The Contractor shall provide all management, labor, equipment, fuel, transportation, tools, supplies, and supervision necessary to ensure that litter pick-up, cleaning, mowing/trimming, janitorial, and landscaping services are performed at the U.S. Army Corps of Engineers facilities and areas located at Bayou Bodcau Dam and Reservoir, Caddo Lake Dam and Wallace Lake Dam, Louisiana.
1.1. LITTER PICK–UP SERVICES. The Contractor shall accomplish all litter pick-up services to meet the requirements of this PWS and paragraph 2, PERFORMANCE STANDARDS. The Litter Pick-Up areas are established in Appendix A- Estimated Workload Data Litter Pick-Up and the services schedules are established in Appendix C – Litter Pick-Up and Cleaning Services Schedule.
1.1.1. Litter Pick-Up. The Contractor shall inspect and provide necessary litter pick-up services to include all grounds within USACE boundaries including but not limited to: public use areas, facilities, roofs, picnic shelters, playgrounds, campsites, picnic sites, foot bridges, playgrounds, volleyball courts, access and circulation roads, road right-of-ways, playing fields, parking areas, nature trails, planters, plant beds, piers walkways, shoreline areas (including those surfaced with riprap) used by the public for fishing, boat ramps, earthen dams, and any and all other areas per the contract. These services require removal of all of trash, paper, cans, cigarette butts, bottles, wire, rope, string, dead animals, animal feces, fish, driftwood, leaves, pine-straw, fallen limbs and trees not exceeding 6” in diameter, and all other foreign matter and debris deposited thereon.
Shorelines and riprap areas used by the public shall be kept free of all foreign matter and debris regardless of whether the litter is floating or beached, however retrieval of floating matter which requires the Contractor to enter the water is not a requirement of this contract. In addition, boat ramps shall be kept free of gravel, soil, silt deposits and all debris. The removal shall be accomplished in a manner that does not damage the ramp surface, and only to the extent necessary to provide a surface for which vehicles can maintain traction. Roadways and parking areas right-of-ways shall be cleaned to ensure that litter shall not be left in the right-of-ways, irrespective of the litter’s distance or visibility from the roadway. All areas shall be inspected for the presence of fallen trees and limbs not exceeding 6” in diameter and shall be removed by the Contractor. All fallen trees and limbs exceeding 6” in diameter shall be reported to the Contracting Officer Representative (COR) immediately. Additionally, the Contractor shall not store and/or accumulate any waste overnight within the property boundaries per this contract. All waste will be removed immediately on the day that services are performed.
1.1.3. Materials Hauling. All materials hauling conducted by the Contractor in the performance of work under this contract shall include the use of appropriate covers, binders, and nets to prevent any material, including solid & liquid waste, from falling, pouring, or blowing out of the transporting vehicle. The placement of solid waste in tied plastic bags and subsequent hauling in uncovered trucks or trailers does not, by itself, satisfy this requirement. The Contractor shall be responsible for the recovery of all materials, which fall or blow out, regardless of the location. All hauling equipment and containers shall be sealed to prevent the leakage of liquids. All liquids, which accumulate in these vehicles and containers, shall be removed or disposed of by the Contractor.

1.3.2. Interior Walls, Partitions, Doors, Windows, Screens and Louvers. Remove all cobwebs, insects, insect nests, and all other foreign matter from interior walls, windows, partitions, doors, screens, and louvers. Completely clean and disinfect interior walls, partitions, doors, and windows. Remove all stains, growths, mildew, graffiti, and other material adhering to the interior walls, partitions, doors and windows. Graffiti removal, which requires sanding, re-surfacing, and/or painting, is not a requirement of this contract.
1.3.3. Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, hand-rails, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick-plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
1.3.4. Descale Toilet Bowls and Urinals. Descaling shall be performed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.
1.3.5. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust, and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, and any evidence of soil, stain, film, and standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be mopped, scrubbed, etc., and as necessary to maintain sanitary conditions and a clean, uniform appearance.
All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Trash receptacles and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.
1.3.6. Stock Restroom Supplies. Contractor shall ensure comfort stations are stocked sufficiently so that supplies including, but not limited to, liners, toilet paper, hand towels, and soap for the containers and dispensers do not run out. If supplies run out prior to the next service date, Contractor shall refill immediately by notification.
1.4. MOWING AND TRIMMING OPERATIONS. The Contractor shall accomplish all mowing, trimming, and edging services in the areas as described in Appendix B-1, Description of Areas, Requiring Mowing and Trimming Services: Recreation & Non Recreation Areas, to meet the requirements of this PWS and the Performance Standards. Mowing will be conducted during the period from MARCH 01 through SEPTEMBER 30 each year. Mowing frequency and timing will be based on grass and/or vegetation heights in each area. Failure to mobilize mowing operations will result in a ‘Not Met’.
1.4.a. Recreation & Non-Recreation Areas. When the grass and/or vegetation reach an average height of 8 inches, the Contractor will begin mowing the area(s) or sooner. The Contractor will cut each area so that the heights after mowing average 3 inches. If heights in any area reach 10 inches, the Contractor will no longer be in compliance. This requirement in summary provides that the Contractor must maintain the grass and/or vegetation from 3 - 10 inches in height to maintain compliance and must begin mowing operations at a height of 8 inches.
1.4.1. Mowing Procedures. Prior to beginning mowing and trimming operations the Contractor will provide a weekly schedule, accommodating weather conditions and grass height priorities, to the COR, no later than 9am Monday mornings, of the areas that work is to be performed in and the dates and times in which work will occur. Upon approval of the schedule by the COR, the Contractor may begin the scheduled work. Mowing and trimming in a given area shall be conducted concurrently and grass will be trimmed to a uniform height to maintain an aesthetic appearance. Each area will be mowed, edged or trimmed in its entirety. Any damp areas, rutting, rocks, mud, washes, dirt slides or other debris does not alleviate the Contractor of the requirement to cut the vegetation in any portion of an area, unless prior approval has been obtained from the COR. Failure to complete all mowing and trimming requirements in the area without prior COR approval will result in a Non-Compliance of the entire recreation area.
1.4.1.b Herbicide Application with/in lieu of mowing. Grass found growing through cracks in asphalt/gravel/concrete parking areas, sidewalks, expansion joints, dirt, roads, and other similar areas must be removed (ex: manually) or by request in lieu of trimming and/or manual, be sprayed with herbicide with approval of the COR and in accordance with paragraph 1.4.8.
Where mowed areas join riprap; these areas will be maintained in order to provide an aesthetic and uniform appearance. In order to maintain the uniform appearance the Contractor will be required to mow up to the edge of the rock areas completely cutting all vegetation to the required heights. If any vegetation exists then the Contractor must also remove remaining vegetation. In lieu of removing vegetation, the contractor may request to spray with an herbicide in accordance with paragraph 1.4.8., the first 3 feet of the riprap so as to not leave behind any unwanted vegetative growth near the site where the grass and rock meet. Spraying the remainder beyond the first 3 feet of the riprap adjacent to mowed areas or riprap areas which are not adjacent to a mowed area is not a requirement of this contract.
1.4.2. Holidays, Weekends and Nights. The Contractor will accomplish all mowing, trimming, and edging operations during daylight periods only; work will not be performed during periods of darkness. Mowing and trimming operations may not be performed in the recreation areas on weekends or on the holidays of Memorial Day, Independence Day, and Labor Day regardless of the day of the week on which they fall. Non-Recreation areas may be mowed on Holidays & Weekends with prior request and approval of the COR. The Contractor and his/her employees shall at all time, while working near the visitors, minimize any inconvenience to the public that may be using the areas where work is being performed. All operations should also be considered scheduled and performed prior to all Holidays in order to prevent Non-Compliance during the Holiday time-frames and/or weekends.
1.4.3. Inspection of Areas. Prior to mowing in any area, the Contractor shall inspect the entire area to be mowed, and remove all objects, fallen limbs up to 6 inches in diameter regardless of their length, and litter which could be scattered or thrown by the mower during its operation.
The Contractor shall not avoid the removal of any of this material by mowing around it. Should any litter or objects be inadvertently scattered by the mowing operations, the Contractor shall immediately retrieve and dispose of the material. All material collected by this operation shall be disposed of in accordance with paragraph 1.1.2. The Contractor will contact the COR of any objects, obstacles, limbs greater than 6”, etc., that will prevent the completion of the Mowing and Trimming Operations. Failure to complete all mowing and trimming requirements in the area without prior COR approval will result in a Non-Compliance of the entire recreation area.
1.4.4. Sod Damage. In conducting mowing operations, the Contractor shall not cause any rutting or sod damage. However, the requirement to cut the grass in soft or damp areas remains in effect.
1.4.5. Mowing Equipment. If mower blades are used, then they will be kept sharp at all times to help assure clean cutting and minimize grass foliage breakage and bruising as it would be evidenced by the browning of the grass turf after mowing operations.
1.4.6. Project Features. Mowing and trimming operations shall be conducted in a prudent manner to protect the grass sod, project features, equipment, buildings, rip-rap, trees, shrubbery, and ground cover, and also to insure the safety of all persons, property, and equipment near the mowing operations. The Contractor shall not allow the alignment or facing of any mower discharge in the general direction of buildings, vehicles, property, or persons within the potential range of heavy objects, which might be thrown from the mower. Any damages to persons, public or private or government property that is caused by the Contractor in the performance of work under this contract is the sole responsibility of the Contractor as described in paragraph 5.6 and 5.7.
1.4.7. Trimming Methods. The Contractor shall utilize trimming methods, i.e., the use of sickles, sling blades, mechanical trimmers, and edgers at all locations where the use of mowing equipment either risk damage to property or resources or otherwise pose a possible safety hazard to persons in the area. Such locations include, but are not limited to, the perimeters of buildings, picnic sites, boat ramps, trees, shrubs, ground cover, sidewalks, curbs, parking blocks, all poles including telephone poles, bulletin boards, signs, ditches, drains, fences, rip-rap edges, and culvert headwalls. The Contractor shall not use mechanical trimmers around any shrub, ground cover, or tree and the contractor will exercise special care in trimming around these items so as to avoid damage to the roots, bark, foliage, and vines. Trimming methods will be employed within a three-foot perpendicular distance of the periphery of all items described herein. Any damage caused by the Contractor to vegetation or facilities is the responsibility of the Contractor as described in paragraph 5.6.
