About this file

This pre-bid meeting presentation outlines requirements for a federal construction contract to repair the Paradise Lake Closure on the Mississippi River. Key details include:

  • The U.S. Army Corps of Engineers Vicksburg District is soliciting bids under number W912EE24B0002 to realign, regrade, and pave with stone a closure structure and construct a rock chute where major loss of riverbed section exists. Work will include excavating and backfilling sand, placing stone, grading, and installing erosion controls over 300 calendar days.

  • Bidders must have the marine equipment capability to complete stone placement and provide documentation of a continuous stone supply commitment from suppliers. Low bidders must submit this equipment and supplier information to be eligible for award.

  • Pre-construction surveys will establish as-built conditions before starting given design was based on 2022 surveys, and scour since may be larger. Surveys will be repeated after inundation. Work will proceed in 500-foot sections.

  • Estimated quantities are provided but actuals may differ given routine high water scour at the site. Bidders should anticipate adjusting excavated sand distribution as needed to fill scour holes.

CONSTRUCTION BRANCH REMARKS

ESTIMATED QUANTITIES

• Amendment 3 revised the bid schedule to align with the estimated quantities for unit priced items.

• Surveys completed in June 2022 were used to calculate the estimated quantities and develop the cross-sections provided in the plans.

• The closure dam routinely experiences high river conditions resulting in scour. Bidders should anticipate larger scour holes than those shown in the cross-sections. Existing sand shall be excavated to the grades shown and primarily used to fill the scour holes, with any excess placed in the designated areas. No sand shall be imported. Bidders should anticipate adjusting the distribution of excavated sand as needed to effectively fill scour holes at no adjustment in price. It is possible that all excavated sand will be required to fill scour holes with no excess.

• Bidders are encouraged to make a site visit prior to submitting their bid. Site visit POC is Jason Overstreet, Greenwood Area Office Area Engineer at 662-453-5531.

In addition to criteria in FAR 9.104-1, the apparent low bidder is required to submit the following information to be eligible for award.

1. Provide a list of marine equipment available showing sufficient resources and capability to complete the stone protection of the Paradise Lake Closure Dam. Indicate whether this equipment is owned or leased by the prime or subcontractor. If the equipment is leased, provide documentation between equipment provider and contractor showing agreement that equipment will be available at the time of removal and installation.

2. Provide a signed letter from the Contractor’s stone supplier(s) stating the supplier(s) will provide a continuous supply of stone throughout the stone placement period.

Submission of the information above does not replace the full submittal requirements for these items in accordance with the contract requirements.

DEFINITIVE RESPONSIBILITY REQUIREMENTS

a. Duration is 300 calendar days. Time extensions will be given when the site is inaccessible due to river conditions.

Contractor should provide continuous stone delivery and work diligently to complete the project by the required completion date.

b. Repairs to Ashbrook Dike 2R will be completed under a separate contract. Repairs to Dike 2R will provide a 30 ft crown to use for access if needed. The repairs are expected to be complete by the end of December pending favorable river conditions but are not guaranteed. Delays resulting from low river stages if the dike is incomplete will be considered an excusable delay (time only).
