1. Title Scientific, Engineering, Technical, and Analytical (SETA) support for: NAVSEA, Corporate 6 (C-6) Naval Shipyards, Naval Industrial Base and the Navy Systems Support Group (NSSG) efforts related to the following:
The objectives of this Performance Work Statement (PWS) are to provide the technical scope and associated tasks for support of NSSG’s mission and tasking’s. The objective of contract award is to provide continuing support and services for NSSG as a field activity in direct support of NAVSEA Directorate SEA 04X.
2. Background The Navy Systems Support Group (NSSG), a field activity of NAVSEA Directorate SEA 04X, serves as the Naval Shipyard’s trusted agent for aligning waterfront operations business processes and systems requirements, and driving business process improvement by integrating sound and appropriate policies, processes and systems. NSSG supports the Chief of Naval Operations tenets of: Warfighting First; Operate Forward and Be Ready by integrating best practices and metrics to best “Sustain our fleet capability through effective maintenance and timely Modernization”. NSSG aligns to NAVSEA’s priorities of: “It’s All About the Ships”;
Technical Excellence and Judiciousness; Culture of Affordability; and Cyber Security.
Disciplined and consistent implementation of processes and systems, infused with innovation and supported by meaningful metrics, measures and analysis will instill high confidence that all shipyard requirements will be adequately resourced to deliver each project as promised. Finally, by being the liaison between NAVSEA and the Shipyards to interpret and ensure integration of the Voice of the User with the Voice of the Customer to drive improved shipyard “health”, NSSG directly complements NAVSEA 04’s mission to… “Make the Fleet’s Ships Ready”.
The NSSG Program Office is responsible for providing full program management support of the Facilities and Equipment Maintenance (FEM) application to multiple Department of Defense (DoD)/Department of Energy (DoE) Joint Service customers. In addition, NSSG has overall program management responsibility for the Joint Facilities and Equipment Maintenance (FEM) system throughout the DoD and Civil Works Districts of the Army Corps of Engineers, as well as the DoE Naval Nuclear Laboratories. The foundation of FEM is the Commercial Off-The- Shelf (COTS) product International Business Machines (IBM) Maximo Asset Management, which is an enterprise asset management (EAM) software solution product produced by IBM. It is a solution which enterprises use to track the operation, maintenance and disposal of assets (IBM/MAXIMO). The NSSG Office also has responsibility for the development, implementation, configuration management, and help desk support of the FEM applications for the DoD/DoE Services. Each Service has a unique corporate configuration of the FEM application that is specific to that site/depot. The implementation of FEM supports the naval shipyards' ongoing efforts to improve the industrial capital asset maintenance management of government owned or leased equipment and facilities. Implementation of FEM helps standardize asset management business processes and centralize asset management data, thereby supporting the DoD/DoE's Total Asset Visibility (TAV) objectives. This contract is for managerial, technical, financial and administrative support to the NSSG FEM Program Manager in direct support of the Service customers and FEM systems.
