PLANNING AND PROGRAMMING BRANCH
Five Standard Product Lines Master Planning Real Property Systems of Record Programming (DD1391) Asset Management/Facility Assessment/Code Compliance Decision Analysis
P&P Branch provides integrated real property asset support; master planning, real property systems of record support, asset management, and programmatic support.
MASTER PLANNING
An installation is basically an urban environment in which the placement of facilities, infrastructure and all other physical assets must be placed in order to support the mission and welfare of the warfighter. As part of the master planning process, installations are divided into identifiable and connected districts based on geographical features, land use patterns, building types, and/or transportation networks. An Area Development Plans (ADP), Infrastructure Capacity Analysis, Illustrative Plan and various other planning documents which control and inform the development of physical spaces within the installation boundaries.
Master Planning codifies development specifications for proposed facility complexes by incorporating the following elements:
■ Building form, footprints, setbacks and build-to lines
■ Streets, roads, parking, and other thoroughfares
■ Pedestrian walkways, corridors and plazas
■ Open space, landscape plantings, and other outdoor amenities
■ Natural reserves or conservation areas ■Areas targeted for growth or reserved for future development, including infill and redevelopment
REAL PROPERTY SYSTEMS OF RECORD
Systems Include but are not limited to:
(1)ePrisms
(2)GIS
(3)HQIIS
(4)BUILDER
(5)GFEBS
(6)RPLANS
The Army has multiple systems of record which it uses to capture, monitor, analysis, and assess all real property facility assets on an installation. Planning and Programming Branch provides support input, maintenance and analysis of information contained within these systems. Support includes field assessment and data collection, data entry and coding, data verification and data maintenance.
PLANNING CHARRETTE / DD1391 DEVELOPMENT
Planning charrettes are conducted on identified projects to provide a bridge from planning to Army programming actions.
Using information from requirements analyses or other validated facility requirements studies, a planning charrette validates programming documentation required in DD Form 1391, Military Construction Project Data. Planning charrette forums provide an opportunity for all stakeholders and authorities to interface and address programming documentation.
Products include completed DD Form 1391 and Project Resume as validated through the planning charrette process.
•Goal - Provide a complete and accurate DD Form 1391 for a functional project with the least impact to the environment and the greatest benefit for the users.
•Intense on - site workshop.
•Engages Installation, Corps of Engineers, and ACOMS.
•Led by a Facilitator and multidisciplinary team of Architects, Engineers, Cost Engineer, Environmentalist.
ASSET MANAGEMENT & FACILITY ASSESSMENT
The average age of a facility within the Army inventory is approximately 70 years. In order to provide a safe and utilitarian work environment facilities are assessed for compliance with current facility code requirements. Based on this assessment a list of mitigation measures is defined and a project set is developed. Planning and Programming provides for these facility assessments.
DECISION ANALYSIS & AD HOC ANALYSIS
HNC Planning and Programming Branch generally receives one or two requests every year to perform analyses which are not classified under the other four service segments defined above. Analyses generally center on decision support analysis; analyzing current conditions against a set of defined metrics to identify a most efficient alternative.
These analyses could encompass almost any facility focused solution set.
