Under evaluation criteria "a. Specialized Experience," item v. you request that we include in Section A a statement that subcontractors proposed as team members will support at least 20% of the overall effort across all task orders. Could you please clarify where you would like to see this information? Section A, boxes 1 - 3 are reserved for contract information.

One of the positions we have been asked to provide is a "Lead Program Manager." Could you please define the duties anticipated for this role? Is this the same as a Contract Manager?
By: Carolyn Evans; Global Engineering Solutions; (301-216-2871). On: Feb 25
1-0 Evaluation For Information Only. The role of the Program Manager is defined in para. 5.1 of the scope of work. It states, " The contractor must designate a company officer or responsible representative as A-E Program Manager. Regarding 3.a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, iii. Can you please define "healthcare facility planning"? e.g., does this refer to the space planning for a hospital or clinic we would do in conjunction with the design of the project; and/or volume case load projections?
By: Mariah Joyce; ZGF (Zimmer Gunsul Frasca) Architects LLP - Portland, OR; (5038632234). On: Feb 26 2019. Forward request by email.
1-0 Evaluation For Information Only. "Healthcare facility planning" could involve the full gamut of facility planning, from space planning, case load projections, future site planning, evaluation of future project courses of action (new vs.
addition/alteration vs. renovation), parametric cost estimating, or any other activity that would be used to develop documentation used to validate the need for a future design/construction project. Planning differs from design in that it involves activities performed prior to formal design. Planning may also include regional healthcare or facility master planning, thought planning for individual facilities will be considered more relevant (per para. 3.A.xii). Regarding 3a. SPECILAIZED EXPERIENCE & TECHNICAL COMPETENCE, iv.
Regarding "Special Projects" – are there other areas of "specialized expertise and technical competence" that would be considered relevant? e.g., seismic evaluations, development of inpatient design standards, or other?
1-0 Evaluation For Information Only. All of these examples you have given would be considered relevant so long as they apply to healthcare facilities. 1-0 Evaluation For Information Only. Paragraph vi. of the synopsis currently states:
"A key Design Project will only be considered recent if the completed design product has been accepted by the ultimate project owner within the last five (5) years and led to a construction project which is no less than 50% complete at the time of the release of this synopsis." The allowance that the construction project be at least 50% complete after the design product should provide sufficient time for the vast majority of even the largest projects to be considered (except in cases where there may be problems in overall project execution). We've limited the design products to being less than five (5) years old since older projects will not reflect a firm's current capabilities. The government's industry day presentation highlighted the overall scope and intent of the services to be provided by the A&E firms including: medical equipment planning, initial outfitting, and transition planning. These services may greatly extend the team's capability for an integrated design. Please confirm if these services will be performed under this IDIQ and if so what information is required to be included in the response.
By: Milton Rivera; Cazador; (305-877-3363). On: Mar 05 2019. Forward request by email.
1-0 Evaluation For Information Only. The industry day was for market research purposes. As stated in the industry day, all information presented is/was subject to change. The current version of the scope requires a highly qualified A-E firm to provide expert medical facilities architecture, engineering, and planning services.
Critiera 1 of the synopsis indicates areas where we believe the focus of future required services will be. Any medical equipment planning required will be ancillary to medical facilities planning requirements. Initial outfitting and transition planning is not anticipated to be a key competency required of a selected firm, though the A-E firm may be expected to interface with other firms and contractors who provide those services. Please clarify the SB participation Goals that are expressed in terms of "Total Acquisition Value." It appears that it is the government's intent for all Large Business firms to subcontract out nearly 25% of their business to SB consultants. Historically, these goals were ranging from 60% to 75% of the "Total Subcontracted" amount.

7878218 Other A v Specialized Experience & Technical Competence
Please clarify the intent of this statement: "In Section A, the offeror must expressly state that key subcontractors being proposed as team members will perform at least 20% of the overall effort across all task orders awarded on this contract." We have a requirement to provide resumes for 12 key personnel and we plan to subcontract two of those key positions (Lead Urban Planner and Lead Environmental Engineer). Is it the government's expectation that we subcontract 20% of the contract to these two potential subcontractors collectively or individually? In either case, we believe that it would be nearly impossible on an MFAES type contract.
1-0 Evaluation For Information Only. If your firm intends on subcontracting a portion of the anticipated future workload, but the subcontractors being used would not (in your estimation) perform at least 20% of the overall effort, then they would not fit the definition of a "key subcontractor". This is perfectly fine, however, the Government cannot evaluate projects or past performance information related to those contractors since they are not (by definition) "key" (see previous sentence in the synopsis under para. 3.a.v and para. 3.c.i). The need for the express statement gives the Government evaluators know that they can evaluate key projects performed by (and past performance related to) those subcontractors. Paragraph F.i states that the government will obtain SB participation levels from the "Small Business Subcontracting Plan," but later down in the paragraph, it states that all firms must submit the: Small Business Participation Plan." What is the difference between the two plans:
"Subcontracting Plan" vs "Participation Plan," and which one do we submit with the SF330?
By: Edward Piekarczyk; Leo A Daly; (404-885-7952). On: Mar 10 2019. Forward
1-0 Evaluation For Information Only. Large businesses are required to submit both a subcontracting pan and a small business participation plan. Small business offerors are required to submit a small business participation plan.
The primary differences between the two plans are:
Requirements for Small Business Subcontracting Plans are in FAR Subpart 19.7 and FAR 52.219-9 (note DFARS deviation which requires use of the DFARS 252.219-9 Deviation 2016 O0009 in lieu of FAR 52.219-9) and must be fully addressed for plan acceptability. They do not apply to small business concerns. Government subcontracting quantitative objectives (subcontracting goals) are established through market research; offerors propose goals that are based on total planned subcontracting dollars per FAR Subpart 19.7. The government's quantitative objectives can be used to determine/negotiate the acceptability of offerors proposed subcontracting goals.
Requirements for evaluating small business participation are in FAR 15.304 and DFARS 215.304. The acquisition team has flexibility in determining how to implement solicitation requirements and evaluation factors or sub-factors as appropriate for the circumstances of the acquisition. These must be stated in the solicitation and model contract when binding. By: Mike Mollineaux; AE Contracts & Criteria Branch - EDS-E; (256-895-1424) On: Mar 19 2019

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) paragraph 4.e states that "Letters of Commitment" will not be counted in the page limitation.
Are Letters of Commitment required and if so for what individuals?
1-0 Evaluation For Information Only. Letters of commitment are required for proposed key subcontractors that will make up the A-E team. No letters of commitment will be required for prime contractors employees since the contractor's proposal is sufficient to commit the individuals. By: Mike Mollineaux; AE

7881516 Other 3.a.xii
Paragraph 3.a.xii states that full designs are more important than development of D-B RFP documents, yet historically the MFAES contract has generated more task orders for D-B RFP package development than new facility designs. Please confirm the order of importance.

7882288 Other Past Performance Paragraph 3
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Paragraph 3.c.ii states that for US Federal Government projects, a copy of the "Final" signed performance evaluation from CPARS must be submitted. We have government DOD medical projects that were designed and the construction is more than 50% complete, however since the design contract was modified for PCAS services, the CPARS rating still indicates "Interim" and the % complete on the CPARS now shows it in relation to PCAS services rather than Design. Because the new CPARS system now is over a period of time such as 1 year, and because during a one year period the project went from Design to PCAS services, there is not a CPARS rating that exists for the project that shows design as 100%, or has the words "Final" rather than "Interim." Therefore, we request the words "Final" be omitted from the CPARS requirement, so that a project such as this is not thrown out on a technicality.

The % complete on the most recent CPARS rating may not indicate the current % complete of the construction project since the most recent CPARS rating may be almost a year old depending on the timing of the rating. Please confirm that the CPARS rating does not have to indicate the solicitation's required % complete of the project.
By: Erin Sloan; Sherlock, Smith & Adams; (334-263-6481). On: Mar 11
1-0 Evaluation For Information Only. The offerors must submit only key DESIGN projects where 50% of construction has been completed at the time of the release of the synopsis. Evidence of 50% construction project completion provided in ways other than the most recent CPARS report (construction reports, etc.) and explained via narrative. However the CPARS report for the designer must be the most recent CPARS that is available. By: Mike Mollineaux; AE Contracts & Criteria Branch - EDS-E; (256-895-1424) On: Mar 22 2019

We have task orders under MFAES 2.0 that are two separate projects in one task order. Do we include those as one project or two since they are in completely separate locations/bases?
By: Stephen Bell; Page Southerland Page - Austin, TX; (512-382-3514). On: Mar 18
1-0 Evaluation For Information Only. The synopsis states, "A project is defined as efforts leading to the completion of a specific requirement." For the purposes of this synopsis, a "specific requirement" will be defined as meeting the requirement of a single task order. Therefore, you may submit a task order requirement as a single key project.
The next sentence in the synopsis states, "Multiple projects performed under a multiple-award contract that are submitted as a key project will be disqualified from further evaluation." This sentence warns against submitting multiple task orders from a single indefinite delivery contract as a single "project". However, this does not appear to be your intent. It will be important for the board to evaluate the performance of a completed design deliverable. If the design is not complete, it should not be submitted as a key project. The government may evaluate post-design services (PCAS, construction-phase services, Cx, etc.), but such services do not necessarily need to be complete to submit the project since we only require the primary design package to be complete and accepted. Historically, we have observed that getting an overnight package delivered to your Huntsville address before 3:00 PM is very risky, forcing the delivery a day earlier. However, since the due date falls on a Monday, we would need to overnight a package on Thursday, 4 April for an afternoon delivery on Friday to be sure its delivered and accepted by 3:00 PM on Monday 8 April--thus loosing 3 critical days.
