GENERAL ELECTRICAL WORK
PART 1 GENERAL
1.1 EXISTING CONDITIONS
1.1.1 Asbestos in Wiring
Wire samples were taken from the SP2 Board at McNary on 1/9/09. The sample results verify 60% chrysotile asbestos. The test results are included at the end of this SECTION. The dark woven fabric is free of asbestos, but the asbestos is contained in the underlying tan insulation, thus pulling the wiring should not release any fibers. Fibers could be released during cutting, however this would be minimal since the fibers are bound up in a matrix that would not allow them to be easily released.
1.1.1.1 Removal
Remove existing board SP2 from the powerhouse with all wiring intact and remove from the project site. Once offsite, existing wiring with asbestos-containing material in the insulation shall be removed by a qualified and licensed asbestos contractor. Qualifications of the asbestos contractor shall be submitted to the Contracting Officer for approval prior to start of asbestos removal.
1.1.1.2 Disposal
Disposal of asbestos-containing material shall be at a landfill approved for asbestos disposal by the USEPA, and state and local regulatory agencies. The Contractor shall provide written evidence that the landfill to be used is approved for asbestos disposal by the USEPA, and state and local regulatory agencies.
1.1.1.3 Waste Shipment Records
The Contractor shall complete and provide the Contracting Officer final completed copies of the Waste Shipment Record for all shipments of asbestos waste material and other required state waste manifest shipment records, within three (3) days of delivery to the landfill. Each Waste Shipment Record shall be signed and dated by the Contractor, the waste transporter, and disposal facility operator.
1.1.2 Lead-Based Paint
Lead-based is present on the SP2 board. The Contractor's activities shall not include any abrasive operations, such as sanding, grinding, etc.

3.1 EQUIPMENT REPLACEMENT AND CUTOVER PLAN
3.1.1 General
The Contractor shall submit at least 60 days prior to the equipment installation date the proposed step-by-step removal and installation procedure and system cutover schedule. The procedures and schedule shall include those activities and requirements listed in the TECHNICAL SPECIFICATIONS and indicated on the drawings. The construction sequence will be critical in maintaining availability and operability of Drainage Pump No. 4 and the Unwatering Pumps during the change-out of the equipment. Outages shall be kept to a minimum and shall be coordinated with the Contracting Officer. Temporary outages of individual circuits will be required as loads are transferred from the existing panels and Unwatering Pump MCC to the new MCC and Control Panel. Proper sequencing of the work shall be required to minimize the duration of pump outages.
3.1.2 Unwatering and Drainage Pump Coordination
Unwatering Pumps No. 2 (UP2) and Unwatering Pump No. 3 (UP3) are back-up pumps for the Drainage Pump No. 4 (DP4). DP4 must be fully operational and able to pump down the Drainage Sump without unwatering Pumps, before UP2 and UP3 can be disabled. At no time shall the Drainage Pump and Unwatering Pumps No. 2 or No. 3 all be out of commission at the same time. Circuit the DP4 water level control circuit from the Unwatering Pump MCC (SP2) to the Drainage Pump motor controller (DP4C). Provide temporary "Preferred AC" power to FS2 and disconnect the "Preferred AC" power coming from SP2.
Install Unwatering Pump control panel (SP2C) and cut-in parallel control and annunciations circuits. Remove existing Unwatering Pump MCC. Install the new Unwatering Pump MCC; connect, test and verify operations.
Disconnect and remove (demo) remaining conduit and conductors for the old MCC. The SEQUENCE OF WORK paragraph below provides more detail.
3.1.3 Required Provisions
The Contractor shall submit for approval a detailed step-by-step installation plan and schedule for performing the work. The plan shall include a detailed sequential list of activities, duration of each activity, and duration of all outages required. The plan shall reflect the Project's safe clearance procedure for de-energizing equipment, in accordance with SECTION 01 35 29.10 28 SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS. No work will be allowed to commence until the plan is approved. Any revisions to the approved plan shall be submitted for approval.

The following is the recommended major sequence of work that shall be followed to minimize outages during cutover of the entire installation.
This is not all-inclusive and does not address replacement of equipment or circuits beyond the Unwatering Pump MCC and Control Panel and the Drainage Pump motor controller (DP4C). The Contractor's submitted plan shall address all tasks specified in this contract, as well as those major tasks listed below. Changes to the required sequence may be recommended as part of the Contractor's plan if the changes provide economy of labor without increasing the required outages.
a. Install new Drainage Pump No. 4 motor controller (DP4C) and connect to Drainage Pump No.4. Inspect and test the DP4 and DP4C together.
Observe if DP4 can lower the water levels in the Drainage Sump without an Unwatering Pump operating. If DP4 cannot lower water levels in the Drainage Sump without an Unwatering Pump operating also, notify the Contracting Officer in writing.
b. Move the automatic control for DP4 from SP2 to the Drainage Sump motor controller panel DP4C. The Drainage Sump pump control is connected to Drainage Sump sensor and relay panel (FS2). Connect the DP4 automatic input to the appropriate FS2 relay and disconnect input to SP2.
c. The FS2 relays and sensors require "Preferred AC." Cut-in to conduit SO11-u1-SP203 connected to SP2 and provide parallel temporary power to FS2 so DP4 can operate automatically from FS2 without SP2.
Maintain "Preferred AC" power to SP2.
d. Install SP2C. Provide parallel control and annunciation circuits for the existing SP2 control and the new SP2C. The parallel circuits shall allow SP2C to be connected and tested while the existing SP2 controls are functional. Run parallel conduit and conductors from SP2C to existing control and annunciation circuits and cut-in. Test SP2C with existing control and annunciation circuits. Verify SP2C meets Unwatering Pump controls including sequence of operation.
e. After the SP2C has been tested and approved by Contracting Officer;
remove (demo) the old MCC SP2. Install new MCC SP2. Connect 4160 VAC and 250/125 VDC power to the MCC and test in local manual mode.
Maintain manual operability while the SP2C circuits are being connected. Connect control and annunciation circuits. Test and verify operation.
f. Disconnect and remove control and annunciation circuit that connected to the old MCC.
3.1.5 Sump Watch
