This capabilities questionnaire and related sources sought notice seek statements of capability from firms interested in an indefinite delivery contract for architect-engineer design services in support of the Range and Training Land Program. Firms are requested to complete the questionnaire indicating experience with design of military live fire ranges, earthwork and site development, fiber optic and structured cabling installation, mechanical and electrical systems, construction documents and cost estimating, 3D modeling and analysis, and engineering services during construction. Responses are due by 2:00 PM Central Time on October 5, 2018 and shall not exceed ten single-sided pages. The contract will have a base period of 24 months and three 12-month options, with an anticipated capacity of $45 million to support range development at Army, Marine Corps, National Guard, and other federal and state installations in the continental US, Alaska, Hawaii, Japan, Korea, Italy, Germany, and Afghanistan.

SECTION 3. CAPABILITY
1. Does your firm have the ability to work anywhere in the Continental United States, as well as Alaska, Hawaii, and/or U.S. territories; and overseas locations outside of the Continental United States including but not limited to Germany, Italy, Republic of Korea, Afghanistan, and Japan? Are there any regional limitations where you cannot work? Please provide examples of locations outside the Continental United States where your firm has worked.
2. Provide specific details of your firm's ability to perform task orders both inside the Continental United States and outside the Continental United States simultaneously.
3. In the past five years has your firm designed any projects outside of the Continental United States? Provide an example.
4. Has your firm designed or are you currently designing any military live fire range facilities? If so, provide an example of the scope of your firm's efforts, location, dollar value of project (s), and dates for designs completed within the past five years.
5. Does your firm have experience in projects with extensive grading and earthwork, fiber optic networking and installation, ANSI/TIA/EIA structured cabling standards, low-voltage underground power distribution, mechanical design of buildings with electrical/ communication rooms, and computer-aided design? Please provide a brief description on how you manage these requirements in a project.
6. Does your firm have the capabilities to complete construction plans, construction specifications, construction cost estimates, DD Form 1391 development, and design-build request for proposals? Please provide a brief description on how you manage these requirements in a project.
7. Identify analysis conducted on military live fire range facilities (i.e. surface danger zone analysis, design analysis, engineering analysis, 3D topographical modeling, and line of sight analysis, etc...).
8. Does your firm have experience in providing Engineering Design Services during construction? Please provide at least two projects and the extent of your firm's involvement on how you manage these requirements in a project.
