TASK ORDER PERFORMANCE WORK STATEMENT

FACILITIES REDUCTION PROGRAM

Midwest U.S. MATOC Task Order – Fort Hood, TX

1.0 GENERAL STATEMENT OF SERVICES

1.1 Introduction and Purpose. This task order is for a range of commercial demolition services and is issued under the existing Midwest U.S. Facilities Reduction Program Multiple Award Task Order Contract (MATOC). All MATOC terms, conditions, specifications, requirements, and guidance apply to this task order. This task order will be awarded to one of the MATOC Contractors on a competitive basis. All MATOC Contractors submitting a proposal in response to this task order must attend the mandatory pre-demolition site conference. The purpose of this task order is to support a facilities removal project at Fort Hood, TX.

1.2. Location. Fort Hood, TX is located in Bell county in central Texas adjacent to the city of Killeen

1.3. Site Description. A 340 square mile installation (217,337 acres), Fort Hood is the only post in the United States capable of stationing and training two Armored Divisions. The rolling, semiarid terrain is ideal for multifaceted training and testing of military units and individuals. Fort Hood is "The Army's premier installation to train and deploy heavy forces." In addition to the 1st Cavalry Division and 4th Infantry Division, Fort Hood is also residence for Headquarters Command III Corps, 3rd Armored Cavalry Regiment, 13th Sustainment Command (Expeditionary), 21st CAV Brigade (Air Combat), 89th Military Police Brigade, Carl R. Darnall Army Medical Center, Army Operational Test Command (USAOTC), and various other units and tenant organizations.

1.4. Site History. Camp Hood was created in 1942 as a training area for tank destroyer weapons and tactics. In 1946 it became the headquarters of the 2nd Armored Division. In 1950 Camp Hood was designated a permanent installation and the name changed to Fort Hood. It trained armored and anti-armor personnel through the Korean War. In 1954 III Corps was transferred to Fort Hood and the armor mission increased in scope. Additional units were transferred to Fort Hood starting during the Vietnam era and continuing into the 1990’s.

1.5. Mission. Since the early 1970s, Fort Hood has played a major role in the training, testing, and introduction of new equipment, tactics, and organizations. A primary player in the test and evaluation mission has been the U.S. Army Training and Doctrine Command's Test and Experimentation Command located at West Fort Hood. Fort Hood has been instrumental in the fielding of the M1 Abrams tank, M2/3 Bradley Infantry/Cavalry Fighting Vehicle, the Multiple Launch rocket System (MLRS), and the AH-64 Apache helicopter. Today Fort Hood houses 65,000 military personnel and their families.

1.6. Security Requirements. The Contractor will be required to comply with all Fort Hood entrance and security requirements. All Contractor personnel requiring access to Fort Hood must be U.S. citizens or documented legal resident aliens.

2.0 OBJECTIVE

The objective of this Performance Work Statement (PWS) is to plan and complete the removal of excessive real property inventory at Fort Hood, TX. See paragraph 4.4 for a list of facilities to be removed. The removal action will include, but is not limited to, the abatement/removal of asbestos containing materials, disposal of all debris materials, disconnect/capping of utilities, and restoration of the site to a native condition. Since originally constructed, the facilities have likely been refurbished and renovated on occasions in past years. The facilities are varied in their design-type, structural frame, eave height, and stories. The Bidder should take care to examine all facilities before determining the methodology and cost to perform the removal action. Following facility removal, the Contractor shall be responsible for restoring all work sites with to match existing grades and positive drainage. There are no known hazardous, toxic or radiological waste (HTRW) concerns on the site of this initial task order. This includes all underground storage tanks (USTs) and soil or ground water concerns. PWS language regarding USTs and hazardous material are stated to guide any work on unknown site conditions that may arise.

3.0 PRE-PROPOSAL CONFERENCE and SITE VISIT ACCESS

Contractors are advised to attend a mandatory pre-proposal conference/site visit and preview the project site before they can submit a proposal for this task order. The scheduled date for the Pre-proposal conference is 17 December 2008 and the site visit will follow during the period 8 and 9 January 2008. The Contractor may bring a maximum of three persons to the Pre-Proposal Conference and Site Visit.

Contractor personnel visiting the site shall equip themselves with hard-hats, safety glasses, and substantial boots/shoes. An attendance form for this event can be found at the Army Single Face to Industry (ASFI) website, on the same page as this solicitation. Complete and submit the form as soon as possible, but not later than three days prior to the event.
