surface smoothness for compliance to the specifications and make available for use by the Contracting Officer a manufactured 10-foot straight edge. Surface smoothness shall be checked in the transverse and longitudinal directions at intervals not more than 100 feet. Results of measurements to check surface smoothness shall be included in Daily Reports by the construction Testing Firm.
3.6.4 Asphalt Temperature
A probe thermometer shall be used to determine the internal temperature of the asphalt concrete. A minimum of one (1) temperature reading shall be recorded for each required density check. Both ambient air temperature and asphalt temperatures shall be included in Daily Reports by the construction Testing Firm.
3.6.5 Additional Tests
3.6.5.1 Asphalt Cement Content and Gradation
The asphalt concrete shall be sampled in the field during placement.
Testing for asphalt content and aggregate gradation shall be completed on a daily basis. Results shall be available within 24 hours of sampling.
3.6.5.2 Maximum Theoretical Density
Testing to determeine the theoretical density shall be completed on the first day of asphalt concrete placement, and again for each subsequent 500 tons of asphalt placed at the site. Test results shall include a statement by the construction Testing Firm confirming whether the test results are consistent with the Job Mix Formula and the Specifications.
3.6.5.3 Materials for Testing
The sample of materials for testing shall be taken from the test area prior to compaction and in accordance with ASTM D 979. The asphalt concrete mix shall be tested in accordance with ASTM D 2172 to determine the asphalt cement content and in accordance with ASTM C 136 to determine the aggregate gradation.
3.6.6 Acceptance Criteria
The Final Asphalt Materials Testing Report may be accepted by the COR if all work meets the specifications.
