REVISED 10 NOVEMBER 2016

Request for Information

Information Technology (IT) Engineering Design Support Services (EDSS)

1. Introduction:

1.1 The Army Corps of Engineers – Information Technology (ACE-IT) in support of U.S.

Army Corps of Engineers (USACE) global engineering and construction mission, is seeking information on how an interested contractor could provide innovative, customer-focused, cost-effective, Information Management / Information Technology

(IM/IT) Engineering, Design and Support Services in addressing mission requirements.

1.2 This is a Request-For-Information (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal

(RFP) or a promise to issue an RFP in the future. This RFI does not commit the

Government to contract for any supply or service whatsoever. Further, ACE-IT is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFPs, if any are issued. The purpose of this RFI is to determine the best acquisition strategy, i.e. use of an existing strategic contract vehicle, GWAC, or open-market on FBO.

2. Name of the service: Information Management / Information Technology (IM/IT)

Support Services

3. Background: ACE-IT provides secure enterprise-wide IM/IT support services to more than 37,000 USACE customers located throughout the Continental United States

(CONUS) and Outside the Continental United States (OCONUS). ACE-IT seeks market information on the availability of experienced and knowledgeable industry service providers capable of delivering innovative, cost effective engineering design support services in support of USACE mission requirements. For this RFI, Engineering Design

Support Services include but are not limited to the following focus areas: Capacity and

Demand Management; Technology Refresh and Modernization; Core Build Services;

Problem Management; Risk Management; Requirement Management; Continuous Service

Improvement (CSI).

4. In your responses to the categories and questions listed below, please describe scope

(national, regional, and or local level), experience, and capabilities as it relates to

Engineering Design Support Services, in classified or unclassified environments:

i. Capacity and Demand Management: ACE-IT manages information technology resources and services at the Enterprise, District, and Field

Levels, to include the cloud. Services related to these areas involve analyzing and reporting the performance of networking, computer, and storage resources deployed throughout USACE for the purpose of forecasting capacity demands against established Capacity Demand

Management Plan (CDMP) thresholds whether virtual or physical.

Services will include identifying, analyzing, projecting, recommending enhancements, and planning for capacity demands to support current and emerging requirements throughout the Enterprise.

1. What is your experience and capabilities developing, executing, and managing CDMP’s at the national, regional, and/or local levels to include cloud?

2. What is your experience analyzing approved measurement data that impacts existing and or emerging technologies;

3. Provide other pertinent data that demonstrates your experience in

IM/IT capacity and demand management.

ii. Technology Refresh and Modernization (TRM): Technology Refresh is the planned periodic replacement of ACE-IT hardware, software, and assigned non-IT assets to support, improve reliability and availability, and reduce the Total Cost of Ownership (TCO). Technology Refresh also includes technology insertion where newer capabilities are inserted to enhance the current capability. Modernization consists of proposing, planning, testing, and implementing new technologies to maintain current capabilities and performance at lower costs or provide improved capabilities and performance with consideration to cost.

1. Describe your experience directed at TRM activities.

2. Do you have experience with developing and executing

Technology Refresh Plans (TRPs)? If so, please indicate the scope of the TRP you have experience with?

3. Include any other information that further demonstrates your capabilities in this area.

iii. Core Build Services – encompasses two main areas: 1) Image

Management and Packaging – which is concerned with packaging approved software to deploy to government hardware, operating systems, and applications, and 2) Deployment and Licensing – deploying software to authorized users, tracking licenses to support audits and vendor billings.

1. What is your experience in packaging licensed software and deploying it to your customers?

2. What is your experience packaging, distributing, and managing software licenses? What tools did you use?

3. What was the scope (National, Regional, or Local)?

4. Provide any other information that demonstrates your capabilities in this area to include scope of responsibility

iv. Problem Management – In the context of engineering design, this area provides a framework for a contractor to troubleshoot, conduct problem trend analysis, diagnostics, and root case analysis.

1. In the context of engineering design, what experience and capabilities do you apply to address problem management?

2. What tools and processes are you familiar with?

3. Are you familiar with ITIL, Lead Six Sigma?

4. What was the scope (National, Regional, or Local) in which you conducted Problem Management?

5. Provide any other information that demonstrates your capabilities in this area to include scope of responsibility

v. Risk Management: Risk Management in the context of engineering design, provides an organized means of identifying, measuring, ranking risks and opportunities, and developing, selecting, and managing options for resolving or mitigating risks and fostering opportunities.

1. Are you familiar with applying Federal, State, and Industry regulations, such as DoD Management Guide for DoD

Acquisition, USACE Project Management Business Process

(PMBP); Project Management Institute (PMI) Risk Management model; Projects IN Controlled Environments 2 (PRINCE2); and

Agile Project Management, etc?

2. Have you developed and implemented a Risk Management Plan?

3. Please provide additional information and or example that demonstrates your capabilities and experience related to Risk

Management.

vi. Requirements Management - Requirements Management is concerned with maintaining a set of approved baseline requirements that apply to a system or component within the enterprise. These services define and recommend standards that should be followed by USACE, implement a tool set to facilitate capture the requirements, and facilitate capturing the baseline requirements of USACE’s Systems with ACE-IT, and other

Communities of Practice (CoP).

1. Are you familiar with and routinely apply Federal and Army regulations governing requirements management? Example:

Federal Enterprise Architecture Framework (FEAF); The DoD

Information Enterprise Architecture; The DoD Architecture

Framework (DoDAF); The Army Enterprise Architecture (AEA) policies; USACE Life Cycle Management of Information Systems

(LCMIS) policy.

2. Please provide additional information and or example that demonstrate your capabilities and experienced related to

Requirements Management?

vii. Continuous Service Improvement (CSI) CSI enables the creation and maintenance of service value throughout the Service Life Cycle including strategy, design, transition, and operation of IM/IT services.

1. What is your experience with CSI?
