About this file
This is an Amendment (Amendment 0001, effective 15 September 2026) to Solicitation W912DW26QA095 issued by the U.S. Army Corps of Engineers, Seattle District (W071 ENDIST SEATTLE). The amendment does not extend the solicitation deadline and requires offerors to acknowledge receipt prior to the specified deadline or face rejection.
The amendment modifies the Purchase Description for one new utility tractor (no older than 2023) to be delivered to Hiram M. Chittenden Locks in Seattle, Washington by 1 March 2027. Key specification changes remove the mandatory wet-disc clutch and wet-disc brake requirements for the independent rear Power Take-off (PTO) system; either a lever or electrical switch is now acceptable for PTO control. The revised Purchase Description clarifies that manufacturer or dealer-installed components (tachometer/hour meter, digital speedometer, air horn, LED marker lights, daytime-running lights) are acceptable if operational and warranty-covered at delivery. The tractor must have a curb weight maximum of 2,300 lbs with a 3,050 lbs maximum operating weight (including loader, bucket, rear wheel spacers, and ballast-filled tires), gross engine power of 20-38 hp, hydrostatic transmission, four-wheel drive with turf tires, open-station seating with foldable rollover protection, front-end loader with 700 lbs minimum lift capacity, rear 3-point hitch Category 1 with 1,000 lbs minimum lift capacity, and a 1-year warranty on all parts, labor, and workmanship. Offerors must submit descriptive materials, two complete operation and maintenance manuals, and demonstrate the tractor model is currently supported by factory-certified technicians within 50 miles of Seattle. Invoice submission is due within seven days of delivery to Marena Yarnell at Marena.L.Yarnell@usace.army.mil.
