PERFORMANCE SPECIFICATION FOR INSTRUMENTATION & CONTROL SYSTEM / SCADA SYSTEM

PART 1 GENERAL

1.1 PERFORMANCE SPECIFICATION

The Contractor shall utilize a qualified control systems integration subcontractor who shall provide the detailed design fabrication and installation of the control panels and provide the field instruments as described on Sheet E-604 of the contract drawings. The various field instruments, PLC control cabinets, and system operational descriptions are shown on the drawing sheet. The Contractor shall provide the equipment as required for cellular communications to ensure local and remote monitoring and control of all facilities shown on Drawing E-603, including storage and reliable, real-time transmittal of all data via a historian data storage and retrieval system.

The intent of the Instrumentation and control system is to provide remote access for monitoring and control of the system by use of the commercial cellular telephone network. The facilities will not be continuously attended by an operator. Therefore, remote monitoring and operation capability is required.

The project will require a radio/cellular based Instrumentation and control system for monitoring and control. The system includes two sites as shown connected by the pipeline as shown on the drawings. The approximate coordinates of the Extraction Well Site are 33º-36' 12 N & 90º 16' 15" W;

and the approximate coordinates for the Injection Well Site are 33º35'47"N;

90º18'04"W.

The system shall continuously monitor levels, pressures, and flowrates and provide the information real-time to the remote operator. The system shall also monitor alarms, and provide active notification to a specified list of persons either by email, automated phone call, or text message. The alarms shall be configured to notify of building intrusion, pump failure, low water levels or high pressures as defined by the system operators.

The monitoring and control system shall provide the operator interface through a standard web browser or other provided interface accessible by computer, tablet or smart phone.

PART 2 PRODUCTS

2.1 SYSTEM COMPONENTS

The field instruments, panels, PLC components and appurtenances shall be as defined on Sheet E-604. Interlocks will be required for the starters to prevent operation while valves are in the closed position and to prevent any damage. Provide a UPS system for each panel capable of maintaining the system for 8 hours.

2.2 OPERATION, INSTRUMENTATION AND SAFETIES REQUIREMENTS

2.2.1 Operation

The system shall provide for operation of the following components:

a. Extraction well pump, EW-1, start/stop.

b. EW-1 motor speed via variable frequency drive VFD-EW-1.

c. Eight (8) inch butterfly valve proportional actuators, MV-IWA-1 and

MV-IWB-1.

d. Six (6) inch butterfly valve actuators, MV-IWA-2, MV-IWA-3, MV-IWB-2 and MV-IWB-3 (bid option only).

Eight (8) inch Proportional actuators shall have a minimum of 10 positions from fully open to fully closed. Six (6) inch actuators shall provide open/close function.

2.2.2 Instrumentation

The system shall provide component status and data readings at both control panels and remote/mobile access for the following components:

a. Extraction well pump EW-1 status, Stop/running and motor speed.

b. Extraction well flow meter, FE-EW-1, output in GPM.

c. Extraction well water elevation, LIT-EW-1, output in FT.

d. Extraction well discharge pressure, PIT-EW-1, output in PSI.

e. Eight (8) inch butterfly valve status, MV-IWA-1 and MV-IWB-1, Percent Open.

f. Injection well water elevations, LIT-IWA-1 and LIT-IWB-1, output in

FT.

g. Injection well pressures, PIT-IWA-1 and PIT-IWB-1, output PSI.

h. Injection well flow meters, FE-IWA-1 and FE-IWB-1, output GPM.

i. Backflush pumps P-IWA-1 and P-IWB-1 status, Stop/Running. (bid option only).

j. Six (6) inch butterfly valve status, MV-IWA-2, MV-IWA-3, MV-IWB-2 and MV-IWB-3, Open/Closed (bid option only).

2.2.3 Safeties

The system shall provide the following interlocks, alarms and shutdowns:

2.2.3.1 Interlocks

a. Extraction well, EW-1 can start only if both valves MV-IWA-2 and MV-IWB-2 are closed. (bid option only)

b. Backflush pump, P-IWA-1 can start/run only if valve MV-IWA-2 is

SECTION 40 01 00.00 Page 3 open and MV-IWA-3 is closed. (bid option only)

c. Backflush pump, P-IWB-1 can start/run only if valve MV-IWB-2 is open and MV-IWB-3 is closed. (bid option only)

2.2.3.2 Alarms and Shutdowns

a. Extraction well water level, alarm and shutdown level to be determined after well development. Extraction well pump EW-1 shall be shutdown on low water level.

b. Extraction well discharge pressure, alarm at 110 PSI, shutdown EW-1 at 140 PSI.

c. Flowrate Match, compare flowrate FE-EW-1 to sum of FE-IWA-1 and FE-IWB-1 flowrates, alarm if difference is more than 500 GPM.

d. Injection Well Pressures, PIT-IWA-1 and PIT-IWA-2, alarm and shutdown pressures to be determined after system development, initial setting alarm at 120 PSI, shutdown EW-1 at 145 PSI.

e. Injection Well A Elevation (bid option only), alarm and shutdown level to be determined after well development. Backflush pump P-IWA-1 shall be shutdown on low water level.

f. Injection Well B Elevation (bid option only), alarm and shutdown level to be determined after well development. Backflush pump P-IWB-1 shall be shutdown on low water level.

PART 3 EXECUTION

3.1 INSTALLATION AND TESTING

The Electrical Contractor shall install the conduits and wiring required by the final design between the MCCs, field instruments and control panels.

The I&C system integrator shall terminate the devices and set up the system for operation. The I&C system integrator shall also test all components for local and remote operation to insure proper installation and functionality.

3.2 TRAINING

Provide operator training prior to system startup for a minimum of 4 hours at the site.
