BMD A-E ProjNet Questions and Answers as of 26 August 2015
1. For Section F: Example Projects, may we present a multiple task order contract as a single project or multiple TOs performing work at the same site as follow on efforts?
RESPONSE: An A-E firm shall not submit a base contract (IDIQ, MATOC, etc.) or multiple task orders as a single project. Individual task orders from an IDIQ contract can be submitted as one project to demonstrate the volume of work awarded by DoD during the previous twelve months.
2. Will USACE Huntsville consider changing the requirement for cost engineer (to be CCP) based on AACE's change in certifications in 2013?
[The Certification Board announces a change regarding the rebranding of AACE's Certified Cost Consultant and Certified Cost Engineer (CCC/CCE) certifications. The new designation will be the Certified Cost Professional (CCP). The CCP represents uniting of AACE's flagship certifications under one name.]
RESPONSE: The Government will accept CCP as an acceptable certification.
3. Reference 2.3 Cost Accounting Standards (CAS) Disclosure Statement. The solicitation states:
"The A-E shall provide the Cost Accounting Board Disclosure Statement required by Public Law 100-679." Typically the DS-1 disclosure statement is provided to the Government with the cost or price proposal from the selected A-E firm after issuance of the Request for Proposal. To provide this document with the SF330 technical proposal would result in approximately 100 additional pages of non-technical material. Question: Would a narrative describing the A-E's cost accounting system and practices along with confirmation of submission of an existing DS-1 to the cognizant regulatory agency be adequate for the purposes of this SF330 submission?
RESPONSE: Yes, a narrative describing the A-E's cost accounting system and practices along with confirmation of submission of an existing DS-1 to the cognizant regulatory agency will suffice for the purposes of this SF330 submission.
4. Will the USACE allow the Offerer to provide a Cover Letter and Table of Contents with our SF330 submission, that is excluded from the 60 page count?
RESPONSE: Yes. Cover Letters and Table of contents will be excluded from the 60 page count requirement.
5. Will the USACE consider allowing a 2-week extension to allow adequate time for Past Performance Questionnaires to be returned from our federal clients for inclusion in our proposal?
RESPONSE: The Government does not anticipate an extension to the SF330 due date.
Please keep in mind that the customer also has the option of sending, via email, the Past Performance Questionnaires directly to the Government point of contact identified in the Synopsis.
6. Paragraph 2.3 requires a description of "the A-E's cost accounting practices as well as any Joint Ventures or Subcontractor cost accounting practices." In other paragraphs of the Combined Synopsis/Solicitation, requirements extending to subcontractors were for key subcontractors.
Does this requirement in Paragraph 2.3 extend to key subcontractors or all subcontractors?
RESPONSE: This requirement extends to all subcontractors.
7. Is the Cost Accounting Standards (CAS) Board Disclosure Statement required by Public Law 100-679 required in Paragraph 2.3 to be provided in Part I of the SF330? Paragraph 4.0 does not indicate whether or not the CAS Disclosure Statement is included or excluded from the 60 page limit for Part I, although Paragraph 4.0 does identify other items that will not be counted in the 60 page limit.
RESPONSE: A narrative describing the A-E's cost accounting system and practices along with confirmation of submission of an existing DS-1 to the cognizant regulatory agency will suffice for the purposes of this SF330 submission. This narrative will not be included in the 60 page limitation and does not have to be provided in Part I of the SF330.
8. What is the "Certification of Authorization" referred to in the solicitation and where is it located?
RESPONSE: A certificate of authorization (or equivalent) is required to demonstrate that a firm is permitted by law to practice the professions of architecture and/or engineering work in at least one state, territory, or jurisdiction of the United States as required by FAR 36.601-4(b). Please see the 1st Edition of the 50-State Survey of Firm Licensure Requirements for Architectural and Engineering Firms, published January 2015.
