Justification and Approval for

Exception to Fair Opportunity (EFO) Next Generation Technical Services (NGTS) III

$75,000,000

1. ·Contracting Activity: U.S. Atmy Corps of Engineers, Huntsville· Engineering and Support Center (CEHNC) located at 4820 University Square, Huntsville, AL 35816-1822.

2.. Description of Action: CEHNC has received a requirement from the High Petformance Computing Modemization Program Office (HPCMPO). This requirement includes the operations and management of four Department of Defense (DoD) Supercomputing Resource Centers (DSRCs), as well as numerous program-wide support functions in service of the DoD High Performance Computing Modernization Program (HPCMP). This requirement is a continuation of services cunently provided by GSA and includes: (1) technology advancement for DSRCs, such as software applications support, data analysis, technology evaluation and outreach, (2) operations suppoti, including systems integration, systems administration, network administration, information assurance, facilities support, and maintenance, and (3) program management supp01i, such as financial data and repmis and process management.

These services are cunently provided by Lockheed Martin Integrated Systems, Inc. (LMIS), through GSA contract GSOOQ09BGD0039 RFP ID04130195. 'The period of performance will expire 29 September 2014. There are no additional options which can be exercised to extend these services. The nature of this action is to continue services by awarding a four (4) month Cost Plus Fixed Fee Task Order with one (1) additional four (4) month option, utilizing the GSA Alii ant GW AC. This four ( 4) month base period will provide continuity of service for the HPCMP DSRCs, while the Government Accountability Office (GAO) deliberates qver protests received in response to the award of the competitive HPCMP Integrated Technical Services (HITS) Unrestricted successor contract, issued 28 July 2014 under the GSA Alliant GWAC. The base period also includes coverage for NGTS III and HITS Unrestricted transition. Additionally, the four (4) month option will allow for continued coverage for conective action(s) required after the GAO has issued a decision, should the protest be sustained. The decision date for the protest is 17 November 2014.

3. Description of Supplies/Services: This task order shall provide support directly to the DoD ·

HPCMP. The HPCMP was initiated in 1992 in response to congressional direction to modernize the DoD laboratories• High Perf01mance Computing (HPC) capabilities. The HPCMP mission is to accelerate technology development and transition to superior defense capabilities, which provide DoD's scientists and engineers with the resources necessary to solve the most demanding problems through the strategic application ofHPC, networking, and computational expertise. To accomplish this mission, the program operates DSRCs with associated Local Area Networks (LANs)/Wide Area Networks (W ANs) and develops HPC software applications and support environments. These capabilities provide the HPCMP with an avenue to accomplish its mission.

The objective of this acquisition is to acquire the services required to suppmi the operations and management of four DSRCs. Services will take place primarily at the four DSRCs under the

Procurement Sensitive – IAW FAR 3.104 qualified had submitted experience and expertise that the technical evaluating team deemed highly relevant. Past performance on these efforts was not evaluated for this market survey as the team strictly focused on technical ability. The demonstrated abilities of the respondents lend itself to a high degree of confidence that the requirement should not be exclusively set aside for small business. None of the small businesses have the capability to accomplish the entire HITS requirement. As a result, CEHNC reviewed the requirement and based on the market research results, it was determined that the course of action that was most beneficial, reduces risks, and provides the most efficiency was to issue an unrestricted order under the GSA Alliant GWAC.

Based on the overall requirement and market research, the only possible acquisition method to continue performance for the subject requirements without an unacceptable degree of risk is this other than competitive short term 8 month bridge contract with LMIS.

9. Interested Sources: To date, no new sources, outside of the proposals received in response to the HITS Unrestricted requirement, have written to express an interest in this requirement. No public synopsis will be made for this requirement, as exception 6 under FAR 5.202(a), orders placed under Subpart 16.5, applies.
