Question 1:

Is it acceptable to include resumes of senior personnel who are not certified but can provide support to the certified personnel?

SF 330, Section E, requests resumes of key personnel proposed for this contract. This section is not limited to certified personnel.

Question 2:

Is there a page limit?

No page limit.

Question 3:

We are not clear on the subcontracting requirements.

On the large if you add it up the subcontracts amount are around 94%. Then is says “the total goal for subcontracting to small businesses for this IDC is 20% of the contract amount.”

Does this mean that of the 20% it needs to breakdown per the other percentages??

Yes, the percentages are a breakdown of what is to be included in the 20% goal.

Question 4:

The Submission Requirements state: "SUBMISSION REQUIREMENTS: Interested architect-engineer firms having the capabilities to perform this work must submit three

(3) copies of Standard Form (SF) 330, Architect-Engineer Qualifications, Part I and II for the prime firm and a separate SF 330 Part I and II must be submitted for each firm that will be part of the team proposed on the contract."

Per these requirements USACE is requesting that both Part I and Part II be submitted for the prime, as well as Part I and Part II being submitted for each team member.

Typically only one Part I is submitted for the entire team, showing the combined qualifications, experience, resources, etc., with a Part II being submitted for each team member.

Can you please confirm that this requirement is an error and that you are only requiring one single Part I for the entire team, with a Part II for each team member?

The announcement was amended on November 4, 2008 to read, “Interested architect-engineer firms having the capabilities to perform this work must submit three (3) copies of Standard Form (SF) 330, Architect-Engineer Qualifications,” Part I and II for the prime firm. A separate SF 330 Part I and II may be submitted for each firm (JV partner or major subcontractor) that will be part of the team proposed on the contract to adequately present qualifications of the entire team. All documents shall be submitted in triplicate.”

Question 5:

You are asking for a 3 copies of a complete SF330 Part I and Part II for the prime and each firm on the team.

The SF330 Part I is designed for the complete combined team, with their roles spelled out and an Org Chart, as well as a matrix showing how the personnel provided have worked on the projects used. This would be where the team would provide it’s qualifications and how the team anticipates meeting your requirements.

The SF330 Part II is designed to show an overview of the people and types of projects for each office that each individual firm is using.

Do you perhaps mean that you want 3 copies of a complete SF330 Part I for the team and a Part II for each firm on the team?

Question 6:

Is there some flexibility in the solicitation requirement to submit a separate SF330 package for the prime and each sub? We are hoping to submit one SF330 to best capture and present our full team interaction between prime/subs.

SF 330 Part l, Section E, Key Personnel. Solicitations W912EF-09-R-007 and W912EF- 09-R-008 require the firm's cost engineering specialist be identified by resume in Section E of the SF 330. Are there any other requirements for key personnel.

Requirements are only as stated in the announcement.

Question 8:

Submission Requirements. Solicitations W912EF-09-R-007 and W912EF-09-R-008 require the prime firm complete Part I and Part ll of the SF 330 form and a separate SF 330 Part I and Part ll be submitted for each firm that is part of the team.

This is not typical from past experience.

Typically the prime firm will complete Part I and Part II for the team and each member of the team will complete a separate Part ll.

Question 9:

If the prime firm identifies each firm on their SF 330 Part I form that will be part of the proposed team, does each firm on the team need to submit a separate SF 330 Part I form?

If so, should the proposed teams organization (section D) and additional information (section H) be repeated on the Part I forms for each team member? Also, if separate Part I forms are needed for each firm on the proposed team, does the prime firm's Part I form need to contain the key resumes (section E) and projects (section F) for all members on the team or is it ok for them to only be included on each firms separate Part I form?

Question 10:

Do all resumes proposed as key staff have to be certified cost estimators? In other words, can key staff needed to meet the specialized experience and technical competence (solicitation requirement B) such as Value Engineering Studies or Risk Analysis not be certified cost engineers as long as they are supported by a team of certified cost engineering specialist in all required areas (solicitation requirement A)?

The current synopsis requires tech expertise in cost engineering areas. Areas such as risk analysis or scheduling may or may or may not have cost certification.

Submission requirements states “interested architect-engineer firms having the capabilities to perform this work must submit three copies of SF330, AE Qualifications, Part I and II for the prime firm and a separate SF330 Part I and II must be submitted for each firm that will be part of the team proposed on the contract.”

Please clarify regarding whether a COMPLETE SF330 PART I IS REQUIRED FOR ALL TEAM MEMBERS OR JUST THE PRIME. Thank you for your help.

Question 15:

B.3.18 - Operate and close utilities confirmatory sampling sites:

(General clarification)

This is missing a comma, this should read "operate and close utilities, confirmatory sampling sites"

Operating utilities (ie maintaining power) Close would be to close out substations and any contaminates that would be included.

Confirmatory sampling is the process to go in and take samples to assure the cleanup has been completed or to confirm what the soil properties are.

Question 16:

If a company hires individual "technical experts" that are not part of a bigger company, do they have to submit a separate SF330 for the individual? Or can this "technical expert" be added to the prime contractor’s team and resume submitted with the prime's

Offers will be evaluated based on the technical aspects of personnel and experience as stated within the solicitation.

Question 18:

The size standard for the contract is $4,500,000 according to the solicitation. Does that mean that just the prime contractor must be under a size standard of $4.5 million and can have a large business sub, or do all businesses need to be under $4.5 million individually, or must all businesses combine their last three years of average revenues and still be under the size standard?

Size standard is based on the prime contractor’s average revenues in accordance with FAR Part 19.101.

It is our assumption that the SF 330 for the prime (VETCO) would contain the total team information such as the integrated organization chart, resumes, project descriptions and responses in Section H for the total team.

A. Are you asking that we submit an SF 330 for each of the 2 subcontractors that would duplicate this information they have provided to us as the prime for the VETCO SF 330?

(which includes resumes, projects, company information, and their Part II forms)

B. Is it expected that the subcontractors provide 10 project descriptions in their individual SF 330's?

C. Is it understood that Subcontractors will not be able to answer questions in section H since they are not managing the contract? That section pertains to the criteria that the prime needs to address such as the staffing, the team competence, and the capacity to do work.

Question 20:

Solicitation requires SF 330 Parts 1 and 2 for prime and subcontractors, considering most of the pertinent subcontractor information will be contained within the team SF 330.

Is this a true requirement?

Question 22:

The area of the solicitation that describes the Project Information says that "The firm selected will also be required to perform cost estimating review in accordance with the Walla Walla Cost Center guidance, perform cost analysis, risk analysis, scheduling, evaluation of management controls, attend meetings, site investigations, prepare Change Order cost estimates and assist in negotiations, if required." Cost estimating review, evaluation of management controls, attending meetings, site investigation, and assisting in negotiations are not identified as one of the selection criteria. We have experience conducting independent reviews, evaluating management controls, and assisting with negotiations. Does USACE want project references for this experience or will it not be considered since it's not part of the selection criteria identified in the solicitation?

The entire proposal will be considered for evaluation of technical and experience based on the selection criteria.

Question 23:

When choosing a proposed team, does the prime firm have to have either in-house or through consultants for each separate disciplines listed below or can an individual on the team be multi-disciplined and perform more than one discipline?

The firm must have cost engineering specialist(s) for each required design discipline, such as architectural, structural, civil, mechanical, environmental and electrical.

(9) Risk Analysis.

A contractor may have multi-disciplines.

Question 24:

Will a Registered Professional Engineer (PE) be accepted as fulfilling the certification requirements for cost engineering specialist?

The solicitation is requesting cost certification.

Question 25:

Does the SB prime contractor need to have a certified cost engineering specialist for each of the six disciplines (i.e. 6 certified cost engineers, one for each discipline) or can the prime have cost engineering specialists that can provide cost engineering in any/multiple disciplines with additional depth engineers/estimators that are qualified in each discipline?

Multi-discipline is acceptable.

Question 26:

I was wondering if the prime firm included the sub consultants Part F projects with their own SF 330, can the prime firm have more than 10 projects? With the change to the solicitation that sub consultants/team firms do not have to submit an entire SF 330 (Part I and II), some of our teaming firms would be more comfortable to just submit portions of the SF 330. We do not want to take away from our firm’s (the prime firm) project experience, since we have nine projects that we would like showcase.
