About this file

This is a Standard Form 30 Amendment to a federal contract (W912DW26QA083) issued by the U.S. Army Corps of Engineers, Seattle District, effective July 22, 2026. The amendment modifies contract line items (CLINs) related to tree removal services and updates regulatory compliance clauses.

The amendment revises the North American Industry Classification System (NAICS) code from 238290 (site preparation services) to 561730 (janitorial services and carpet cleaning) for CLINs 0002, 0003, and 0004. CLIN 0004 description is changed from "Tree Removal - Springy Point" to "Tree Removal - The Vista." CLINs 0005 and 0006 (Tree Removal - Vista and Tree Removal - Trestle Creek) are deleted along with their associated inspection/acceptance locations and performance sites at DoDAAC 960513. The amendment updates FAR clause 52.212-5 regarding contract terms and conditions for commercial products and services, incorporating multiple deviations (2025-O0003 and 2025-O0004) from March 2025. The clause includes extensive mandatory compliance requirements for federal acquisition regulations addressing ethics, security, labor standards, small business programs, environmental standards, and payment procedures. The document includes ten question-and-answer clarifications addressing site visit logistics (July 29 at 10 a.m. PST at Albeni Falls Visitor Center), contractor rights to retain merchantable logs, material placement standards, utility coordination responsibilities, and submission requirements limited to signed SF 1449 forms with amendment acknowledgment, representations and certifications, warranty information, contractor identification, and CLIN pricing only.

Question and Answers:

1. SAM.gov states that Amendment 0001 provides site visit information, but the SF 30 summary page appears blank in the downloaded document. Could you please confirm the site visit date, time, meeting location, registration requirements, and whether attendance is mandatory?

The site visit is scheduled for July 29th at 10 am PST. The meeting location will start at the Albeni Falls Visitor Center and move to different project sites as time allows. The site visit is not mandatory. Please RSVP to Christine Kimel, Christine.M.Kimel@usace.army.mil, and Shane McKinley, Alan.S.Mckinley@usace.army.mil, who will be onsite for the site visit.

2. After removal from Government property, may the contractor retain, sell, mill, recycle, or otherwise beneficially utilize merchantable logs, provided all material is removed and disposal complies with applicable regulations?

Yes.

3. Paragraph 2.1.3 allows trees under six inches DBH to be bucked into 14-16-inch lengths and left in place. Will the COR identify where this material should be placed, or may it remain adjacent to the stump so long as it does not obstruct roads, campsites, trails, or facilities?

The material can be left in place in the forest as it lies as long as it does not obstruct roads, campsites, trails, or facilities. Anything causing obstruction should be removed from the project site.

4. The Quality Assurance inspection material references placement of barrier logs and the vicinity map identifies a "Deck Site." Please clarify whether any removed logs must be delivered to the deck site or installed as barrier logs rather than removed from Government property.

There are no hazard trees identified in this contract to be designated as barrier logs so that verbiage does not apply. The deck site location is identified if the contractor wants to group up the trees in a designated area on the project before removal. . All trees in this contract are to be removed from project.
