SUMMARY OF CHANGES
(End of Summary of Changes)
Vendor Questions and Answers
(W912DY-20-Q-0061) USAG Stuttgart, Germany, WH 5376 & Bldg 2309
1. My company is located in OCONUS. When the contract is awarded, is it the expectation of the contractor to store all the equipment in a storage facility for six months until the agreed-upon installation dates for Stuttgart, building 2309 and Stuttgart, building 5376 as per
SHIPPING/STORAGE INFORMATION on page 38 of the solicitation?
HNC Response: The Option Storage CLINS are for the potential storage of the required electronics and appliances in the event the Government and/or Offeror requires storage as a location other than the Offeror’s facility. The expectation is that the equipment will be installed at the requested installation dates. Storage is an option that the Government would only exercise if the installation dates were delayed due to an unplanned delay.
2. If the answer to the above is affirmative, will it be safe to say LINE ITEMS 3 & 4 on SF1449 will be non-applicable to my company since we are located in OCONUS?
HNC Response: The Government cannot determine if an Offeror should propose to the Option CLINs or not. You will still need to quote pricing for storage in case it is needed.
Since you are located OCONUS, you may enter $0.00 for Line Items 3 & 4 and enter your rates for storage in Line items 5 & 6.
3. Unfortunately we couldn’t find any info about the furniture (it should be Attachment 2 according the description) – is it about to be added later or the quote will be for appliances only
HNC Response: This RFQ is for electronics and appliances in accordance with Attachment 2, Furniture Item Description (FID) which is located within the RFQ Form 1449.
Probably some of the information is in the above mentioned missing attachment, but we have couple questions about the appliances which is important to clarify:
• Are there any requirements for the sizes/dimensions of the appliances (WxDxH), or any additional options, for example:
• Microwave - type of operation – with touch sensitive buttons, or standard mechanical wheel operated?
• Fridge –size (and/or volume),
• Type - fridge only or fridge / freezer combo, single door, or twin doors (US Style)? - with or without integrated ice maker (if with, water supply needed) - if US Style, the following questions become irrelevant.
• Separate freezer or internal freezer (1 drawer only)
• If separate, Freezer door on top or bottom, size/volume of the freezer – 2 or 3 drawers?
• Dryer – type – top or side loading, position of the dryer – is it supposed to be mounted on top of the washing machine, or it will be standalone unit?
• Table Lamp - type - night lamp or reading lamp, free standing, or mountable? with or without adjustable length and height?
HNC Response: All above requested information is available in Attachment 2, Furniture Item Description (FID). The FID is attached to the RFQ Form 1449.
4. On page 1 of 7 on attachment #3 on the SOW under 1.4, it states "The contractor shall provide a color board or binder of all furnishings, finishes and fabrics for customer’s approval, prior to manufacturing. This documentation will become the property of the customer. Upon final approval of the customer, the vendor shall reserve adequate quantities of fabrics from the manufacturer at the earliest possible date to avoid delays due to “out of stock” and/or
“discontinued” fabrics".
• Could you please clarify what you meant in regards to the above statement?
• This solicitation is only for appliances, correct?
HNC Response: The above is non-applicable for this RFQ and therefore, the SOWs have been updated to reflect this.
5. Among the files attached to the solicitation we cannot find Attachment 2 - Furniture Item
Description.
Can you tell us how to find it?
HNC Response: Attachment 2, Furniture Item Description (FID) is attached within the RFQ Form 1449.
6. Inset aside you wrote "small business" - this is a mistake? Can our company also make an offer?
HNC Response: This solicitation has been set-aside for small businesses which meets the U.S. Government’s requirements for small business requirements.
• Fridge-freezer - what color and what height?
• Microwave - also what color and whether with quartz grill, etc.? I suspect it is a free-standing
- for me, it's a microwave for a kitchen counter
• Washing machine, top - opened up - do I need to know how much kg to load and how energy class? Can it be one from the attachment?
• Dryer - it can be the one from attachment
HNC Response: All above requested information is available in Attachment 2, Furniture Item Description (FID). The FID is attached to the RFQ Form 1449.

Building Specific Information:
Other Information such as truck parking, how close the truck can get to the building, can a vendor provided forklift be used on location, are the rooms accessible from the outside via a catwalk or the inside.
Bldg.# 2309 is a 4 floor building without elevator. The first two floors are occupied and cannot be used for temporary storage. Other rooms big enough to provide a staging area in the building do not exist and the parking lot in January is not a good place to store new furniture and appliances for an extended period of time.
Goods have be hauled up to the 3rd and 4th floor immediately after they to come off the container(s).
We can use a trailer mounted outside lift to get the furniture onto the floors but the only possible spot to place the lift is on the end of the building. Thus placement of the lift creates a bottle neck on one site of the building. Everything has to be wheeled down the hallways which takes as long as bringing it up the stairs. Maximum crew size to move the goods is 5 people.
It will take more than 1 or 2 days to off load and move everything up into the building.
These fields are required if furnishings are being removed as part of this contract.
