The paver shall be operated at a speed consistent with the delivery of plant mix which provides for a smooth, uniform forward travel with the least number of stops.

3.1.3 Rollers

Rollers shall be of the steel wheel, vibratory, or pneumatic-tired type, in good condition, capable of reversing without backlash, and shall be operated at speeds slow enough to avoid displacement of the mixture.

Rollers with steel-wheel drums shall be equipped with spray bars to distribute water. The number and weight of rollers shall be sufficient to compact the mixture as specified in paragraph 3.3.5 COMPACTION OF ASPHALT CONCRETE. The use of equipment which results in excessive crushing of the aggregate will not be permitted. Rollers producing pickup, washboard, uneven compaction of the surface, or other undesirable results shall be removed from the work area.

3.2 PLACING

3.2.1 General

3.2.1.1 Asphalt Concrete Mixture

The asphalt concrete mixture shall be placed on an approved surface, spread and struck off to the grade and elevation shown in the contract drawings.

Unless otherwise directed by the Contracting Officer or specified elsewhere in the contract documents, the compacted depth of any one course shall not exceed three (3) inches.

3.2.1.2 Internal Temperature

The internal temperature of the mixture shall not drop more than 20-degrees F between the hot plant and the paver and shall not be less than 185-degrees F upon achieving density requirements in accordance with paragraph 3.3.5 COMPACTION OF ASPHALT CONCRETE.

3.2.2 Joints

3.2.2.1 General

Joints between old and new pavements, between successive days' work, or joints that have become cold (less than 175-degrees F) shall be made to ensure continuous bond between the old and new sections of the course. All joints shall have the same texture, smoothness, grade, and density as required for other sections of the course. Contact surfaces shall be cleaned by brushing or shall be cut back, as directed. The surface against which new material is placed shall be sprayed with a thin, uniform tack coat. Material shall be applied far enough in advance of placement of a fresh mixture to ensure adequate curing. Care shall be taken to prevent damage or contamination of the sprayed surface. Public traffic shall not be permitted on the prepared surface after the tack coat application.

Placement of the pavement mix shall be completed within four (4) hours after application of the tack coat.

3.2.2.2 Transverse Joints

The roller shall pass over the unprotected end of a strip of freshly placed material only when placing is discontinued or delivery of the mixture is interrupted to the extent that the material in place may become cold. In all cases, prior to continuing placement, the edge of previously placed pavement shall be cut back to expose an even vertical surface for full thickness of the course.

3.2.3 Tack Coat

A tack coat shall be applied in a manner that provides full coverage of the applied surface. A minimum applied rate of 0.04 gallons per square yard of retained asphalt shall be applied. The Contracting Officer will direct the application of additional tack coat if full coverage is not observed. All costs associated with tack coating shall be incidental to the cost of asphalt concrete paving.

3.3 COMPACTION

3.3.1 Uniform Compaction

Immediately after the asphalt concrete mixture has been spread, struck off, and surface irregularities adjusted, it shall be thoroughly and uniformly compacted. The completed course shall be free from ridges, ruts, humps, depressions, objectionable marks, or irregularities and in conformance with line, grade, and cross section as shown in the contract drawings or as specified.

3.3.2 Compaction

Compaction shall take place when the mixture is in the proper condition so that no undue displacement, cracking or shoving occurs. All compaction units shall be operated at the speed, within specification limits, that will produce the required compaction. Areas inaccessible to large compaction equipment shall be compacted by mechanical or vibratory hand compactors. Any asphalt concrete that becomes loose, broken, contaminated, shows an excess or deficiency of asphalt, or is in any way defective, shall be removed and replaced at no additional cost to the Government with fresh hot mix which shall be immediately compacted to conform with the surrounding area.

3.3.3 Rolling

Unless otherwise directed by the Contracting Officer, rolling shall begin at the edge of the pavement and proceed longitudinally with the direction of laydown, working to the highest point of the pavement template with each pass overlapping one-half the roller width of the previous pass. When paving in echelon or abutting a previously placed lane, the longitudinal joint should be rolled first followed by the regular rolling procedure.

3.3.4 Prevention of Adhesion to the Rollers

To prevent adhesion of the mixture to the rollers, the wheels shall be kept properly moistened with water or water mixed with very small quantities of detergent or other approved materials. Excessive moisture shall not be left on the asphalt concrete.

3.3.5 Compaction of Asphalt Concrete

The asphalt concrete pavement shall be compacted to a density of 91.0 percent of the theoretical maximum density as determined by the Superpave Mix Design Method.

3.4 WEATHER LIMITATIONS

3.4.1 Wet or Damp Surfaces

Asphalt concrete shall not be applied to wet or damp surfaces or before any imminent storms that might damage the final results. The Contracting Officer will have the discretion as to whether the conditions are unsuitable to proceed with construction.

(1) The average surface temperature of the media to be overlayed shall be a minimum of 45-degrees F.

(2) The air temperature shall be a minimum of 50-degrees F and be expected to be maintained or rise as work proceeds.

3.5 PROTECTION

Should irregularities or contamination develop in the asphalt concrete, or in materials supporting the asphalt concrete, during or after placement until the work is accepted, the Contractor shall correct the defects to meet the requirements of this specification. Any additional materials, labor, or equipment necessary to make the repairs shall be furnished by the Contractor at no expense to the Government.

3.6 CONTRACTOR QUALITY CONTROL

3.6.1 Surface Smoothness

The Contractor shall check surface smoothness for compliance to the specifications and make available for use by the Contracting Officer a manufactured 10-foot straight edge. Surface smoothness shall be checked in the transverse and longitudinal directions at intervals not more than 50 feet.

3.6.2 Asphalt Temperature

A probe thermometer shall be used to determine the internal temperature of the asphalt concrete. A minimum of one (1) temperature reading shall be recorded for each required density check.

3.6.3 Asphalt Cement Content and Gradation

3.6.3.1 Additional Tests

In addition to tests prior to production, the asphalt concrete shall be tested for asphalt cement content and gradation each day that production takes place. Test results for asphalt concrete pavement placed at the work area shall be submitted to the Contracting Officer prior to asphalt concrete placement the following day.

3.6.3.2 Materials for Testing

The sample of materials for testing shall be taken from the roadway prior to compaction and in accordance with ASTM D 979. The asphalt concrete mix shall be tested in accordance with ASTM D 2172 to determine the asphalt cement content and in accordance with ASTM C 136 to determine the aggregate gradation. The Contractor shall submit test result for asphalt cement content and aggregate gradation as part of the Asphalt Material Testing Report.

3.6.4 Core Removal for Density Determinations

At the completion of asphalt concrete paving operations, the Contractor shall remove drilled cores not less than four (4) inches in diameter from the pavement. One (1) core shall be removed per 5,000 square feet of pavement placed. Core locations will be directed by the Contracting Officer. Density of cores shall be determined in accordance with ASTM D 1188. The Contractor shall submit the density determinations as part of the Asphalt Material Testing Report. The Contractor shall repair all core holes within four (4) hours after drilling the core. The asphalt concrete patch shall be compacted to create a uniform texture matching the surrounding asphalt concrete.

3.6.5 Quality Control Laboratory

The laboratory used for quality control testing shall be a recognized testing laboratory meeting the requirements of ASTM E 329 to test the asphalt concrete. The Contractor shall telephone all test results to the Contracting Officer on the same day as the testing was performed and submit all test reports as part of the Asphalt Material Testing Report.
