QUESTION GOVERNMENT RESPONSE
RFQ is set aside for a EDWOSB and the threshold is $11M. Yet after review we found the following statement: "This is an 8(a) competitive acquisition for the award of a firm-fixed price (FFP) contract. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government." Would the government consider raising that threshold to maximize potential competition?
RFP modification amendment W912DY-15- T-0385 0001 was issued on 1 October 2015.
This solicitation is not set aside for Economically Disadvantaged Women- Owned Small Business (EDWOSB). This solicitation is not set aside for 8(a). This solicitation is 100% set aside for small business.
Government provided course material can be found on the https://safe.amrdec.army.mil/safe/ website.
Are submitters able to look at existing course materials during the proposal process? Why was this link provided in the
RFP?
Proposer(s) should absolutely look at the course material during the proposal process. The submission should be based on their interpretation of the existing material and how they would approach providing instruction for the course sessions.
The cost proposal is not included in the page count - correct?
Correct the cost proposal is NOT included in the page count.
Is the presumption that no materials are to be provided by the contractor (e.g., folders or notebooks, handouts, posters, copies of slides, pre and post tests) - and no costs included in the contract for student materials? Does that means that any instructor manuals are also printed and provided by the Corps?
This is an incorrect presumption. The vendor should again submit their proposal based on the RFP Section 2.2
All elements needed to meet the requirements of section 2.2 should be included in the course presentation cost submission.
The instructor manual will be developed based on the student course manual.
