SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK

Updated by Amendment: W912EE21Q0052-0001 Performance Work Statement MVD Window Rehab

Scope: The Mississippi Valley Division has a requirement to rehabilitate the headquarters building exterior windows, located at 1400 Walnut Street, Vicksburg MS, 39180. The facility is referred to hereafter as “MRC Building”.

The MRC building is a 130-year old building listed on the National Register of Historical Places and is located in the historical district of downtown Vicksburg. The facilities current state, and all improvements, are highly visible to the public. Revitalization of the building is imperative for the visual aesthetics of the historical district and the integrity of the structure.

The outside windows and roof soffits have not been sealed and painted in 25 years or more. The old, flaking paint has allowed water to penetrate the wood and enable rot. Several times exterior windowpanes have fallen through the lower windows sills and fallen/shattered to the ground. This creates a hazard not only to the public walking by, but also building staff reporting to work.

Actions needed:

1. Clean and scrape old paint from 40 existing window frames, sills and roof soffits on the west side of the building and prime for new paint coat. Soffits for CLIN 0001 shall include the soffits for the outer West wall only. CLIN 0002, Option for Additional Soffit Repair, includes the soffits for the additional roof area on the West side of the bldg. not on the outer wall.

2. Replace any rotten wood to ensure the window does not present a falling hazard to MRC staff and public.

3. Clean window frame and apply new window glaze to all rehabbed windows.

4. Caulk exterior window frames to ensure no water penetration into building.

5. Repaint window frames and casings with new paint specified by the Corps. Paint color will be provided after award

CLIN 0002, Option for Additional Soffit Repair, this option CLIN may be exercised at the time of contract award or anytime during the performance period. If the option is exercised during the contract period of performance, the contractor will be given a one week notice and the option will be exercised by issuance of a bilateral modification.

Period of Performance:

The contractor will have 1 year from award date to complete the requested services.

Work Plan:

The contractor is required to submit a work plan to the COR. The COR must approve the work plan prior to the notice to proceed being issued.

Safety Requirement:

The contractor shall strictly comply with the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, this manual, and all subsequent revisions of the manual, as it applies to the activities under this contract. In addition to EM 385-1-1, the Contractor is Subject to the provisions of the Safety and Health Regulations for Construction and Occupational Safety Standards, which are published by the Department of Labor under authority of Public Laws 91-54 and 91-596. The Contractor shall maintain all applicable provisions of these regulations as they relate to the activities under this contract. The Contractor shall also routinely discuss applicable provisions of EM 385-1-1, Job Hazard Analyses, and OSHA standards with employees during contract performance.

The contractor must submit a safety plan prior to commencement of work. The plan shall identify how the project will be performed and how contractor will comply with all safety requirements. The safety plan will be reviewed by USACE-MVK. This plan must be approved prior to a notice to proceed being issued.

The USACE-MVK Safety Office will conduct site safety inspections during the work phase.

Security Requirements:

1. Access and General Protection/Security Policy and Procedures:

All contractor and all associated sub-contractor employees shall comply with local security policies and procedures provided by the MVD Security and Law Enforcement Office. The contractor shall also provide all information required for background checks to meet facility access requirements. Facility access includes access to the interior the facility and the curtilages of the facility. Background check information will be submitted through the COR to the MVD Security and Law Enforcement on the authorized MVD Authorization to Disclose Information form.

Background checks will be conducted by MVD Security and Law Enforcement Office and notifications of approval or denial of access submitted to the COR. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at the facility change, the Government may require changes in contractor security matters or processes.

2. Access to the MRC Building:

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

The contractor and all associated sub-contractors shall receive a brief provided by the MVD Antiterrorism Officer on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed prior to the start of work or access to the facility or federal property being granted."

4. E-Verify Program:
