About this file

This is a Synopsis/Pre-Solicitation Notice for a Department of Defense construction project at Chief Joseph Dam. The Government intends to issue a best-value tradeoff solicitation for the replacement of aging 480V station-service equipment (identified as SQ1, SQ3, DSQ1, and DSQ2) at the dam facility. The estimated construction magnitude is between $5,000,000 and $10,000,000, with a firm-fixed-price contract structure. The anticipated contract performance period is 1,000 calendar days from receipt of the Notice to Proceed.

The scope of work includes replacement of switchgear and switchboards, transformers, feeder and control cables, panelboards, distribution equipment, local and remote controls, temporary power, testing, commissioning, training, operation and maintenance manuals, spare parts, and record drawings. The work also encompasses automatic transfer of DSQ1 and DSQ2 mains and tie to create a double-ended substation arrangement with the existing diesel generator remaining connected to DSQ1 for backup power to critical loads. The contractor must maintain facility operations and coordinate temporary power, planned outages, switching, and staged cutovers during construction. This action is a total small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45 million. All contractors must be registered in the System for Award Management (SAM) database prior to contract award, and offerors are responsible for monitoring www.sam.gov for solicitation updates.
