Offeror’s must be registered in CCR to be eligible for award. SEE FAR 52.204-7.
Blocks 11 and 12: As specified per Task Order
** Block 13B: See Section 00 21 00, Section 1.14 for Bid Guarantee requirement and Section 00 72 00, Contract Clause 52.228-1.
Reference Contract Clause Federal Acquisition Regulation (FAR) 52.236-1, Performance of Work by the Contractor.
For the purpose of this solicitation, the term ‘offeror’ is defined as the prime contractor, design firm(s), and all key subcontractors. Key subcontractors are defined as any subcontractor that will perform a major or critical (more than 15% of the total job) aspect of the project.
This solicitation will be evaluated under the Two Phase Design Build Process of FAR subpart 36.3. In Phase 1, interested firms or joint venture entities (referred to as “Offerors”) may submit certain specific performance capability proposals, demonstrating its capability to successfully execute the design-build construction IDIQ contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described in the solicitation and intends to select a target of six (6) offerors to compete for the contract in Phase 2 of the process. However, the Government reserves the right to select more, less, or none at all.
In Phase 2, the selected Offerors will submit preliminary technical design proposals for either an initial task order or sample task order, addressment of the contract duration, a preliminary schedule and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible Offerors, whose proposal conforms with all the material terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the government, considering technical-design quality, performance capability, and cost. To meet the minimum guarantee, the Government anticipates awarding the initial task order (if used) at the time of contract award unless funds are not available to award. In that case, the Government will award the contract with the minimum guarantee.
The total estimated contract capacity is $585,000,000. The Government intends to select a target of four (4) contracts as a result of this solicitation and the estimated duration for each contract award will be an initial Base Period of twelve (12) months with up to 4 Option Periods of twelve (12) months each, for a total not to exceed contract period of 60 months. However, the Government reserves the right to select more, less, or none at all. The minimum guarantee for each contract will be $10,000 and this amount will be applicable to the base period only.
Selection of Multiple Award Task Order Contract (MATOC) Pools: The Government will conduct 2 separate competitions for award of two (2) MRR Multiple Award Task Order Contract (MATOC) pools to support the MRR program’s requirements; one full and open/unrestricted competition and one set-aside/restricted for competition among 8(a) small businesses. These two competitions will be solicited under separate solicitations and evaluated separately. Under this acquisition, the Government targets the award of four (4) restricted ID/IQ multiple award task order contracts for MRR, however the Government reserves the right to award less or none at all. The estimated capacity for each pool is $165 Million for the restricted MATOC pool and $585 Million for the unrestricted MATOC pool. Each MATOC pool total capacity will be shared among all awardees in that MATOC pool. Depending on the number of qualified awardees in each MATOC pool, the total capacity per pool may be modified upon the sound discretion of the Government. The awardees in each MATOC pool will only compete among the other awardees in the same MATOC pool for task order awards. MATOC pools will not be combined for competition of the same task order. However, if no acceptable proposals are received from the restricted pool awardees, these task orders will be competed amongst the unrestricted pool awardees.
