JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency:
The U.S. Army Corps of Engineers, Vicksburg District Contracting Office, 4155 Clay Street, Vicksburg, MS 39183-3435.
2. Description of Actions:
This requirement is being procured as a sole source to Conrad Shipyards, LLC (CAGE Code: 5GE25) a small business. The period of performance is for work to begin on 13 January 2020 and to be completed on or before 28 January 2020.
This requirement must be completed during the period of 13 January 2020 to 28 January 2020. Completion of the work within this period will allow for the Motor Vessel (M/V) Dredge Jadwin to resume scheduled operations on or before 29 January 2020. The M/V Dredge Jadwin is critical to maintaining navigation on the Mississippi River.
Due to limited availability of dry docks, the aforementioned dates are the earliest available. The Dredge Jadwin needs to be dry docked to make the mission critical repairs in order to prevent catastrophic failure of the trunnion assembly and the dredge becoming inoperable. The urgency of the repairs is also due to the fact that the Dredge Hurley (Memphis District) is scheduled to go on dry dock for repairs after the Dredge Jadwin. The Dredge Jadwin, a regional asset, will be repaired and will be the only available dustpan dredge in the event of an emergency dredging requirement.
3. Description of Services:
The River Operations Division of the U.S. Army Corps of Engineers Vicksburg District has a requirement for the dry docking of the M/V Dredge Jadwin and to perform the following services:
Removal of the ladder assembly, repair as needed as well as replace the trunnion pin assembly with USACE supplied parts.

Market Research determined the U.S. Army Corps of Engineers, Vicksburg District Contracting Office has a blanket purchase agreement with six contractors for dry docking services. Each of these contractors was contacted and it was determined that none of these contractors are currently able to support the M/V Dredge Jadwin requirement. Reasons for these contractors being unable to support this requirement include: not having a dock large enough to dry dock the vessel, not having the required equipment to perform the services, not being in the required vicinity, and not being able to meet the performance schedule. The vicinity for this requirement is any dry dock location along the Mississippi River in the state of Louisiana. All known contractors within this vicinity who have/or may have the capability to support this requirement were contacted. The only contractor identified who can support this requirement is Conrad Shipyard, LLC.
All other contractors with the capability to provide these services cannot meet the required period of performance as their dry docks are being used to support commercial industry.
Market research determined sole souring this requirement to Conrad Shipyards, LLC is in the best interest of the Government. It is urgent this required be awarded as soon as possible so the Conrad Shipyard, LLC dry dock can be reserved.
