About this file

This is Standard Form 30 (Amendment of Solicitation/Modification of Contract), Amendment Number 0001, issued on August 20, 2026, by the U.S. Army Corps of Engineers' W071 Endist Seattle KO Contracting Division. The amendment modifies solicitation W912DW26QA087 (dated August 19, 2026) to add clarification that the Skid Steer Loader will be wheelbase-equipped, and offerors must acknowledge receipt of this amendment prior to offer submission deadline. The primary purpose of the underlying solicitation is to procure one (1) wheeled skid steer loader (no older than 2023 model year) for delivery to Hiram M. Chittenden Locks in Seattle, Washington.

The skid steer loader must meet specific performance, engine, dimensional, hydraulic, fuel, and operational requirements, including a minimum 2,000-lb rated operating capacity, 65–80 HP diesel engine, fully enclosed cab with climate control, joystick controls, and safety features such as backup alarm and integrated operator interlock system. The machine must be equipped with an industry-standard Universal Quick-Attach Coupling System compatible with existing government-owned Bobcat-brand attachments, or the contractor must supply three alternative brand-compatible attachments (two general-purpose buckets, one brush cutter, one pallet fork set). Four optional CLINs offer additional attachments: hydraulic breaker/hammer (CLIN 1001), backhoe (CLIN 1002), auger with three bits (CLIN 1003), and vibratory compactor (CLIN 1004). The successful bidder must deliver the equipment within 60 days of award to the specified address during business hours (Monday–Thursday, 7:00 a.m.–4:00 p.m.) with freight company-provided unloading capability. All equipment must be new, include manufacturer documentation and two complete operation and maintenance manuals, and carry a one-year warranty on all parts, labor, and workmanship. The skid steer must be currently supported by factory-certified technicians within 50 miles of the Seattle delivery location.
