PERF. WORK STATEMENT/ SOW
SECTION C – STATEMENT OF WORK
C.1. SCOPE. The Contractor shall furnish all labor, equipment, fuel, supplies, transportation, supervision, and management to provide inspection, operation, maintenance, repair, reconstruction, and rehabilitation of project facilities and features managed by the U.S. Army Corps of Engineers. Inclusive in this scope are emergency operations.
C.2. TYPE OF CONTRACT. This contract is a performance-based cost-plus-fixed-fee contract. Requirements are described in terms of results. Contractors are encouraged to propose cost-effective methods, plans, and resources that will increase efficiency and maximize performance. The Federal Acquisition Regulation (FAR 16.306) defines cost-plus-fixed-fee contracts as a cost-reimbursement contract that provides for payment to the contractor of a negotiated fee that is fixed at the inception of the contract. The fixed fee does not vary with actual cost, but may be adjusted as a result of changes in the work to be performed under the contract. As indicated in Section B, the total fee is a function of the estimated contract amount. The amount of the fixed fee is entered by the contractor as a percent of the estimated cost, and is restricted as shown in Section B.
C.3. ESTIMATED CONTRACT AMOUNT. The estimated contract amount is the Contractor's estimate, as contained in his/her successful offer, of all costs anticipated in the execution of the contract requirements excepting the costs of materials, supplies, equipment, and services purchased by the Contractor for the Government in accordance with the paragraph entitled "Government- Requested Purchases of Equipment, Materials, Supplies, and Services for the Government" by the Contractor under this contract. The estimated contract amount shall contain all cost elements, but it shall be exclusive of the fixed fee; and costs reimbursed by the Government for equipment, materials, supplies, and services identified in the paragraph entitled "Government- Requested Procurement of Equipment, Materials, Supplies, and Services for the Government-General."
C.4. PERFORMANCE OF WORK. The performance of work is guided by field conditions (maintenance and operation needs for facilities, meteorological conditions, hydrological events, visitation, emergencies, and other such circumstances). Relatedly, the Contractor will provide many operations, maintenance, and repair activities. Contractor performance is initiated through written and oral communications with the Lake Manager and through the development of joint work plans that are approved by the Lake Manager. The Contractor shall be aware that Government forces will be performing similar work at the project and that this work must be integrated with contract performance. The determinations of work to be performed by contract will be affected by many variables, including on-site conditions and needs and available manpower, equipment, and funds. The Contractor shall work objectively to maximize the effectiveness of his/her overall operations while minimizing costs to the Government.
C.5. STATEMENT OF WORK. The activities identified in the following subparagraphs represent requirements that may be performed in whole or in part by the Contractor. However, the following descriptions do not preclude the possibility of other work requirements by the U.S. Army Corps of Engineers. As referenced in this contract, the scope of work is limited to the boundaries of the U.S. Army Corps of Engineers.

C.6.4.12.1.3. Identification of Pavement Failure Limits. The area of pavement failure is delineated with chalk, spray paint, or other appropriate marking methods so as to define the limits of excavation. A cutting tool is not to be used to delineate the area of pavement failure. The limits of excavation are marked around the perimeter of the pavement failure at the point just beyond any associated indicators of failure; i.e., cracks, subsidence, or upheaval.
C.6.4.12.1.4. Pavement Failure Excavation. The marked area of pavement failure is excavated using a sharp cutting tool; i.e., a flat pick axe or a pneumatic hammer with flat bit. Material should be removed as it is loosened. The depth of excavation is to the depth of where material failure is not evident; i.e., no soft material or mud remains. In the process of cutting, the cutting tool is not to be rocked or otherwise used in a manner to cause additional pavement fractures. The final cut shall leave vertical surfaces on the unfailed material around the perimeter of the hole. Where failures intersect pavement edges, the hole is excavated vertically to a depth where a solid base is found.
C.6.4.12.1.5. Excavation Cleaning. The excavation is to be thoroughly cleaned of all loose material and water, if present, using either compressed air, vacuum, or a broom as appropriate.
The purpose of the cleaning is to provide a surface to which the cold bituminous material can adhere. It is not necessary to completely dry the hole, as surface dampness is acceptable.
C.6.4.12.1.6. Placement of Cold Bitumen. Cold bituminous material is placed in the hole and thoroughly packed with a tamp in lifts not exceeding 6 inches. A hot tack coat is not to be applied either to the hole or between lifts because the solvent in the tack can dilute the asphalt in the cold bitumen and result in improper bonding. Filling and packing shall begin around the edges of the hole with packing blows directed at the bonding surface. Filling and packing shall end in the center of the hole. Additionally, in patching failures which intersect pavement edges, the edge patch shall have a slight slope away from the road centerline to ensure water runoff. Also, the shoulder side of the patch shall be tightly packed against the hole sides to provide lateral support. In handling and placing the cold bitumen in the hole, care shall be exercised to avoid gradation segregation. Specifically, the cold bitumen shall not be raked or thrown into the hole or into transporting devices in any way.
C.6.4.12.1.7. Final Compaction. The finished patch shall be compacted sufficiently so as to not to be rutted by a single wheel load of 4,000 pounds with a tire inflation pressure of 80 psi. The patch shall be smooth and level with all surrounding pavement surfaces. The piling of cold bitumen on the patch area in a manner that results in the final patch being at a level above the surrounding pavement surfaces or the underfilling of the patch area are both specifically prohibited. Compaction shall be accomplished in a manner that does not cause failure or depression of surrounding pavement.
C.6.4.12.1.8. Cleanup. All loose material around the patch area shall be removed and disposed of by the Contractor. The place-ment of extra cold bitumen back into the bitumen container or stockpile is specifically prohibited.
C.6.4.12.1.9. Bituminous and Concrete Pavement - Crack Sealing Standard Methods. All sealing of cracks and expansion joints in bituminous and concrete pavements shall be performed after coordination with the Park Manager or, absent specific direction, in accordance with the following procedure:
C.6.4.12.1.10. Crack and Joint Cleaning. Prior to crack or joint sealing, the crack or joint shall be thoroughly cleaned to remove all water, dirt, sand, gravel, or other foreign material.
Cleaning shall be accomplished using compressed air.
C.6.4.12.1.11. Crack and Joint Filling. The Contractor shall fill all cracks with liquid bituminous sealer to a level flush with the pavement surface. The Contractor shall not spill liquid bituminous sealer on the pavement surface or overfill the cracks.
Crack filling shall be accomplished so as to provide a watertight seal.
C.6.4.12. Culvert, Drain, and Ditch Cleaning. Culvert and drain cleaning may include the removal and disposal of woody vegeta-tion, sediment, drift, and debris that block these structures.
C.6.4.13. Storm Debris Cleanup. Storm debris cleanup may include the removal of fallen or broken limbs and trees, soil deposited on paved surfaces, and any other material which adversely affects the utility or the safety of the surfaced area.
