About this file
This is a Questions and Answers document from the Seattle Sentinel Industry Days held on January 13, 2026, at South Seattle College. The document addresses industry inquiries regarding federal construction projects at Malmstrom Air Force Base managed by USACE Seattle District. Key projects include the Operation Maintenance Complex (OMC) consisting of Infrastructure, Commodity Management Facility (CMF), Integrated Training Center (ITC), Missile Handling Complex (MHC), and Integrated Command Center (ICC), plus a separate Utility Corridor project. All OMC projects are Design-Bid-Build with single-phase acquisition anticipated, while the Utility Corridor is planned as Design-Build with multiple task orders under a Multiple Award Task Order Contract (MATOC).
The projects feature specific procurement requirements and timelines: project durations range from 32 to 52 months (Infrastructure 41 months, CMF 52 months, ITC 40 months, MHC 32 months, ICC 35 months); 100% Performance and Payment Bonds are required for all OMC projects; CMMC Level 2 Certification is currently anticipated; and 35%-65% design completion is underway. Solicitations are anticipated 6-9 months prior to construction award dates. Small Business subcontracting goals have been identified for CMF and Infrastructure projects, with ITC, MHC, and ICC goals to be determined pending market research. Project Labor Agreements remain undecided pending government market research. Construction Management Services will operate under Non-Brooks Act authority and utilize Full & Open competition. The program value has increased from the initially stated $86 billion, though the precise current amount was not confirmed. All materials from the Industry Day will be posted on Sam.gov for uniform contractor access.

QUESTIONS AND ANSWERS
NOTICE: Information provided herein is considered informational only and is subject to change throughout the acquisition process/phases.
Formalized information will be provided with any future Requests for
Proposal (RFP)/Solicitation issuance.
1. In light of the recent decision by the U.S. Court of Federal Claims filed 18 December
2025, in the case of Brassfield & Gorrie v. the United States, which gives the
Government further clarity and leeway with respect to the use of Project Labor
Agreements (PLA), what is USACE-Seattle District’s position on whether or not
PLAs will be mandated on the Sentinel projects at Malmstrom?
Answer: No decision yet made on PLA requirements for any of the Operation
Maintenance Complex (OMC) projects (Infrastructure, CMF, ITC, MHC, and ICC). At this time, USACE is still considering market research regarding PLAs. Please review the supplemental information from the slides which contain PLA market survey questions USACE is looking for feedback on.
2. Really few, if any, SB subcontractors who have historically worked on USACE and
Government projects can comply with the new CMMC requirements. What is
USACE the Government doing to actively educate and train small businesses to help them become compliant for current and future projects with CMMC requirements?
Answer: Resources regarding information and training on Cybersecurity Maturity
Model Certification (CMMC) program have been provided during Industry Day and are also available within the slide presentation.
3. Can you confirm which projects are Design-Build?
Answer: Utility Corridor is planned to be Design-Build, intending multiple Task Orders off of a Multiple Award Task Order Contract (MATOC). The Operation Maintenance
Complex (OMC) projects (Infrastructure, CMF, ITC, MHC, and ICC) are all Design-
Bid-Build.
4. Do you anticipate using 2-Phase Best Value Trade-Off [BVTO]? We recommend 2-
Phase.
Answer: Yet to be decided for Utility Corridor Design-Build projects. Operation
Maintenance Complex (OMC) projects (Infrastructure, CMF, ITC, MHC, and ICC) projects are anticipated to be single phase as they are Design-Bid-Build.
5. If BVTO, can you please share draft RFP 60-90 days before actual solicitation date?
Answer: We will take this into consideration when conducting our Acquisition
Planning for the Operation Maintenance Complex (OMC) projects (Infrastructure, CMF, ITC, MHC, and ICC).
6. Do you anticipate PLA requirement?
Answer: See response to question 1.
7. Do you anticipate CMMC Level 2 Certification?
Answer: That is what is currently anticipated; however actual CMMC requirement level will be publicized with the official solicitation when it is issued.
8. What bonding capabilities will you require from the prime?
Answer: 100% [of the original contract price] Performance and Payment Bonds will be required for all the Operation Maintenance Complex (OMC) projects
(Infrastructure, CMF, ITC, MHC, and ICC).
9. Has the District executed a military construction project that required a PLA? If so, how many and how recent?
Answer: No, we have not recently completed a military construction project contract that required a PLA. In the last two years, we issued solicitations that required PLAs
– some of which are still pending - and awarded projects to offerors with executed and FAR-compliant PLAs, but those projects are not yet complete. All PLA-related projects have arisen in the last two years.”
10. What was the impact of PLA to SB goals [if USACE has done a project with PLA]?
Answer: As projects with PLA requirements are still pending, information on impact is still being evaluated. SB goals are established based on market research on a project by project basis.
11. When do you anticipate RFPs to be issued? Understand award date targets but really want to know when RFPs are projected to be issued?
Answer: Solicitations are anticipated to be issued around 6-9 months prior to dates mentioned for award of construction projects.
12. The duration for the CMF and ICC were mentioned during the presentations, but not some of the other projects. What is the duration for Infrastructure Improvements, ITC, MHC, and ICC.
Answer: The durations are tentatively set at the following: INF - 41 months, CMF - 52 months, ITC - 40 months, MHC - 32 months, ICC - 35 months.

Businesses?
Answer: Market Research is still being conducted for those projects therefore no decision has been made yet.

17. What is the status of the designs? Are they going to the USACE Seattle AE IDIQ?
Answer: All OMC designs are currently under contract and are between 35% - 65% complete.
18. For Utility Corridor, will the Government consider issuing a draft solicitation or draft evaluation criteria?
Answer: Not opposed to it, Project Management Plan and Acquisition Strategy are still being developed.
19. For the Utility Corridor project, is that anticipated to go Design-Build or Design-Bid-
Build?
Answer: Utility Corridor is anticipated to be Design-Build.

39. The young lady from Contracting mention that the Contractors Board of Appeals recently ruled on the PLA protests during yesterday’s conference. I did not have a chance to speak to her during or after the meeting. Do you know or can you find out the what the ruling is?
Answer: If you are referring to Q&A portion of the Industry Day, there was a mention of Project Labor Agreements (PLAs). FAR 22.503(a) states: "Executive Order (E.O.)
14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects." FAR 22.504(d) provides instances where an exception may apply. When determining exceptions, agencies are to consider market research and current conditions. In addition, there is caselaw on the appropriate inclusion of PLAs, such as Brasfield & Gorrie, LLC v. United States (Court of Federal Claims, No. 25-
1140). The Government intends to make a decision on whether to include a PLA that is in accordance with the law. At this time, the Government is still evaluating information and market research before making the determination."
If you have any PLA-related information specific to the projects and the project locations that may bear on a PLA being included, please submit it.
40. Do you have a POC at the Omaha office that I could reach out to about the Hill AFB
Sentinel projects?
Answer: Hill AFB falls under USACE Sacramento District - POCs are on the website.
