Questions & Answers - Medical Facilities Architect-Engineer Services Solicitation W912DY-19-R-0072

1. Is the contract value $9,900,000 for all contracts or $9,900,000 per contract?

The total capacity shared among all contracts is $9.9 Million.

2. Are the services currently being performed by a contractor? If so, could you please provide the incumbent name, as well as the contract number?

There is no current contract for the required services. The previous contracts expired 31 March 2019.

3. What is the difference between this requirement and MFAES 3.0 (W912DY18-R-0008) The period of performance is limited to 2 year ordering period. The scope remains the same between this contract MFAES 2.5 (unrestricted pool) and upcoming new contract MFAES 3.0 (both restricted and unrestricted pools)

4. What is the anticipated date of award of this IDIQ Contract?

The anticipated award date is August 2019.

5. Paragraph 3 a) states that "Firms must submit one to four projects demonstrating specialized experience & technical competence." That seems to be a big range, please clarify.

Firms need to provide experience relevant to healthcare facilities. Reference paragraph 3 a) iv;

“Examples of this type of work could include: Renewal or development of unified guide specification templates; engineering studies assessments, or surveys, construction phase services, commissioning services, or original academic or technically intensive research related to healthcare facilities engineering”

6. Paragraph 3 a) Please clarify if AE services on a Task Order with multiple buildings is considered "one project" or each building under the Task Order is considered "one project".

One task order is one project, regardless of the number of buildings in that task order.

7. Paragraph 3 a) specialized experience & technical competence. Please clarify if "Value Engineering project" related to healthcare facilities is considered specialized experience.

Yes.

8. Paragraph 3 b) ii 12. Lead Urban Planner. Please clarify the purpose and role of Urban Planner in this solicitation.

The MFAES contract will be intended to satisfy not only facility planning requirements but also regional healthcare studies involving multiple installations across military market service areas.

This will require the identification of demographic and geographic factors to provide regional healthcare solutions, often across large urban areas. An Urban Planner was requested to be included in these contracts for this reason.

9. Paragraph 4 e) states that "letters of commitments" will not be counted in 50 page limit.

Please clarify if letters of commitments are required from subcontractors or personnel.

Letters of commitment are only required for key subcontract firms to commit their partnership in the event of award. Personnel working for the prime firm are 'committed' by virtue of being officially proposed for a key position (letter of commitment for the person is not necessary). If a person who works for a subcontractor is being submitted for a key position, that person would need a letter of commitment from their subcontractor firm committing their involvement to that position.

10. Paragraph 4 e) Please confirm that CPARS will not be counted in 50 page limit.

CPARS will not be counted in the 50 page limit.

11. Will firms awarded this IDIQ contract be required to provide and deliver cost engineering services/cost estimating services?

Yes, cost engineering services/cost estimating services are required services.
