Section C - Descriptions and Specifications

STATEMENT OF WORK

Lake Greeson Fee Collection Contract Statement of Work with AT/OPSEC

C.1. General. The Contractor shall furnish all labor, supplies, transportation, fuel, and tools necessary to provide visitor registration, accept campsite and/or picnic shelter reservations, collection of user fees for day use and camping, sales of annual passes, and fee booth cleaning at a recreation area assigned under this purchase order.

Each station shall be manned in accordance with the paragraph entitled, "Personnel Requirements” and Exhibit “A”.

None of the services required by this contract shall be subcontracted.

C.2. Registration and Fee Collection. Contractor personnel are responsible for cordially greeting all campers and visitors, promptly registering those desiring a campsite, and collecting the appropriate user fee, all in accordance with the following procedures. The Contractor will be advised of any specialized registration procedures and specific user fee charges during the pre-work conference, while other special procedures are addressed in Exhibit A.

In addition, the Contractor shall become familiar with the National Recreation Reservation System (NRRS) and the Active Works Operating System as part of the pre-work conference referenced below. The Contractor has no authority for enforcing regulations. All violations thereof shall be properly reported to the Resource Manager or his representative.

C.2.1. All campers and visitors to the campground shall stop at the registration station before entering. Contractor personnel shall cordially greet all individuals or parties and describe the facilities, including the campsites currently available according to the Daily Arrival Report (DAR) generated by the Active Works system. The DAR will be printed from the computer at the fee booth by the contractor on a daily basis, as required. This list shall be kept in the registration station at all times but not displayed for the public.

C.2.2. To facilitate easy recognition of vacant campsites, Contractor personnel shall keep the occupancy availability map up to date and on display and/or locate vacant sites on area hand-out maps for all visitors where required by contract. Also, all visitors should be afforded the opportunity to inspect a campsite for selection before registering.

If someone does not stop, Contractor personnel shall make note of the type and license number of the vehicle involved and notify the nearest ranger. Contractor personnel shall make no attempt to stop or find the person entering.

C.2.3. Contractor personnel shall advise campers and visitors that all vehicles must be parked on designated areas and that parking is not allowed either off these areas or on circulation roads in the recreation area. Contractor personnel are also responsible for registering guests and visitors to the area and directing them to appropriate sites and/or facilities.

C.2.4. The Contractor shall be aware that there are limitations on the number of individuals using a single campsite and that all vehicles and equipment must fit on the designated site. The number and type of camping units allowed per campsite may vary depending on the size of the site and the configuration of the utilities; therefore, the Resource Manager will determine the allowable number and type of camping units for the sites provided to the Contractor in the pre-work conference. Dining canopies erected over tables or as appurtenances to camping units are allowed as long as they are not used for overnight sleeping and do not result in damage to resources.

C.2.5. During the pre-work conference, each Resource Manager, or their representative, will provide information concerning the length-of-stay requirements to the Contractor. Contractor personnel shall communicate these requirements to each entering camper/visitor. Contractor personnel may also be required to provide each entering camper with a copy of Title 36, Federal Rules and Regulations, and advise each camper of the necessity of abiding by the policies and regulations.

C.2.6. Contractor personnel shall advise all campers that quiet hours shall be between 10:00 p.m. and 6:00 a.m.

Campers and visitors of campers shall also be informed that visiting hours end at 10:00 p.m. at which time visitors must leave the campground.

C.2.7. The contractor is required to collect User Fees daily, to ensure that campers are “paid up,” utilizing the National Recreation Reservation Service (NRRS) or U.S. Army Corps of Engineers User Permit, ENG Form 4457, and/or an automated cash register, and/or collection from an honor system vault. The contractor is required to collect user fees for specialized recreation sites, facilities, and services provided by the Corps of Engineers. These may include, but are not limited to: camping, group facility use, day use, special facility use, day use annual passes, multiple site rental use and visitor fees. This will include input of individual campsites at group camping from NRRS or Project Office. The contractor is required to follow NRRS procedures for campers desiring refunds. The contractor is required to accept cash, personal check, traveler’s check, credit card, money orders, and NRRS reservations as methods of use fee payment. The contractor will be responsible for User Permits (ENG Form 4457), Cash Register receipt tapes, and all collected forms of use fee payments until turned over to an authorized fee collector/cashier. The contractor may be audited at any time, without prior notice, and is required to place all forms of collected use fee payments/monies in the gatehouse fee safe or in a secure location upon remittance, ready for immediate collection.

C.2.8. The contractor shall comply with local and district policies on reservations. The contractor will adhere to guidelines and procedures established under the National Recreation Reservation System, using the Active Works program in the campground. The contractor will be required to perform the following duties daily as needed: (a) Obtain reservation data reports, i.e., bookings, arrival reports, cancellation reports, etc., from the local field office or accept the reports delivered in person, and/or transmitted by telephone, electronic mail received through a computer, facsimile machine, etc.; (b) Maintain and update necessary status reports utilizing charts, status boards, note pads, card systems, computer/cash register systems, NRRS, etc., to ensure that campsite status is kept current at all times;

(c) Keep records and monitor dates of arrivals, departures, no-shows, cancellations, etc.; (d) Fill out refund and credit voucher forms according to policy; (e) Post reserved and vacant campsites. The contractor will furnish transportation to drive through the park as needed to determine occupied/vacant sites, post reserved/vacant sites, etc.

The contractor will also maintain any records as necessary for the administration of the campsite reservation program as directed by Resource Manager. The contractor will accept the campsite reservation permit as proof and payment of the reservation. The contractor will check reservation campers when applicable for proper Golden Age, Golden Access or America the Beautiful Passports upon their arrival. Daily Arrival Reports (DAR) will be printed daily. If there are any new reservations you will need to mark the post or the site before the end of the day. It is your responsibility to mark incoming reservation date on posts. Out-dated registration cards need to be removed from posts daily.

C.3. User Fee Collection and Accounting. Upon the initiation of work under this purchase order and during the course of the contract, the Contractor shall be responsible for collection of fees; for preparation and duplication of all documentation required for preparing submittals; and for forwarding, by regular mail, all documentation and fee remittals to NRRS. The contractor will follow fee collection, credit voucher, refund, and campsite reservation procedures established by the U.S. Army Corps of Engineers, Vicksburg District.

C.3.1. Fee Collection Procedures for NRRS Fee Collections/Deposits: The Contractor shall be responsible for all fee monies from the time collected until received by the Disbursing Officer. Day use fees will be collected by uniformed personnel and submitted to the Contractor at the neighboring registration station for remittance. Personal checks will show the name, address, home and work phone numbers, and driver’s license number of the drawer.

Proper restrictive endorsement will be placed on both front and back of checks immediately upon receipt. The Bill For Collection (BFC) number and the Park Number will be placed on each personal check prior to transmittal. Fee remittances for the paper money and coin portion of the transmittal must be transmitted by either money order or cashier's check. The Contractor shall transmit collections to NRRS, not later than Thursday of each week or each day whenever the total amount on hand amounts to or exceeds $5,000.00. During holiday weekend periods, transmittals will be required immediately before and immediately after the holiday. Depending on which day the holiday falls upon, one of the holiday remittances may be additional to the regular weekly submission.

Transmittal of fees shall include, but is not limited to, the following items:

a. Preparation of forms.

b. Tabulation of all fees collected.

c. Provision of necessary postage and envelopes.

d. Purchase of money orders or cashier's checks to transmit collected funds.

e. Use of his/her personal vehicle to conduct post office and banking business.

No separate payment will be made for costs associated with direct fee transmittal. Compensation for these items should be included as a part of the Contractor's bid price.

Fee collectors are required to close Financial Sessions at the end of their workday. At the end of the work shift (end of week), fee collectors verify that funds match the total collected and create a deposit. Fee collectors will then print the following:

a. Deposit Summary Report (FIN-DEP-006): 3 copies.

b. Deposit Summary Detail Report (FIN-DEP-007): 2 copies.

c. Financial Session Detail Report (FIN-DEP-005).

Contractor is responsible for remitting the cash amount collected to a bank, post office, etc. to purchase a cashier’s check or money order for the cash collected. Fee collector is then responsible for mailing the following to NRRS, P.O. Box 530237, Atlanta, GA 30353-0237:

a. Deposit Summary Report (FIN-DEP-006).

b. Original of the cashier’s check or money order.

c. All personal checks: The Deposit ID Number from the Deposit Summary Report shall be entered in the top right corner of all personal checks before mailing.

Contractor is then required to submit a 9 X 12 Manila Envelope (provided by the Corps) to the NRRS POC at the field office, containing the following:

a. Copy of the entire original Cashier’s Check or Money Order with receipt or stub.

b. One Copy of Deposit Summary Report (FIN-DEP-006)

c. One Copy of the Deposit Summary Detail Report (FIN-DEP-007)

d. Each Financial Session Detail Report (FIN-DEP-05) with the attached white receipts, (not the yellow copies).

Contractor shall retain for their files:

a. Deposit Summary Report (FIN-DEP-006).

b. Deposit Summary Detail Report (FIN-DEP-007).

The Contractor shall transmit collections to NRRS, not later than Thursday of each week or each day whenever the total amount on hand amounts to or exceeds $5,000.00.

Cash, credit cards, traveler’s checks, personal checks, and money orders will be accepted for camping fees. No two party checks will be accepted. Personal checks will be written for the exact amount of camping fee only. More than one site may be paid for with one check. All personal checks, traveler's checks, money orders, and cashier’s checks must be made payable to NRRS. Park Attendants will not cash personal checks with camping fees. All personal checks, traveler's checks or cashier’s checks must be in U.S. funds. Checks must be stamped on the back with the stamp provided. Check information entered into the computer must be correct and the same as the information on the check. This may be different than the information for the site. Traveler's checks must be entered in the computer program, and will be shown in a separate total on the detail report at end of shift. Traveler’s Checks will only be accepted for payment of camping fees. Traveler’s checks must be tendered on the computer. If they are for more than the amount of the camping fee, cash will be given back to the camper for change.

Credit Cards: The Corps will only accept VISA, DISCOVER, AMERICAN EXPRESS, DINERS CLUB INTERNATIONAL, or MASTER CARD. If a card is declined, the camper must pay by cash, check, or another card. Cards will not be confiscated. Permits issued and monies collected must agree and are subject to audit at any time by Government personnel. All accountable monies must be on hand. A thorough audit of registration cards, permits and monies on hand will be done on a random, unannounced basis; therefore, all paperwork must be kept current at all times. Auditors will be making sure booth is open during operating hours. Audits may be performed by Contract Representative, Contract Technician, Budget Technicians, Ranger staff or others designated by the Resource Manager.

Reservation Cards: Auditors will be making sure that the posted reservations are the same as the Daily Arrival Report ( DAR). Audits will be unannounced and random and will be performed in the evening after the gatehouse closes, or before it opens in the morning. Reservation card audits will be performed by the Ranger staff.

Occupancy information will be kept up current with all paid and unpaid occupied sites listed. The booth list will be kept current and left in the booth. Under Freedom of Information act, all documents containing names and phone numbers should be kept confidential and not be released to the public, and should be shredded in a timely manner.

Auditors will be making sure that all sites that are occupied are listed on the ranger list and that the booth list is in agreement.

C.3.2. Fee Collection Procedures involving the User Fee Permits - ENG FORM 4457: If the Active Works System is not available for use at the recreation area/areas assigned to a Contractor or for some reason the system becomes disabled, the Contractor will be issued and held accountable for user fee permit books. User fee permits shall be issued in sequence beginning with the lowest number. New user fee books shall likewise be used in the same sequence. These forms (ENG Form 4457) will be issued to the Contractor in quantities determined by the Resource Manager or his/her representative on an as-needed basis. Each form bears a serial number, and the Contractor shall be required to acknowledge receipt thereof in writing to the Resource Manager from that time until either:

a. The time of collection of the white and yellow copies of each form by the Resource Manager which are the results of issuance of user permits or,

b. The time of the Contractor's return of those unissued forms to the Resource Manager.

The Contractor is responsible for this property in accordance with the terms of this contract. Each of these forms is valued at approximately $210.00 for camping in a Vicksburg District Class A campground. At all times, the Contractor shall maintain with his/her own funds not less than $200.00 and not more than $500.00 in change at the registration station for the purpose of making change in issuance of user fee permits.

Fees collected by use of ENG FORM 4457 are collected from a fee collector at the field office or at the fee collection booth.

The STANDARD FORM 1165 - Receipt for Cash – Sub voucher is used when collecting cash, personal checks, and credit card sales on picnic shelters and special event permits. The fee collector lists all the permit numbers on the receipt for cash, tallies up the 4457’s, and accounts for the fees collected.

Fee collector is given the original white copy of the SF-1165; the yellow copy is attached to the fees and receipts and brought to the field office, and secured in the safe. One Annual Pass receipt is given to the customer, one copy is kept on file, and the third copy is remitted with funds (Eng Form 4839B-2).

NOTE: Contractor personnel shall not vacate the fee booth during regularly scheduled duty hours to perform banking or post office business associated with direct fee transmittal.

Annual Passes sold are included on the SF-1165 as well.

C.3.3. Contractor personnel will be required to accept credit cards as a method of payment of user fees. Acceptance of credit cards will require the use of manual and/or electronic means of credit card verification and card sales slips.

Final payment will not be made to the Contractor until all user fee funds are reconciled. In order to cover user fee reconciliations at end of contract, Fee Collection Contractor Bond shall be in force for a minimum of 3 months after end of period of performance.

C.4. User Fee Refunds. User fee refunds are made only for extreme emergency situations, and no refunds of user fees shall be made by the Contractor. Anyone requesting a refund shall be referred to the Resource Manager or a ranger for procedural details.

C.5. Golden Age and Access Passports/America the Beautiful Interagency Passport Programs. Golden Age and Golden Access Passports, are no longer available for issue; however, contractor personnel shall honor all Golden Age Passport and Golden Access Passport cards presented by registrants. The Golden Age and Golden Access Passports will remain valid until they are lost or stolen. Upon presentation of these passports, the holder will receive a 50 percent discount on federal use fees charged for camping.

C.5.1. America the Beautiful Interagency-Senior: The $10 Interagency Senior Pass is a lifetime pass available to U.S. citizens or permanent residents 62 years or older. The pass replaces the Golden Age Passport. The Corps of Engineers is authorized to sell the interagency pass and is available for purchase at the field office.

C.5.2. America the Beautiful Interagency-Access: The Interagency Access Pass is a free lifetime pass available to citizens or permanent residents of the U.S. who have been determined to be blind or permanently disabled. The Corps of Engineers is authorized to issue the interagency pass and is available at the field office with proper documentation.

C.5.3. America the Beautiful Interagency-Annual: The $80 Interagency Annual Pass is a yearly pass available to all U.S. citizens. The Corps of Engineers is authorized to sell the interagency pass and is available for purchase at the field office.

C.5.4. America the Beautiful Interagency-Military: The Military Annual Pass is a yearly pass available to all current U.S. Military and their dependents with proper identification. The Corps of Engineers is authorized to issue the interagency pass and is available at the field office.

C.5.5. America the Beautiful Interagency-EKiP 4th Grade: The Every Kid in a Park 4th Grader Pass is a yearly pass available to all current 4th Grade students. The pass is valid September through August. The Corps of Engineers is authorized to issue the interagency pass once a valid voucher is printed off from the EKiP website and is available at the field office.

The only forms of discounts that will be accepted for 50 percent discount camping are Golden Age and Access Passport, America the Beautiful Interagency Senior and Access passes. Driver License, Birth Certificates, Letters and other documentation WILL NOT be accepted for discount purposes. It is contractor responsibility to ensure passports are used properly. In a case where the bearer of a legally obtained card is merely confused about the limitations of its permit authority, explain these limits to them. In a case where you might suspect abuse of the card, notify a ranger and pleasantly explain the limits pertaining to the card. Holders of discount passes may not register and pay for any campsite other than the one they will actually be using. When a camper uses a discount pass when registering, they MUST be present on the site once in a 24 hour period. The Active Works system will automatically ask you to double-check the card. If a discount pass cannot be produced, the discount will not apply.

Abusing or aiding and abetting the abuse of a Golden Age, Golden Access or Interagency Pass will result in termination of your contract.

C.5.6. USACE Annual Passes: All annual passes will be processed through the point of sale in Active Works system. Each book of Annual Day Use Passes consists of 30 sequentially numbered decals. For each decal, there is a three-part pressure sensitive receipt with an identical number to the pass. The card stock cover on each booklet must be folded under the three-part receipt to prevent overwriting on the next set. As each Annual Pass is sold, the receipts will be completed in their entirety. The original is given to the purchaser, the second copy and third copy is retained in the book for accounting purposes. The cost of an Annual Pass is $40.00. Annual Passes are no longer offered for half price, since bearers of the following cards: Golden Age, Golden Access, America the Beautiful Interagency-Senior and America the Beautiful Interagency-Access, now receive free day use for boat ramps and swim beaches. When an annual pass is sold, the fee for that pass must be entered on the receipt. When books are completed, they must be turned into the field office. The “Total $” line indicates the fee for that particular pass. You will need to advise the holder of the annual pass to keep the receipts and the numbered receipt will be required in case a replacement is necessary. Replacement passes will be issued only at the field office. All passes are accountable documents. The Contractor is responsible for this property in accordance with the terms of this contract. An annual pass book is valued at $900.00.

C.6. Inspection Tours. Contractor personnel shall make inspection tours per the pre-work meeting to ensure registration and payment of fees. One inspection tour will be performed prior to opening the fee booth each day. Tours shall be spread evenly throughout the day, and all open roads in the campground shall be toured. If Contractor personnel find any campers who have not registered and paid the required fees, he or she shall ask the person(s) to return to the registration station to make payment. Fees will not be collected outside of the registration station. No attempt shall be made to collect fees from someone who refuses to pay or is otherwise disagreeable. All such situations and pertinent information regarding license plates, times, etc., shall be immediately reported to a Corps ranger. Contractor personnel shall report to a ranger any irregularities noticed such as vandalism, unsanitary conditions, or safety hazards. Contractor personnel shall report the above irregularities noticed in the performance of normal fee collection duties but shall not become involved in correcting any irregularity. Inspection tours are required only for fee collection and recordkeeping purposes, and the reporting of irregularities shall be incidental to inspection duties.

C.6.1. While inspecting recreational sites, observe activities of visitors. The Contractor has no authority for enforcing regulations. All violations shall be reported to the Resource Manager or his/her designated representative.

C.6.2. Observe physical conditions, cleanliness, upkeep, wear-and-tear, and damages in recreational areas and to public use facilities.

C.6.3. Make observations to detect evidence of vandalism and general condition of site premises, structures, and facilities. Report information and details to a Park Ranger.

C.6.4. Direct traffic flow to appropriate parking areas when crowd dictates. Assist with signage and/or barricades to direct traffic appropriately to other areas. Post reservation cards/barricades as appropriate at picnic shelters and campsites.

C.6.5. Promote good public relations by furnishing general information and assistance to the public such as directions, location of sites, types of facilities available, swimming and boating hazards, fishing locations, general project objectives, and purposes.

C.7. Reporting Disturbances, Emergencies, and Accidents. Contractor personnel shall immediately report all disturbances, emergencies, and accidents to a Park Ranger.

C.8. Delivery of Emergency Messages. Contractor personnel shall personally deliver emergency messages to visitors as soon as possible and not later than 1 hour after receipt, if the individual is present or in the area.

Nonemergency messages shall be delivered within 4 hours of receipt. Contractor personnel shall notify the Resource Manager or requesting authority after delivery of the message.

C.9. Fee Booth Cleaning and Litter Pickup. Contractor personnel shall clean the fee booth and pick up litter within a 50-foot radius of the building regularly. This cleaning requirement includes, but it is not limited to, interior and exterior walls, floors, windows, mirrors, screens, louvers, furniture, mechanical equipment, doors, sidewalks, ceilings, lighting fixtures, and sanitary fixtures. Cleaning shall be performed to the extent necessary to keep the building, its hardware, and its fixtures free of all dirt, dust, fingerprints, stains, gravel, cobwebs, insect nests, and growths. Particular emphasis shall be given to the cleaning of internal rest room facilities, if they exist, and the maintenance of these facilities in a sanitary condition. Trash and garbage generated by Contractor personnel in the conduct of these services and litter deposited by others shall be removed regularly and placed in the nearest exterior trash receptacle. To assure compliance with the cleanliness requirements of this provision, Contractor personnel shall inspect the facility daily and perform cleaning as necessary, at least once per week. If at any time cleanliness is in question, Contractor personnel shall immediately perform cleaning as necessary to satisfy the requirements of this contract. Failure to maintain cleanliness may be grounds for termination of this purchase order.

C.10 Security. In accordance with Antiterrorism/Operations Security Review Cover Sheet, the following requirements are added to this document.

C.10.1. All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).
