(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTOR 1 TECHNICAL ACCEPTABILITY (ACCEPTABLE/UNACCEPTABLE):

To be determined technically acceptable the offeror shall:

a. Provide documentation that demonstrates that the offerer has the capability to perform the services IAW the scope of work.

b. Offerers shall provide any certifications which would assist the government evaluating technical acceptability.

FACTOR 2 PRICE

Pricing shall be provided for the base year and each option year to include the hourly rates and total pricing amounts. An authorized official of the firm shall sign the SF 1449 and all solicitation amendments.

(b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).

The total quoted price will be determined by a summation of the quoted pricing of each line item listed in section B of this solicitation. Quotes will be examined to determine the extent to which quoted prices are comparable with the government estimates, previous procurement history, and a determination made of Price Reasonableness. The government may reject any price quote that is determined to be Not Fair and Reasonable, unrealistically high, or low in price when compared to government estimates, or are unbalanced, such that the price quote is deemed to reflect an inherent lack of competence or failure to comprehend the requirements.

Award:

It is incumbent upon the offeror to submit sufficient documentation and information for the government to determine technical acceptability, satisfactory past performance, and the quoted pricing. Failure to submit sufficient information for the government to determine technical acceptability, satisfactory past performance, and price may be cause for rejection of your quote.

Award will be made to the contractor whose price is the lowest of all offers determined to be technically acceptable. The government will evaluate the lowest priced offer for technical acceptability. If the lowest priced offer is determined to be unacceptable, the next lowest offer will be evaluated for technical acceptability until an acceptable offer is determined.

NOTE: All quotes must be valid for 60 days.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
