In the development and execution of the plan, the Contractor shall insure that all gated structures are operated in a manner to minimize the accumulation of water behind these structures. This requires that the Contractor develop a means of providing for reliable stream gage reading at each location which considers the individual hydrologic and meteor logic conditions for each stream; i.e., the rate of rise and fall resulting from rainfall events and also the effect on stream/river stages, if any, as caused by flood control gate operations by the U. S. Army Corps of Engineers at Arkabutla, Sardis, Enid, and Grenada Lakes. Unless otherwise directed by the COR, gates shall be fully opened when the land-side water elevation is greater than that on the stream/river side; and, conversely, the gates shall be fully closed when the stream/river side water elevation is greater than that of the land-side.

b. Mower blades shall be kept sharp to help assure clean cutting and minimize grass foliage breakage and bruising as evidenced by the browning of the grass turf after mowing operations.

c. In conducting mowing operations, the Contractor shall not cause any rutting or sod damage. Should the Contractor encounter any soft or damp areas, the mowing procedure and/or equipment shall be adjusted to prevent any rutting or sod damage.

d. In the event that any mowing operation results in the production of piles of clippings or other deposits of cut vegetation which, in the COR's opinion, may result in damage to the grass sod if left in place, then the COR may direct the Contractor to remove and dispose of such piles or deposits.

C.6.4.2. Urban Levee Mowing & Trimming Services. The Contractor shall provide the following mowing and trimming services for the urban levees located in and around Greenwood, Mississippi. f. In conducting mowing operations, the Contractor shall not cause any rutting or sod damage. Should the Contractor encounter any soft or damp areas, the mowing procedure and/or equipment shall be adjusted to prevent any rutting or sod damage. However, the requirement to cut the grass in these areas remains in effect.

g. The Contractor shall utilize trimming methods, i.e., the use of sickles, sling blades, and mechanical trimmers and edgers at all locations where the use of mowing equipment either risk damage to property or resources or otherwise pose a safety hazard to persons in the area. Such locations include but are not necessarily limited to the perimeters of buildings, posts, trees, shrubs, ground cover, sidewalks, curbs, parking blocks, telephone poles, ditches, drains, and culvert head walls. The Contractor shall not use mechanical trimmers around any shrub, ground cover or tree; and he/she shall exercise special care in trimming around these items so as to avoid damage to the roots, bark, foliage, and vines.

Also, trimming methods shall be employed within a three foot perpendicular distance of the periphery of all items described herein.

h. The Contractor may discretely apply herbicide, in lieu of trimming, around non-living objects with prior approval of the location and method of application by the COR.

i. In the event that any mowing or trimming operation results in the production of piles of clippings or other deposits of cut vegetation which, in the COR's opinion, may result in damage to the grass sod if left in place, then the COR may direct the Contractor to remove and dispose of such piles or deposits.

C.6.4.3. Other Levee Turf Maintenance. In addition to mowing, the Contractor shall maintain levee turf by the combination of herbicide application to eliminate weeds and vines and controlled burning of selected areas in the early spring just prior to the start of the growing season. In all areas the judgment of where, whether, and when turf maintenance will be required is reserved to the COR, with input from the Contractor.

C.6.4.3.1. Weed and Woody Vegetation Control in Levee Turf by Herbicide Application. The

Also, the Contractor shall comply with all State and Federal laws and regulations concerning the licensing of herbicide applicators.

The Contractor shall provide the COR with a copy of each applicator's license obtained and held pursuant to these laws and regulations and pertaining to work performed under this contract. See the paragraph entitled, "Environmental, Industrial hygiene and Health, and Hazardous Materials

Requirements" in section H. regarding additional environmental, industrial hygiene and health, and hazardous materials requirements relating to this activity. Also, at least 30 days prior to the commencement of herbicide application, the Contractor shall submit an application plan to the

COR for his approval.

C.6.4.3.2. Levee Turf Thatch Control by Controlled Burning. The Contractor shall submit an annual burning plan to the COR for selected levee areas where such activities do not pose a risk to Government or private property. This plan shall be submitted at least 30 days prior to the planned date of beginning any burning. The plan shall identify each area to be burned and the resources to be used in the operation.
