About this file
This is a Sources Sought notice issued by the U.S. Army Corps of Engineers, Medical Support Teams for market research purposes regarding multiple Medical Repair and Renewal (MRR) Design-Build contracts. The Government is not restricting itself to any particular acquisition approach and will use responses to determine if requirements can be set aside for small businesses under the Small Business Set-Asides regulations. The Government will not reimburse respondents for preparation costs, and responses cannot form binding contracts.
The contracts will support the Defense Health Agency's Medical Treatment Facilities at 13 military medical center locations across the United States, including Naval Medical Centers in Portsmouth, VA and San Diego, CA; military medical centers at Fort Bragg, NC; Fort Campbell, TN; Fort Carson, CO; and others in Hawaii, Maryland, Florida, Nevada, and Washington. Work will encompass major repairs and minor construction related to architectural, mechanical, electrical, instrumentation, security, and safety systems in occupied medical facilities. The NAICS code is 236220 (Commercial and Institutional Building Construction), and estimated contract values range from $100–$500 million per individual contract including all optional tasks. Contractors must demonstrate extensive knowledge of medical facility operations, minimize interference with daily operations, implement infection control processes, and comply with Joint Commission requirements for construction in occupied facilities. A Virtual Industry Day is scheduled for June 4, 2026 at 10 a.m. CDT. Interested firms must submit a Capabilities Questionnaire, Non-Traditional Defense Contractor Status Survey, and Project Labor Agreement Survey for each targeted location via email to Morgan.A.Wilson@usace.army.mil by June 12, 2026 at 3 p.m. Central Time. Only Microsoft Word-compatible files will be accepted, and no hardcopy or facsimile submissions are permitted.

Non-Traditional Defense Contractor (NTDC) Status Survey
The Government is currently evaluating acquisition strategies for multiple upcoming repair and renewal projects. At this time, it has not been determined whether individual projects will be solicited via traditional Federal Acquisition Regulation (FAR)-based Design-Build contracts or via Other
Transaction Authority (OTA) for prototype or production projects under 10 U.S.C. § 4022. The
Government is utilizing this Request for Information (RFI) to assess market capabilities, industry interest, and the availability of Non-Traditional Defense Contractors (NTDCs). Industry feedback provided in response to this RFI will directly inform the Government's decision on the appropriate acquisition pathway (FAR-based Design-Build vs. OTA) for each respective project.
1. Non-Traditional Defense Contractor (NTDC) Status
