SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

SPECIFICATIONS

C.1. Scope of Work. The Contractor shall furnish all necessary personnel, materials, supplies, accessories, and equipment, except as otherwise specified herein, to operate, maintain, repair, and inspect one (1) Government-owned Gulfstream G-1159 (G-III/C-20)aircraft, Serial No. 383, and one (1) Government-owned hangar facility, located at the Vicksburg- Tallulah Regional Airport (TVR), Mound, Louisiana. The G-III will be operated and maintained in accordance with applicable Federal Aviation Regulations (FAR) for the particular category and class of aircraft and these specifications. The G-III currently operates under Subpart F of Federal Aviation Regulations Part 91.

C.2. Description of Flight Operations.

C.2.1. Base of Operations. The G-III's home base is currently the Mississippi River Commission (MRC) hangar at the Vicksburg-Tallulah Regional Airport (TVR), at Mound, Louisiana.

The Government owner and operator of the G-III is the Mississippi Valley Division/Mississippi River Commission (MVD/MRC) of the U.S. Army Corps of Engineers.

C.2.2. Flight Operations Manual. A "Flight Operations Manual" and “RVSM Operations and Maintenance Manual” will be developed by the Contractor within thirty(30) days of contract award in accordance with AR-95-20. Any inconsistencies between the terms of this contract and the Flight Operations Manual will be resolved by the Contracting Officer, and a written determination furnished to the Contractor. The Flight Operations Manual and any subsequent revisions will be a part of this contract.

C.2.3. Annual Flight Hours. The G-III is operated approximately 300 flight hours per year. The Government, however, does not guarantee any specific number of flight hours per year. It is estimated that 30 to 60 days during a one-year period are spent away from home base, requiring lodging, transportation and subsistence expense.

C.2.4. Geographical Area of Operations. The G-III generally operates within the continental United States; with a majority of its flights confined to an eleven-state area in the Mississippi River valley of the United States. Occasionally, missions are required outside the continental United States of America.

C.2.5. Government Furnished Facilities and Equipment. Office space for five (5) operating personnel is provided at the current hangar location. These specifications make available to the Contractor as Government-furnished Equipment (GFE), various G-III spare parts, certain ground support equipment, towing tractors, ground power unit (GPU), bench power equipment, and office equipment such as computers, and telephone handsets.

These specific GFE items are listed on a property list that is attached to these specifications.

C.2.6. Airport Regulations. The Contractor shall comply with all TVR airport rules and regulations and shall maintain a current copy of such rules and regulations, and have them posted within the home base hangar.

C.2.7. Flight Crew Duty Time. The crew duty period begins one hour before an individual reports for work (either flight or administrative duties) and ends when the engines are stopped at the end of a mission or series of missions. When flying support flights in dual-piloted aircraft with an operative autopilot installed and used, the maximum crew duty period may be 16 consecutive hours. The crew rest period is the nonwork period immediately preceding the crew duty period. This period will be a minimum of 12 hours with at least 8 hours allowed for uninterupted sleep. Most daily trips will depart between 6-8 a.m. and return between 3-5 p.m.

C.2.8. Maintenance Crew Duty Time. The Contractor shall establish and manage a work schedule for the mechanics which will provide a duty schedule in agreement with applicable labor law requirements. The schedule will include time for performing the maintenance work described elsewhere, the pre-flight checkout of the aircraft, and the post-flight checkout as may be needed. Reimbursement to the Contractor for any maintenance work which would require overtime pay will be made only if approval of the Contracting Officer has been obtained prior to performance of the work. At least one crew member (mechanic or pilot) shall be at the home base hangar between the hours of

8:00 a.m. and 4:30 p.m. each day, Monday through Friday unless prior approval has been obtained from the Contractor Officer or their designated representative.

C.2.9. Crew Response Time. The Contractor shall be prepared to respond to a flight call from the designated Contracting Officer's Representative (COR) for Scheduling within three (3) hours of receipt of a call. The Government will attempt to schedule flights with one or more days notice. There will be times when emergency conditions will dictate a minimum of three hours notice. The Contractor shall equip the flight crew with cellular telephones so that the Contracting Officer or their designated representative may contact the Chief Pilot or crew member on call at any time. The Contractor shall be responsible for the expense of these cellular telephones.

C.3. General Responsibilities.
