42 Would the Government please specify if Offerors should submit Representations and Certifications with their Factor 1: Technical Capability submission?

ANSWER: Yes, submit in Factor 1 section

Factor 3: Price

41 Page 42 of the RFP reads, “In accordance with FAR 15.403-, the offer will provide other than certified supplemental price information for each proposed CLIN.”

Will the Government please specify if Offerors are to include a Factor 3: Price Document that includes information IAW FAR 15.403? If so, would the Government please specify what supplemental pricing information would be acceptable?

Answer: Reference FAR 15.403-3

Factor 3: Price Price_Exhibit_-_JCSE.xlsx

41 Page 42 of the RFP reads “The offeror should express prices as a monthly price.” However the attachment “Price_Exhibit_-_JCSE.xlsx” does not allow for the Offeror to provide a monthly price. Section B requires the Offeror to provide a quantity of 1 net-amount.

ANSWER: Price exhibit should be completed with total annual price for base plus option years. Section B will reflect this amount as “12 months”

If the Government would like Offerors to provide a monthly unit price, will the Government please update Section B to reflect that for the applicable CLINs?

ANSWER: Updated Section B

Factor 1. Technical Capability 40, Will the Government please confirm that Factor 1, consisting of Elements A & B, will receive a single rating of Acceptable or Unacceptable?

ANSWER: Updated clause 52.212-2 to reflect Factor 1 rating.

Factor 2. Past Performance 41 Will the Government please define how a bidder’s “likelihood of success” will be rated, e.g., Acceptable or

Unacceptable, or on a value scale?

ANSWER: Reference clause 52.212-2

Factor 3. Price (b) Options 42 The Government states “(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option”

ANSWER: The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s)

Technical Exhibit 36 The Government lists CDRLs 004, 006, and 007, 006. However, these CDRLs are not in the PWS.

Will the Government please remove CDRLs 004, 006, and 007 from the Technical Exhibit 2 if they are no longer requirements?

Will the Government please add PWS explanations of CDRLs 004, 006, and 007 if these CDRLs are required?

ANSWER:

CDRL 0004 and 0007 deleted CDRL 0006 should reflect PWS para 5.6.1.12 and has be changed to*NEW* CDRL 0004

Special Qualification 25 Under certifications for Cyber Network analyst one of the required certifications is “CSSP Analyst” is CISSP acceptable substitute?

ANSWER: Yes, CISSP is an acceptable substitute

Proposal Instructions

In the Proposal Instructions the Government did not specify page count, font, and other similar limitations for the proposal submission. Can the Government please specify limitations for proposal submission?

Evaluation Criteria – Factor 3(b) Pg.

The Options clause appears to be missing text.

Can the Government please provide the full text of this clause?

ANSWER: Option clause is completed and provided as full text.

Special Qualifications Pg.

The Special Qualification Table specifies a DoD 8570 IASAE Level III Certification for the ISSE’s.

For proposed ISSE’s candidates with a CISSP certification, will the Government allow a 3-6 month waiver to obtain the required concentration of either ISSAE or ISSAP?

ANSWER: Yes, Government will allow a 3-6 month waiver to obtain the required concentration of either ISSAE or ISSAP

We understand there might be OCONUS travel involved but what is the central place of performance for these positions?

ANSWER: MacDill AFB, FL (Tampa)

Technical Exhibit Deliverables Schedule

The deliverable schedule (Technical Exhibit) mentions 5.4.1.14 and 5.5.1.14, however, these sections are not present in the PWS. Please confirm what these sections are?

ANSWER: Deliverable schedule has been changed to delete those references.

Are there any key personnel resumes required as part of the proposal submission?

ANSWER: PWS 1.6.2 requests a summary resume for each position in the PWS.

Page 65 of 65 mentions "work breakdown structure", however, there is no work breakdown structure to be found in the solicitation. Please confirm whether this is missing?

Technical & Management What is the page limit for the Technical and Management section?

ANSWER:

Please confirm whether only two volumes are required for submission - (1) Technical and management and (2) Pricing.

ANSWER: Confirmed

Please clarify what "RMS Technical Training to All RMS Users" in the pricing spreadsheet means? What does "RMS" mean?

ANSWER: Clerical error. Removed.

Travel Cost Section 1.6.18 mentions the Travel Cost, however, it is unclear whether all FTEs for a position be traveling or only one FTE per position will be traveling. i.e. There are 4 IA/CND FTEs and the Travel Cost table mentions "once a year" travel – Will all 4 FTEs travel once a year or only 1? Please clarify

ANSWER: Travel is a possibility dependent on mission requirements. Due to the nature of tactical communications there is not a predetermined travel requirement.

Travel The travel table in 1.6.18 totals to $6,500, however the price for travel in the spreadsheet is $10,000.

Please clarify which of the two is correct?

ANSWER: $6,500 is historical costs; $10,000 is NTE which will be included in submitted proposal.

Section 1.6.16 suggests that contract manager/performance manager is a key position, however, the pricing sheet does not have a row for this labor category. Please confirm whether the government expects to see this labor category in the pricing proposal?

ANSWER: YES

Extension Request Can we kindly request an extension till 09/14?

ANSWER: Extension will be determined once Q&A posted.

Do we need to submit resumes for both Contract Manager/Performance Manager

And Alternate CM/PM?

ANSWER: Resumes are required as stated in PWS para 1.6.2

Do we need to submit resumes for all labor categories listed (IA/Cyber Network Defense Analyst, Information System Security Engineer, Information Systems Security Officer, and Communications Security Specialist)?

ANSWER: Resumes are required as stated in PWS para 1.6.2

Are you aligning the four positions listed in the Solicitation with the 4 Labor Category Standards Listed?

The Solicitation listed IA/Cyber Network Defense Analyst, Information System Security Engineer, Information System Security Officer, and Communications Security Specialist.

The four 1.6.8 Special Qualifications: 1.6.8.1 Labor Category Standards listed in the Performance Work Statement(PWS) are Windows Server Administrator, Cloud Engineer/Network Administrator, MS/SQL Administrator and JAVA Programmer? The Special Skills listed require different skill levels; are there 4 or 8 FTE positions being specified? Can you provide more details with the required skill alignments and the number of positions?

ANSWER: Labor categories are listed in the PWS/solicitation 2. Para 1.6.8 in PWS is Hours of Operations and 1.6.8.1 list the hours the contractor is required to work. The PWS has no mention of Windows Server Administrator, Cloud Engineer/Network Administrator, MS/SQL Administrator and JAVA Programmer.

Is there an incumbent performing the work at the moment or is this a new requirement?

ANSWER: Not relevant to proposal submission

If there is an incumbent, please provide the contract number and incumbent vendor name?

ANSWER: Not relevant to proposal submission

Section 1.6.16 states that the contractor shall provide "contract manager/performance manager (PM)".

Please confirm whether resume of this individual is required along with the submission.

ANSWER: Resumes are required as stated in PWS para 1.6.2

1.6.11.4.10 states "If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL". Please confirm that offerors without a facility clearance will not be evaluated less favorably for lack of a facility clearance.

ANSWER: Inaccurate statement

1.6.18 states the contractor travel. Can you please also state the number of days the contractor would need to be at the traveling location?

ANSWER: There is no set number of days. Travel is included as a possibility.

Please clarify whether 4 FTEs are needed - 1 for each PWS Section 5.4.1, 5.5.1, 5.6.1, 5.7.1?

ANSWER: PWS para 1.6.13 provides the customer’s workload requirement for this firm-fixed contract.

Contractor will make determination of FTE’s needed.

Please confirm whether the PM position referenced in 1.6.16 can perform work from contractor facility?

ANSWER: Yes the PM does not need to be onsite

For "special qualifications" table on page 25 of 65, please clarify what the number in parenthesis means for each row in the table (i.e. (1) for communications security, (4) for Cyber Network Defense Analyst, (2) for Information Systems Security Engineer, (3) for Information Systems Security Officer)

ANSWER: That number correlates with the workload stated in 1.6.13

The solicitation identifies Key Personnel as a PM and Alternate PM. Are these responsibilities designated to two of the current staff identified in the historical LOE or are they separate resources?

ANSWER: Can be either current staff identified or separate resources

The solicitation identifies that these personnel be available between hours 8:00 a.m. to 4:30 p.m.

Is the availability for these resources required to be on-site or can the PM and APM be off-site but, available during those hours?

ANSWER: If PM/Alt PM are separate resources, can be off-site, but must be available during those hours.

1.7.7 Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS.

When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

This requirement doesn’t list key personnel resumes as a part of the technical evaluation for source selection. Is this particular requirement listed as a standard notification but, doesn’t apply to this effort based on the current evaluation requirements?
